[Congress]On Work Tax Increase

My fellow citizens,
Today I come to you on a subject very different from the foreign debacle addressed yesterday, of which I strongly encourage you to read, as it has much prevalence on the future of both our country and alliance.
Today’s issue focuses on an entirely domestic issue. Approximately two months ago, Plato introduced a new Work Tax which taxes all work done, either as an employer or manager, based on the average income and Work Tax percent. This work tax is a double edged sword; while it does help create a large portion of income for the government (more on this later) it does substantially hurt all producers and workers, whether they be commune holders for Government or Independent MUs, or if they be regular citizens working to make a profit. All citizens experience the effects of this tax equally.
It is no secret that for the past four months, we have been under heavy invasion. What started as an invasion by eight TWO aligned countries via various means has been whittled down to but two nations, Spain and Poland. However, getting to this point was not easy. And while several of the nations we had to eradicate from our lands went with only the need of superior military coordination and damage, the tri-core of Hungary, Serbia, and most recently Poland has proved to be a far more forceful opposition requiring new tactics to overcome.
Enter Combat Orders.
Anyone who has been fighting for the eUS against these invaders either in MPP battles or key resistance wars has likely seen, and taken advantage of, the seemingly never ending supply of combat orders to pay soldiers to drop their damage where needed. This new feature has greatly changed the way in which we as a nation must due combat. We must be willing to not only out damage the enemy, but all out spend them on a far grander scale than was previously needed. Due to this new found need, we have spent a large portion of our reserves (a number I am not allowed to reveal without permission of the Speaker of House and President.)
At first, spending this money was of little concern; when the Work Tax was initially implemented, we had no congress, thus, the admins locked our Work Tax rate at 25%. In those four weeks, we generated an extra 2 Million Currency. This 2 Million CC went directly into issuing combat orders, which were an immediate success. Combined with subsequent Executive-requested congressional spending, and the gracious donations of several key citizen, we had a large pot upon which to issue the combat orders.
But, that pot has now run empty, and as are our reserves.
To avoid unnecessary fear mongering and propaganda, I will state that we still have a decent reserve pool, but at the current rate at which we’re spending money on combat orders, we would exhaust that pool in its entirety in two months at the most. To avoid this, and to continue doing combat orders, we need to rebuild our reserves. As such, congress recently passed and enacted the Fiscal Solvency Protection Act which states the following:
Until such a point in time that the CBO's USD and Gold reserves reach a value of 10Million USD (using market value for gold), congress hereby decides to raise the Work Tax up 5% to a total 10%. The CBO Directors will inform the SCI (and congress, at the Speaker's discretion) of the reserve's progress compared to the goal every month. Once the reserve target is reached, the Work tax shall be reverted in order to match the budgeted expenditures to ensure deficit spending does not ensue.
Congress is encouraged to resume this legislation if the reserves drop below the reserve target in the future.
What this act ensures is that our combat capabilities remain at top shape, whilst ensuring the fiscal security the reserve pool grants, such that in times of great spending like we are currently in, we have the ability to meet that great spending. As such, congress has proposed a Work Tax increase of 10% to fulfil the obligations of this act. It will stay this way only until we meet the 10 Million CC mark as dictated by the law, upon which it will be reduced to the 5% we are all accustomed to.
Editor’s Opinion
The law itself is very straightforward, and as such, I won’t belittle you nor waste your time by over analyzing the word of the law. However, there are various implications of it which must be addressed.
1)I already know how the comments section will go. Every independent MU member, anti-government personnel, or “business man” will scream about how the government is stealing from the people, how they’re hurting their MU. But, we’re all in this together. No MU, company owner, comune holder, or worker gets to avoid taxes. Everyone will be paying this tax increase equally, and fully. And to the government commune holders, even they don’t get a free ride. The money to cover the taxes doesn’t come out of their MU’s budget, it comes out of the commune holder’s pocket. Congress won’t, nor should it, approve of any reimbursement plan, nor will SCI. So, we’re all in this together.
2)The tax increase will directly affect our ability to fight off the invasion. As our reserve pool increases, so does our ability to spend money on Combat Orders. As such, while increasing the Work Tax does mean we all pay more money, we all get it back so long as we’re fighting for our country against the invaders.
3)Low tax rate wasn’t that great anyways. While we had a 5% Work Tax rate, we also rotated from zero bonuses, to very low bonuses; for instance, as of this very instance, we have two food bonuses, and only one weapon bonus. Profit margins were severely cut due to the crippled bonus situation. As the Work Tax increase allows us to spend more, we’re able to regain regions and bonuses. When we regain these bonuses, your production will increase, which will counter the effects of the work tax if you’re a seller, or make running your MU easier if you’re a commune holder.
4)President Oblige has said he’ll help move any commune holder to an allied country with better bonuses and lower tax rate. He had made good on this promise to several communes, both government and independent. Should he be unable to do this for you you have several options. I will personally help you if needed (I have a lot of friends in placed. I got you yo,) and, while not to speak for him, I’m sure our friend in the north Dennis McVicker will be able to house communes in Canada where they have both better bonuses, and a 1% Work Tax rate.
To wrap this up, I’d like to be frank with you all. I fully understand how terrible this is going to be for the individual; I myself pay one-hundred dollars in Work Tax every day at a 5% rate. At 10%, this is going to increase. Yet, I voted for this increase. Earlier in the term, I even pushed for a far more aggressive tax policy. I would be at a huge personal loss in doing so.
Yet I did it.
We all play this game in our own ways, in our own groups, yet for the same goal; a safe country, a strong country, a dominant country. To achieve this goal, we must adopt an old policy, a much talked about and reminisced policy:
Country > Party > MU > Self.
And yes, I did just rip off Josh Frost’s campaign slogan, but that doesn’t dilute the message. We must stop thinking of ourselves, we must stop acting only for ourselves, we must stop caring only for our MU; we must start looking out for eachother.
I’m willing to take a sacrifice for that goal. Are you?

Any progress on the issue of the admins dividing our tax revenue by about 100 before actually giving it to us? I'm not sure I'm happy with burning even more down the Plato pit.
It was only happening with salaries over 1000 cc, and it's been fixed.
So they say... very hard to prove if the salaries under 1k get transferred...they could just made that up to save themselves.
As an external observer I will just express my point of view on the general "relationship" between CO/WorkTax, without any judgement on the law.
The problem of relying much on combat orders to win a campaign is the destination of the money.
Mostly will go to allies, some will go to eUS citizens, some will go to "pure mercenaries". I have to admit with unhidden shame that many countries (including the one I come from) have a low-commitment mentality, so it's hard to consider these COs a true and solid financial investment. Your last article shows also that allies change. Nevertheless these are a good way of obtaining victories, which, I hope, will give back bonuses too.
The work tax anyway weighs just on the shoulders of eUS citizens, so, on the long distance, it's possible that keeping a higher WTax to support a big COs' expense will lower, little by little, the economical potential of the eUS citizens, decreasing the income itself, and inviting them to leave the nation to find a "cheaper" or "more productive" citizenship.
A possible but quite annoying and complicated solution could be to get used to set in every battle two different combat orders for every divison: one for "all" and one just for eUS citizens (this can be done from any MU panel, but I guess two MUs are needed to set two combat orders for the same battle/same division).
The eUS citizens COs should be 50% higher then the "ordinary" ones, and the shouts where the military leaders show the COs that they are putting, should remember that americans are getting more.
This wouldn't change very much the money spent, but could probably help eUS citizens to strenghten and to build more companies on the long term, and it could also discourage them to take a different CS, maybe even attracting allies to eUS, with big benefits for the economy of the country itself and the duration of the diplomatic relationships with allied countries.

And then I calculate with selling under market price just so that you sell things quickly. And that is with low bonuses. You could actually have employes in deer and profit. From those you'd make 44.8 profit / day combined, each deer.

why not have 25% tax and require 90% of combat orders set by the government to pay only usa citizens,
promote consumption. if a citizen buys more food and weps and raisies their strength, that citizen makes more from combat orders. we already produce more food and weps than we need, ass seens by the latest contest had to increase energy regen and eb's giave away buy almost 2000% to make food prices rise noticable and wep prices to go up a little bit.. eveen with no bonuses if every american used al lthe food and weps that was produced at normaly energy regen levels we would have a surplus.

This seems to be flawed reasoning as all tax revenue flows through the shadow eUSA lurking in hidden Meta. The 'Act' as mentioned above provides far too many loopholes as it is well known the eUSA has more than 1 'reserve' which will permit the meta gov endless excuses to leave the rate at 10%
Further, until funding from tax revenue is accurately accounted transparently this second type of loophole remains to always keep 'expenses' higher than revenue.
Best advice is for MU members to have their respective MU Commanders clearly state their portion of the funding pie to ensure fairness of distribution of eFederal Handouts.
I remain neutral regarding this increase; increases beyond 10% will not be tolerated. As is this increase is only to bail-out our inept SoT.
Well you are right governments have corruption. However. Even with the corruption. A high tax would promote more damage.dune than asking people to donate ten to twenty five percent of all produced goods. However that's why I made my own mu because I know no one would ever approve twenty five percent tax. So if my cash balance goes above.fifty thousand I send the amount that is above to my mu and use it to set combat orders for div one to help raise the average American level. Because div one is the least energy spent per level. Now I guess your right I should account and post my expenditures so people can see what I have spent. But I am kinda lazy. And because no one has yet donates themselves to.my mu. I will not publish data just for me. I know everything I spent so far has gone to other players. Though I do not set combat orders strategically I just set them on any open USA battle or allied battle in the morning.
While I disagree with the underlying wisdom behind having eAmerica become an incessant nanny state which would only lead to additional eEmbezzlement within meta government there is merit to the concept you propose.
The statement regarding MU members to hold their commanders accountable for their MU's donations from tax revenue; If an MU does not receive handouts their internal matters remain solely their own concern.
I'm sure that in the extensive debate on this issue Congress and the President came up with a smart way to provide for the cost of food to taxpayers (at current prices $115 a day for 100 ffs) so people can afford to fight daily.

I'm assuming you lack the mechanical knowledge on how CO's work (perhaps you're not really a Technician?) however, when you see "eUS Mil" or some other MU paying a CO, that money has come from both the government, and private donors.
