[The Referendum Act] - Debate In Article Comments

The five days are up. If you wish to read over the previous article detailing what will happen under The Referendum Act then click here
This article will set up the debate of the proposed systems. Then after the debate the people who put forward the systems can decide once taking the results of the debate into account whether it should be taken forward to the next stage. If more than two are taken forward, congress will decide which two go to the first vote.

Each of the systems will be listed below, along with some details trying to explain the system briefly in italics so that those of you who can’t be bothered to read all of the stuff produced can see the basics and make a somewhat informed decision. Though I do recommend reading what people have put forward for yourself.
I should remind people, the current system/status quo does not need to be proposed as it will face the most popular alternative in the final vote.

JQXZ's format would be my choice, but I do have reservations. Firstly, it's barely possible to get a fully active Congress at the moment, much less enough activity to warrant a second chamber. Secondly, Congress can barely decide what to do on a day-to-day basis and can hardly be trusted to tie it's own shoelaces, so I worry that their choice of upper chamber candidates might not necessarily be the best choice.
On a wholly unrelated matter, I still believe that this country would be far better served were there fewer political parties and, more importantly, fewer MUs. There are far too many to support a country of our size and still some out there with very few (if any) active members which are ripe for potential hostile MTOs. If people want to stop seeing eUK go down the tubes every couple of weeks, they're going to have to start working together instead of popping up with Yet Another Generic Party/MU every five minutes just to satisfy their own ego. Rather, buy up or take over these dead MUs and kill them off before we see another MEK-style scenario.
It can be up for debate how the upper house should be selected - it might be that there would be a better way than putting Congress in charge of it. Party leaders or the King might be better qualified? Or perhaps the Country President should have a greater say?

Seeing as nobody can name any of our last 5 CPs, and most of the ministries seem pointless now, Voodoo's and Aaron's suggestions are good ideas. But then Congress can't do much either. So we are left with Rob's choice...

My suggestion was to abolish congress, get top 10 PP's to choose a coucncil member who will aid and advise the dict.
I am more Rob"s proposal,but if I am gonna be honest Appleby has fair point suggestion too.

The current system will go against the most popular alternative at the end, at this stage its all about the alternative systems.
Applenies/JQXZ's are the most appealing to me, if they are orientated around the same ethos as Voodooomike's

It is possible that the two could be combined. We could have an article based system for government conduct in place of message systems, and rights for citizens to propose motions, in addition to having the constitutional monarchy (Woldy) and bicameral legislature in my proposal.
Aren't PN's military junta and AMD's abolish congress literally the same thing?
Congress rule will make me want to end my life. By extension, so will JQXZ's as it's effectively just having 2 congresses and that scares me.
So options 1, 2, 4, 5 and 7 are the only ones that should be considered, I reckon.

You missed the timeframe to submit things to this referendum process. 5 days from the 1st was the submission time.
Though if you do put something forward in congress. I will allow it to the next stage. Where if there are more than 2 systems it will come down to a congress vote anyway.

I should probably point out that this is a sort of trial of the draft act - we the public are all free to discuss our thoughts and reservations about the direction the community is going in. We could easily combine several of the favoured systems with it.
No need for secretive and inefficient mongressional mails...
I would agree that it could be combined with my proposal, and would probably improve on it if they were combined.
One slight concern here - 9PM GMT on the 7th is about the time that every single breathing warm body in the US will be heading over to a Superbowl party. Heck, even I am going to one, and I have no understanding of or interest in american football! So those 111 votes needed will be missing virtually every one residing on this side of the pond.

I should add that my proposal means no congress
As someone who have been in congress for the last 5 months, I must say that give more power to congress is a pretty dumb solution.
JQYZ's format is probably the most reliable - knowing that the only true flaw of the eUK at the moment is the inactivity and the lack of motivation for those who are active to participate. I don't believe in the destruction of our current government - it is completely fine in my opinion. However, JQYZ's format allows us to transition to a more modern form of government.
The only problem I have with Appleby's is the overload amount of privilege given to the people. I don't believe in big government, but I also don't believe in giving the general public the amount of power that a Congressman worked for within his party. Also, this opens the door to extraneous policies and legislation being proposed - and due to the eUK's history with PTO's, it doesn't seem too sturdy to implement this.
