This morning brings to the people of the United States of America a new session of Congress, to run through Nov 25 2013. It is our great honor and privilege to present the 71st Session of the United States Congress.
Congratulations to all, both new and returning Congressmen.

Your initial Sign-In thread is ready for you, as are the Reward Donations and Speaker of the House Nominations threads. These are all "first order of business" for every new session of Congress. The SoH thread will be unlocked Monday morning, after the Sign-In thread is complete. Also be sure to hit the Congressional Medal Donation thread, and follow the tradition of sending your 5 gold prize to the Congressional Budget Office, Military/Militia or Cabinet Department (Interior or Education) of your choice.
Congress members are expected to be active. New Congress members should read the Constitution and Code, as well as review past Discussion and Proposal threads to get up to speed as well as learn how these things are to be presented properly. Experienced Congress members are expected to help new members, by answering questions and guiding them to available resources for learning.
Party Presidents are expected as well, to help their Congressmen get oriented.
Of primary importance is to know that proper procedure must be followed before using an in-game Law Proposal. If one is posted without there having been a full Discussion-Proposal-Vote in the Congress forums, the in-game Proposal will be summarily rejected.
Of special note is a matter of ethics. It is illegal to sell or otherwise exchange Citizenship Approvals for personal gain-- the penalty is censure, to be banned from participation in forum-based Congress activities.
Citizenship may only be granted with approval of the IES (Immigration Dept) or by Executive Order for ATO purposes.

Yes, please resurrect The Speaker's Word, Custer. These can be very useful for more in-game oriented players and those who don't always have time to read Public Congress.

the real Speaker's Word is a victim of a lost/forgotten password.
I felt strongly enough about the need of the Speaker's Word to use my own paper to run it till the problem is resolved.
