Follow-up to Last Week's Congressional Activity Reports

The New Citizen Message thread remains open, mostly focusing on Ajay/RGR's frequent changing of his Party's name and how to accurately reflect this in the automated President's message to new players.


This Week's Congressional Activity

Sign-In 11/12/13: 30 Congressmen signed in; Quorum is set at 16

Increasing the Moving Tax was covered in Discussion, , Proposal and Vote.
Proposal:
WHEREAS, Plato is handing out Moving Tickets like Candy Corn on Halloween and,
WHEREAS, Moving Tickets? and,
WHEREAS, there is suddenly activity on the Moving Ticket market and,
WHEREAS, lots and lots of people don't want to actually USE Moving Tickets and,
WHEREAS, people are considering these things "found money" and,
WHEREAS, Congress likes to find money too and,
WHEREAS, an increase in Moving Ticket Tax might be a good way to take advantage of the sudden boon,
THEREFORE BE IT RESOLVED THAT, Congress should raise the Moving Ticket tax up from 1% to (let's go whole hog) 15%.

The in-game VAT & Import Taxes: Moving Tickets Vote actually ran twice, once for the Import Tax and once for the VAT Tax. Both passed without dissent.

Speaker Evry started [Discussion] SCI Related eUS Code Amendments, which seeks to change how the President may hire and fire members of the SCI (Select Committee on Intelligence), and setting a maximum number of SCI members. SCI's function is to authorize release of Reserve funds beyond as set in the regular Budget. This Discussion, if moved to a Proposal and Vote, is intended to prevent "stacking the SCI" with cronies who might do crazy things at the direction of a "rogue President."

Quoting Israel Stevens: "It provides the body with some legitimacy, and helps to keep it above petty politics. Getting elected President means you're going to have enemies/rivals, and not being able to remove Congressmen unless they aren't elected in game is a way to keep SCI out of politics.
It is literally, Country>Party"
Quoting Oblige: "Nothing in here is really required. I am steadfastly opposed to our insane trend of continuously modifying the constitution every five minutes. ... My general opposition to all of these constitutional amendments is that they're written to address single occurrence scenarios. Legislation built around such a principal is almost assuredly bound to have adverse consequences and generally fails to actually prevent the things it was intended to stop."

This is an ongoing discussion.

Speaker Evry also started [Discussion] Congressional Procedural eUS Code Amendments.
I don't know where to start with this. Maybe just a couple quotes, and readers should click through and try to digest this themselves.
Evry: "The point of this whole thing is to essentially (and hopefully) end the semantic-based arguments we've been having lately. Currently, a newer congressman doesn't understand why Congress does things a certain way, and asks why. They're told by the older congress folks that we've always done it this way. The newer congressman doesn't like that answer and attempts to create some sort of argument to the effect of "Well, it's not in the eUS Code/Constitution!". The "Precedent" clause would allow us to move past it, basically citing this as why we continue to do things how we've always done them without the need to legislate every tiny procedural point."
Custer: "fu*k.
such is the evolution of the Constitution and Code.
everything that's not perfectly and exactly clear gets legalese'd to the nittiest detail, till the whole mess is beyond comprehension.
then.. old fu*ks will remember.. we finally throw the whole thing out and replace it with a short version, one which makes sense but is vague in details.. then we begin the process of rewriting every possible "understood and obvious" detail back in..
are we really going down that road again..?

Congressman don hrleone made an rogue in-game Donate Proposal. It was his intent to commemorate an RL bit of history in his homeland, but as a rogue Proposal it is expected to be summarily voted down.
Additionally,[Discussion] Censure of don hrleone has become a hot topic, and as an ongoing current event is well worth your reading it.
Gnilraps' [Discussion] Smiting of don hrleone addresses the fact that there actually isn't a written rule requiring rogue Proposal makers to be formally censured with a light-hearted solution to how don hrleone might be reprimanded.
