Imagine, this time two weeks ago you were all clamouring for me to write One article, now here I am with three in three days! Thank you for the wonderful discourse over the last two articles, today I bring you some juicy Military policy!


Military

We do a good job of maintaining Training Wars and creating opportunities for people to fight. However the various schemes and initiatives we have to encourage and reward people for fighting are being mismanaged, and obvious efficiencies are being missed. More needs to be done not only to create opportunities to fight, gain medals and prestige, but also to encourage players (especially young players) to make the most of these opportunities with better communication and information regimes. We will have an active enough cabinet and MoD and deputy to ensure the public are informed in good time of what is going on and how to make the most of the Military Module.

In addition we have some specific policies to further remedy and optimise Government support programs around the Military module:

Subsidies
Anyone who does over 300 kills in a week will be sent 50 Q7 guns. This won’t have to be claimed, the government will monitor kills and distribute weapons to fighters.
This strips out a lot of the conditions and bureaucracy of the current system (5% of kills given as weapons, with a cap, you must be over level 20, you have to reach a certain damage, there are rules about where the weapons are brought from, and after all that you are required to comment on an article to claim the guns).
As such it is both easier to administrate and more universal - players putting in the kills get the guns. The overall offering is slightly lower than the current offering but players fighting more intensely will be rewarded by other areas of the rewards offering so this will be a minor change to what is distributed by Government.



Div 1 Leaderboard Competition

In order to incentivise new players to fight effectively using the lowest exp and maximise their gold income while in div 1, we will run a weekly leaderboard competition with prizes for the top ten fighters. This will be funded as a fighting subsidy to help ensure resources are spent across all divisions.
Players will sign up each week, which will earn them money via the Community Rewards Framework, whilst gdoc records are kept of experience points and BH medals. Those in the competition will enter a PM with everyone else for mentoring, strat discussions, and further general help. At the end of the week - rinse and repeat.
This raises the prospect of getting existing Div 1 players with lots BH’s to mentor, whilst helping run the scheme as an intro to MoD/government jobs.



Div 1/2/3 Raffle.
Each week fighters in Div 1-3 will earn raffle tickets based on the number of kills they have (1 ticket per 50 kills). A raffle for a pot of 100Q7 and 2000 energy will be drawn and sent to the person with the winning ticket.



Medal Running/Sniping
We will ensure the Minister of Defence is an active eUK player and that all subsidies requests, bounty claims and overhitting reports are responded to within days. We have already gotten successes in Congress by shining a lot on the backlog and pushing the Government to get it in hand.
As well as guaranteeing an active Cabinet, we propose a points based system to manage Overhitting and Sniping in eUK Div4 and Air battles.
You will be considered to be overhitting if you overtake any UK player who has done 100m in D4 or 20k in Air on the UK side of a TW.
The Government will use gdocs to allow people to report when this has happened and submit evidence. Players who have been found to have overhit/sniped will accrue points - 1 point for overhitting, 2 points for sniping.
The Government (MoD) will record how many points players have and this will affect their ability to claim rewards and subsidies and may result in a player being placed on the ‘open-season’ list, meaning others can claim a 15k bounty for overhitting them. The below outlines the penalties for accruing points:
➀ 1 - Player sent guidelines as a reminder.
➁ 2 - Player disqualified from reward schemes and subsidies.
➂ 3 - Player placed on open-season list with a bounty attached to them.
➅ 6+ Player placed on the list for 3 months with no points buyback.
Reducing Points
A player may pay £20k to have one point removed. This will be sent to the government first to confirm receipt of the funds and then £10k sent on to the player who was overhit.
A player on the open-season list will have a point removed each time they themselves are overhit. They will be responsible for reporting this using the same form.

Terms
Overhitting - doing more damage than another player at any time in a battle
Sniping - hitting in the last mins of a battle with the intent to take a SH/BH from another player



Bounties & Open Season
Bounties can be claimed by eUK citizens who ‘reclaim’ a medal from a ‘third-party player’ (those combatants who do not hold eUK citizenship or citizenship of the battle partner). Our big change will be that they will actually be paid out!
Bounties will simplified and paid as follows:
Reclaiming a medal from a third-party citizen who has made above 40k in Air or 150m in Div4 will pay a bounty of £10k.
Reclaiming a medal from a third-party citizen who made over 80k in Air or 300m on ground will pay a bounty of £20k.
Additionally, overhitting to take a medal from an eUK citizen on the open-season list (those with 3 or more points as described above) will pay £20k.
The Ministry of Defence shall maintain an open-season list of eUK citizens who have repeatedly overhit or sniped medals contrary to the Medal guidelines above.
Citizens who accrue over 3 points will be on the list, and removed from it if their points drop below 3. If at any point a citizen has accrued 6 or more points they will be placed on the list permanently.
This list will be accessible to Div4 fighters to inform who they may overhit.



Resistance coordination program and Military Comms network

A full suite of Articles, Feed-posts and messages will be used to coordinate the eUK’s combatants and inform them of what to expect from our Training War’s, what the orders are and to reinforce and remind people of Medal Run guidelines, subsidy offerings and open-season lists (see below).
Additionally the Gov will pledge to communicate in a timely manner when it knows a region needs to have a resistance war triggered that intends to win. It will communicate this to a group message of eUK citizens who don’t yet have / don’t have many RH medals to assist them in getting one.

Epics Readiness Initiative
The eUK Congress and media has seen discussions on Epics take place recently. These are battles triggered by the achievement of a high damage threshold and which give extra benefits to fighters participating in them.
Epics will not be easy or cheap for the eUK to trigger and would need to be done with a Training War partner. Nevertheless there are steps the eUK can be taking to optimise its epic-readiness.

Identify the best TW Partner(s). This could be based on raw damage output, timezones, or a willingness to take similar steps to boost damage to trigger an epic.

Have a war-room with the partner(s) for planning, live monitoring of battles and identifying epic windows - those periods where average damage output the preceding week was lower and so the triggering threshold is easier to reach.

Preparing eUK citizens with information campaigns and multi-platform coordination channels. It’s important that as many people as possible can experience epic benefits.

Creating a dedicated fund with Congress for funding the Energy Boosters and resources needed to push damage to trigger an epic. Having a dedicated org for this purpose will also allow members of the public to contribute directly.
