The main focus of the Indian Government in April should be on Foreign Affairs and diplomacy. The main focus in May will likely be those two topics as well. In fact, for the foreseeable future it should remain the driving force of any executive and it is why I dedicated a entire opening article to it.

That being said, everyone needs to remember that it is a work in progress. Alliance building is not an instant gratification process. We will not receive the sudden help of ten strong nations tomorrow... or on the 5th-6th. National ambitions aside (and make no mistake, they count for the most), we need to work our way up the ladder of ally priority. That means exploring MPPs even if they sometimes give the impression of being one way agreements.

But that is not the only consideration for the coming month.



Military Reform and the Influence Gap.

India has a small core of very active citizens and about triple again silent players and more casual fighters. Those small numbers are spread amongst at least 7 MU plus independents.

On average we generate 150-200 million influence a day. That is very limited. The goal at this stage should be between 500m and 1b influence a day. Obviously not realistic targets right now but a number that we should keep in mind. That means that we need to work first on being more efficient. There was a brief time during xordin's presidency where the MU commanders were linked together through a PM chain to pass along battle priorities.

To immediately gain some efficiency in our damage distribution my Defense team would maintain a list of MU commanders and captains. IRC works best for coordination but not everyone uses it and not everyone visits there every day. However, most monitor their accounts and PMs. In this way, we hope to have a more focused military.

Economics being what they are, dispatch system needs to be restricted only to priority battles and close fights where we have a measurable chance of winning.

National MUs will be encouraged to reform along divisional lines. Often battles need to be pushed in a specific division, having our MUs organized along those lines will allow us to more effectively direct damage once more. It would also give us a picture at a quick glance of where we are strongest and where we need work.

None of these measures alone will close the gap but we should strive to make every point count.



Citizenship, Immigration and Babyboom.

Babybooms are the great hope... actually I should say Great Hope. When they happen they can lift a country out of the bottom of the rankings and carry them all the way up the food chain to the very top.

There is going to be a continued effort to see the creation of a BB in India. It will be supported by the Government in every way we can. However, I will be honest on this point... there is very little I can contribute personally. I don't have the technical skills to help it along nor the financial resources. I will publicize our efforts if and when they come and I will work closely with our BB champions when they need help. If we are successful, I will pour India's limited resources into carrying our young citizens through the difficult early times. I will volunteer as a mentor and make myself available to every citizen.

But we can't just Hope. We also need to devise a national strategy to encourage established players into coming here to help. There is always the risk of political takeover. It is a risk that India is extremely aware of and vigilant of. Given my background and the publicity we received when me and my friends came to India, I know first hand how touchy a subject this can be.

So my proposal would be for very modest, Government sponsored immigration. We should find, every month, a single D1-2-3 and 4 citizens that would agree to come to us. Alone, none of these newcomers would change the balance of power but over time, they will. Also, if we push but control the flow this way, we have a better chance to fully integrate them into our society.

Ultimately the responsibility of immigration falls to Congress and when we have an elected group again all the Government will do is provide recommendations. I will strongly recommend we look abroad for immediate home help.



Economy.

Taxes in the New World have been shown to have little impact. They go up, they go down... sometimes prices are affected for a day or two but ultimately very little happens long term. So it is with very humble expectations that I would like India to consider a reform in tax plans.

Taxes should go up. The only purpose of taxes is to pay for MPPs and when we can, supplies. Again this is a topic for Congress but I would like us all to consider raising minimum wage along with VAT. The downside is that it penalizes MU that operate working pits. Before any changes are done, consultation needs to happen. But the benefits could be real.

The income tax on 0.99 cc right now is 15% or 0.14 cc. If the minimum wage was, for argument's sake, 5 cc. The revenue would be 0.75 cc or 5 times greater. If this is a sacrifice India is willing to make, the benefits could be measurable.



National Lottery.

I will propose to India that we raise funds for projects that are not affordable under the current budget and economy. That could range from an extra MPP to extra supplies or even the hiring of mercenary influence. The way we would raise funds for these things is through fifty-fifty draws. The buy in would be modest so that those that chose to participate don't have to take a big hit. The winner would receive an immediate windfall and India grows its treasury to gain more flexibility.

The National Lottery is one of those projects where a little can go a long way. It can also be a way to pay it forward.



Conclusion.

It is not the most ambitious manifesto (except for the FA part of it) but it all contains elements that are measurable and achievable.
