[Congress] The Office of (deputy) Chairman of Congress - debate

After ElGorro proving the need of a deputy Chairman of Congress, I am opening a debate to add the obligation of appointing a deputy for the CoC elections.
I am using my own newspaper because the office of CoC is currently unoccupied due to the absence of a deputy after the resignation of ElGorro.

imho it is already pretty clear a dCoC needs to be appointed, but the majority in congress seems to disagree with me on that. so adding it explicitly in the law has my support.

If only we had a dCoC, so the CoC tasks were still being done with the resignation of the CoC.....
One doesn't really follow the other (as that debate has been around way longer) but I see your point. Still don't agree on it, though. That argument doesn't seem to be a qualm during a resignation of removal of a CP - the ''most important'' job - for example.
normally in the case of a removal of cp the runner up takes the position. it's happened only 2 times in the entire time of the existance of the country that no runner up was there to take the position and congress had to step in with a temporary "cp".
Congress should choose a new Chairman fast so this kind of articles are not needed.

I still don't think there needs to be a dCoC. Sure if someone for some reason steps down we could have an issue. However there is likely much more of an issue finding a dCoC every month....
