The emergence of PANAM

The 5 countries named in the proposed PANAM alliance charter are USA, Brazil, Canada, Argentina and Japan. Setting up such and alliance requires time, and skillful diplomacy. With complications in Europe ongoing, this fledgling alliance has been given the breathing space required to become a feature in the eRepublik of tomorrow. Each countries level of involvement in bringing the concept of an alliance centred on the Americas to the fore has varied to a considerable degree.

USA

The USA have undoubtedly been the foremost and most vocal supporter of the new alliance. Unhappy with what they perceive as the "Eurocentrism that existed in EDEN", they are aggressively pursuing an alliance that will be centred, at least geographically, on the United States itself. In the past, alliances that have been centred on the USA have had a tendency to have been either informal, or secondary to their main block of allies. The USA-EDEN co-dependency on each other has always been due to the existence of a highly organised, highly powerful common enemy in the shape of PEACE and it's successor Phoenix. The US officially took EDEN membership shortly after EDEN forces had been instrumental in the liberation of North America from occupation by PEACE.

The marriage however was at times put under enormous strain by differences that were aired publicly. The Americans were, more than once, accused by EDEN members of not sending damage where it was needed during certain battles, harming the effectiveness of EDEN as a result. They however felt that they were not given an equal voice in an alliance dominated by European powerhouses and that their goals were secondary to the goals of EDEN itself. The USA left EDEN 10 months ago for these reasons. The co-dependency however continued in the time since then. Apart from a highly publicised alleged plot by EDEN members Poland and Spain to invade USA, and some hard feelings about the level of assistance during the deletion of Croatia, their relationship actually improved by not being an official member of the alliance. The region rentals of American regions to Poland in July further galvanised the relationship. With Ireland acting as a bridge, Poland were able to move through US regions at will to stop a full scale Russian invasion of the USA in it's tracks. Some time later a joint EDEN-US operation led to the conquest of all Russian territories with the spoils shared between allied nations. In short, the USA-EDEN relationship has been one of ups and downs. When it was good, it was spectacular. When it was bad, it was spectacularly ugly. The US, whether through differences in cultural attitudes, points of view or simply differences in their own internal structure have proven to be incompatible as full members of an alliance dominated by European super-powers. Shifting stances in Europe may have finally given the Americans the chance to create a long lasting alliance of their own.

Brazil

Along with the USA, Brazil have been the other main pillar of support for the PANAM concept. Ex-Phoenix alliance members, their issues in the alliance reflect in many ways those of the USA with EDEN albeit nowhere near as publicised. In contrast however,the reasons for their departure from Phoenix came down to a dispute with one fellow alliance member, Hungary over the regions of South Africa. The high Diamond (which later became Titanium) regions of South Africa had been a popular battleground for Brazillian forces over many months, with some of the most expensive operations at that time carried out there by both Phoenix and EDEN/Brolliance forces. Ultimately, the nation of South Africa ended up being PTOed by a group of Hungarians. This, for quite some time had not been deemed an official Hungarian directive. The PTOers had been demanding a rental fee from Brazil if they were to occupy Titanium regions of South Africa. Unhappy with these demands, Brazil attacked South Africa to claim the region Northern Cape. The Hungarian Government then appeared to endorse the PTO of South Africa as an official Hungarian act as the PTOers claimed they had been acting in the interests of Hungary. They claimed that the regions of South Africa should be "acknowledged similarly as the original regions of eHungary itself". An agreement penned at a Phoenix meeting to resolve the situation between the 3 countries involved failed. In the end the Brazilians opted to leave the Phoenix alliance, mostly due to this dispute. They opted to remain "neutral" but continued to sign MPPs with many Phoenix nations they still shared a good relationship with. The acceptance of an MPP with the USA marked a shift in direction for both countries and was the ice-breaker that allowed an alliance such as PANAM to be seriously considered.

Brazil now holds the majority of South African regions.

Canada

Canada have been a long time EDEN member and have yet to be entirely convinced on the PANAM alliance. Though at times in the past there have been rumblings in Canada of discontent with EDEN, they have never really looked like taking such a drastic measure as leaving the alliance. During their recent war with France a few Canadian home regions fell. Concerns were raised about the level of EDEN support by a small number within the Canadian community. EDEN support did arrive however and confidence was restored in their allies after all regions were regained. Canadian frustrations with EDEN in the past more likely stems from the lack of support for their offensive wars fought vs France and to a greater extent vs UK, which the powers that be in EDEN saw as a pointless exercise due to the fact that none of the UKs regions were of any real material value. However, it is difficult to see Canada having any greater success on the offensive were they to join PANAM. Indeed their defensive capabilities would likely be weakened unless PANAM adds another powerful nation to the initial line-up. Canada will likely be one of the last countries to leave EDEN altogether, for them PANAM would be an ideal fall-back should EDEN fall apart completely.

Argentina

Argentina, though named as "maybe" in the charter of PANAM, have yet to give an indication of their intentions. They have only just recently left the Phoenix alliance claiming that the alliance was all but dead anyway. They are however a member of BIA(Brothers In Arms or Brazil ,Indonesia, Argentina). They may seek to keep their options open for as long as possible before committing to an alliance, though if said alliance were to include both other members of BIA it would probably make their decision all the easier. They generally keep their cards close to their chest and thus far their only public statement regarding the PANAM alliance was to confirm that they have not joined.

Statements from Argentina
"Argentina's Government would like to make a clear statement regarding a diplomatic issue which has risen in the ears of world press, addressed to all fellow citizens and allies. Despite our will of building a true friendship between all countries which coexist in the American Continent (the whole of it), we're not part of a new born Alliance called "Panam Alliance". Our loyalty still is, without any question, on the side of the countries aligned behind BIA and the ones that the Phoenix experiencie left us; which remain close to us by MPP's and a strong link of cooperation, friendship and successful experiences.

This article is a direct response to This Article, which we have decided to interpret as a well-intentioned expression of desire by our north-american neighbours, but which was published without our knowledge and consent, due to such fact we do not subscribe.

In addition, Argentina will continue in the alliance BIA (Brazil, Indonesia and Argentina) and not on any other alliance. Currently, everybody knows which way is going to take international politics, but it isn't 100% certain, we will join an alliance that suits our needs and we will do when we feel it is necessary, we will not give names, mainly because it has not yet defined except for some exceptions, on the other side also make clear that under no circumstances leave aside the best allies we ha😛 Brazil and Indonesia, precisely because of this, before making a decision to think of them.
This decition was made taking in account what most of the citizens of our country thinks."


Japan

Japan were invited to join the new PANAM alliance and passed a vote unanimously to join. A small country, to some their inclusion came as a surprise though they had been the 5th member of the Brolliance and they are a gateway to Asia. They also have a rental arrangement with the USA for one of their home regions. Their decision to take membership comes as no surprise though. As the future of small countries becomes increasingly bleak, they are likely seeing PANAM as an opportunity they cannot afford to turn down.

Issues facing PANAM
- Europe
Though the alliance is clearly an American led one, they should not alienate all possible European allies by showing contempt for the entire continent as one. At present, PANAM borders 6 European countries. In the first 2 sentences of the charter, Europe is mentioned negatively 3 times. It is possible this alliance is going to need to either keep some of it's old friends in Europe, or make some new ones there, not least due to timezones. Ignoring Europe and pretending it doesn't exist won't make it go away. PANAM was the biggest story in the New World when it was first announced. However, it had to play second fiddle to events in Europe soon after. Europe is where the power is, and it isn't going to go away.

- The Name
The name PANAM itself refers distinctly to the American continents. This can at first sight create negative feeling toward the alliance for possible members outside of the American continents. For countries outside of America, that may strengthen this alliance, they need to feel that their needs will be placed on a par with all countries within the alliance. The name of any entity is where first impressions come from. If the name, a citizens first introduction to an alliance, refers to a geographical location where they are not from it already creates unnecessary reservations as to whether their interests would be best served within the alliance. Ironically however, smaller American countries such as Mexico and Bolivia are under occupation from PANAM nations, yet the small, non-American country of Japan has been accepted as a full member.

- Dioism
"6. The official religion of the alliance is Dioism"
Religion, in real life or in any form is a divisive subject, both between nations and within nations. The inclusion of the 6th term of the alliance charter has already caused unnecessary division, with many influential Canadians objecting to it. It would likely not appeal to other nations either. It takes a diversity of nations to make an alliance, not a Religion. Dio is not going to contribute the 1.5 million influence per day that Canada does. In short, this part needs to be dropped. If something is unnecessary and it causes problems, get rid of it. Dio's power would be better illustrated by not having this included, for if he is indeed all powerful then he does not need his religion to be proclaimed as law in such ways. For a Deity to be all-powerful they must be followed by choice. Enforcing a set of beliefs on an entity such as an alliance demonstrates weakness, not power.

- New World Order
This refers to a group of hugely powerful nations in Europe that are rumoured to be forming an alliance. Countries mentioned have been Poland, Spain, Serbia and Hungary. The first criterion for a nation to be included in the NWO seems to be that you must be a superpower. Superpowers are inclined to demonstrate power. The regions of Liaoning and Heilongjiang were not held for so long by Serbia and Hungary merely because they were High Iron regions. The thousands upon thousands of Gold spent attacking and defending them was not merely because they were High Iron regions. They were symbols of Serbian/Hungarian power held up for all the New World to see. With the changing of the distribution of resources recently, the powerful nations of the world can theoretically take most of what they need materially with minimal conflict with the larger nations and without ever having to demonstrate their true power. If the NWO were to materialise, the only true demonstration of it's power would be the re-conquest of America(a Polish statement has denied that they will take part in any such invasion) That's not even to mention the history of the mentioned NWO nations with the two major PANAM nations. This group, if it were to form and fully function as an alliance, would indeed be a major issue for PANAM.

Conclusion
This alliance has a lot of potential. It has the appeal of being a fresh idea and it could change the way the game is played. With uncertainty in Europe it has come about at the perfect time, though the pressure to properly establish the alliance is still on. However, the issues above need to be addressed. Canada and Argentina must be convinced and brought fully on board. Relations with potentially friendly European nations must be maintained and not ignored or they need to bring in some Asian powers. If Indonesia can be convinced to come on board, then that would likely secure the signature of Argentina also. It would also give PANAM a much needed boost in terms of potential battle influence. As it stands, with the members it has now, an organised NWO could tear PANAM to shreds. PANAM needs to open up to possibilities and extinguish any beliefs that this alliance serves the interests of the USA above all else.

We are seeking experienced and quality Ambassadors. I am looking for quality over quantity for this term. It's gonna work something like this-
- Each successful applicant chooses a group of countries they feel they can have success with.
- Weekly Report on the Nations in question to be handed into the FA Department.
- Reporting of news from the media, forums etc from the country in question with links to anything of interest
- Spend time on the IRC channels of the countries in question everyday you log on.
- Report to the Department any prominent individuals from these countries who you have contacted and feel may be of benefit to Ireland, to be added to a list of contacts for the Irish FA Department.
- To those who meet these requirements each week, I will personally pay a weekly amount of currency.
