By-Laws of the eUS National Cooperative



Prologue:

With the help of President Bubblar, eUSA will begin to formally experiment with a National Cooperative system as laid out in my article: [SFPOM] A Cooperative Manifesto

This organization will be cooperatively owned by its constituent National Producers who should come from all walks of e-life and from each party.

The goal is simple - to pool CC from each National Producer's daily income, and for the National Producers to then hold a vote on which of them will receive funding from the CC pooled. This organization will be sustained by the National Producers only. (for the time being and unless congress decides it would like to subsidize it.) Once formed, this organization will be allowed to vote to choose which National Program it would like to help fund, if any.

This should free up some funding from the Congressional Budget, to be better spent during the invasion. (The rest of this writing will be an outline of the National Cooperative’s functionality and some of the rules that will be in effect.)


Daily Operation:

-Each National Producer sends some of the CC from their sales on the market each day, to a specific Org or to the Director / secretary of DoCA. (they choose how much CC to send individually)

-When a National Producer requests funding for a specified reason, a vote is held in a Group Message or in the National Feed. (If held in the National Feed the Director of Citizens Affairs or another cabinet member will post the proposal specifying how much CC is being requested, for what purpose, and which National Producer is requesting the funding. The vote should be held in the comments of that post with each option being Yes, No, or Abstain)

-If 65% or more of the National Producers vote to approve funding, the money is sent by the Director of Citizens Affairs to the specified National Producer.

-All funds sent to or received from the Org or Director / Secretary each day are to be tracked in a running ledger.

-The Democracy Threshold will be 65% of the Total National Producer Votes


National Producer Rights:

All National Producers affiliated with the eUS National Cooperative have the following rights:

- Right to vote on funding requests (1 vote per Producer)
- Right to vote on including a new Producer into the eUS National Cooperative (1 vote per Producer)
- Right to vote to remove a National Producer from the Cooperative (1 vote per Producer)
- Right to vote on Amending the organization’s By-Laws (1 vote per Producer)
- Right to call a Treasury Check
- Right to call a vote on including a new Producer into the eUS National Cooperative
- Right to call a vote to remove a National Producer from the National Cooperative
- Right to call for an Amendment to the organization’s By-Laws
- Right to set the amount of their daily income sent to the Org



Director of the Department of Citizens Affairs Duties / Secretaries:

- To be impartial
- To keep track of the funds sent by the Producers each day and the Treasury / Org
- To respond to Treasury Checks with the required information
- To send funds from the Treasury / Org whenever a Producer is chosen for funding through a vote of the Producers
- To Send the Org login info or the Treasury to the next Director of Citizens Affairs / Secretary(s)


Voting:


These are the voting processes within the eUS National Cooperative:

- Voting on funding

Once a National Producer has requested funding, a vote should be held. National Producers have one vote each.

If the National Producer requesting funds receives 65% of the Total National Producer Vote, the Director of Citizens Affairs sends the specified funds to the National Producer.

*National Producers may vote “abstain” when choosing who receives funding*

->If the Democracy Threshold is reached The Director of Citizens Affairs will send the specified funds to the specified National Producer.



-Voting to Add a Producer to the eUS National Cooperative

Once a National Producer has suggested the addition of a new Producer to the eUS National Cooperative, a vote should be held to incorporate them into the Cooperative. The Democracy Threshold is 65% of the Total National Producer Votes to add a new Producer.

*Known scammers may not be added to this organization (This information can be found using CB Key or by compiling a list of scammers previously dealt with by the Producers)*


->If the Democracy Threshold is reached the new Producer should be added to the eUS National Cooperative and a new Group Message should be opened including them.





-Voting to Remove a National Producer From the eUS National Cooperative

Once a National Producer has suggested the removal of another National Producer from the eUS National Cooperative, a vote should be held to remove them from the Cooperative. The Democracy Threshold is 65% of the Total National Producer Votes to remove a National Producer.

*There are two kinds of Removal Processes: Honorable Removal and Dishonorable Removal, National Producers who wish to leave the Cooperative can be Honorably Removed. (This means that they will receive the funds they contributed to the Treasury upon removal) Dishonorable Removal is reserved for scammers, charlatans, and fraudsters. (This means that they will not receive the funds they contributed to the Treasury upon Removal) Only Dishonorable Removal Should require a vote.)*


->If the Democracy Threshold is reached the specified National Producer should be removed from the Cooperative and a new Group Message should be formed without them.





-Voting on an Amendment to the eUS National Cooperative By-Laws

Once a National Producer has suggested an Amendment to the By-Laws, a vote should be held to ratify it. The Democracy Threshold is 65% of the Total National Producer Votes to ratify an Amendment.

In conclusion, Cooperatives work both in theory and in practice in eRepublik, as demonstrated by the SFP Producer Cooperative and it’s affiliated Producers.

Lastly, as there seems to be some confusion on this, the SFP Producer Cooperative will be run independently from the National Cooperative and if this system is implemented by the Executive Branch and by Congress there will be two independent cooperatives operating within eUSA.
