William Duncan and Derek Harland's Presidency Platform

This will be the official platform for William Duncan's presidency run in October 2009 with Derek Harland as his deputy Prime Minister. Both of us support this platform 100% and we are dedicated to carrying it out to its fullest extent. At this time we would also like to wish our opponents the best of luck in the election and we hope whoever wins can continue to lead eCanada in the right direction. We also want to thank current President John 'Jacobi' Carpenter for 4 terms of excellent service for eCanada during some of the toughest times and challenges ever faced by eCanada.


We believe that we would do the best job for eCanada, and we have the experience to back that up. William Duncan is currently the deputy Prime Minister and he has a lot of experience running a country as he has taken over for Jacobi during times of absence. He has had access to high command with eCanada and with allied command and he knows how the game works. Derek Harland has been the Minister of Foreign Affairs and the Minister of State the last two terms respectively and he has developed good connections with foreign citizens abroad and also in eCanada. We both feel that we are the best tandem to lead eCanada right now and we would like to show what we intend to do here:

Our Military

The military in eCanada recently went under many different changes and reforms to help improve the effectiveness and efficiency of the CAF and to make it a better fighting force for eCanada. We have seen in many recent allied victories that the eCanadian army is starting to become more reliable and effective and that is largely dependant on how mobile an army is. Lately the CAF has been extremely mobile and therefore allowed us to strategically attack with maximum damage in the most important minutes of a battle, at the end when the enemy believes it has been won. Although the army is performing very well right now there is always room for improvement.

The CAF Rangers are a newly developed military initiative by current president Jacobi and vice-president William Duncan that gets new players started and trained into the military. eCanada has the potential to develop its army and make it more effective for generations to come and many of the members in the CAF Rangers represent the next generation super soldiers. We want to expand the Rangers and encourage new players to sign up for them so they get experience, knowledge and improved damage while getting involved in the eCanadian community. The CAF in all should have no less than 300 members and that is including all of its branches: Rangers, Reserves, Regulars and Elites. The CAF is a great tool for citizens to build themselves up and meet a lot of new people and it is important to encourage participation around the eCanadian community. As far as military spending, under our administration we feel that more money should be spent on the CAF Regulars, Rangers and Reserves so we can build up the strength of the new wave of eCanadian soldiers and future tanks. The Regulars would get priority in this state of war obviously because we need as much damage as possible but it is also very important to develop the skills of new eCanadian soldiers.

Finally, what goes into our original point about a highly effective mobile army we intend to develop a minuteman system. This system will be developed to deploy Canadian fighters to important battles in the final, most strategically important minutes to deliver maximum damage when and where it counts. The system will revolve around getting active eCanadians to make sure they are online at the last few minutes of the battle fully equipped and ready to fight. On the IRC channel if we need people to fight in the last few minutes we will organize the members, supply them and give them orders when to hit. This is the key to a highly effective mobile force that delivers payloads of damage and is essential to winning crucial battles. The military in eCanada is running at one of its most effective levels ever and expansion on it will only help eCanada develop its army. eCanada isn't known for having a strong army but there is always time to change that. NAPs and alliances alone don't secure borders, they don't win wars and they don't liberate regions from oppressors: armies and well informed citizenry; however, do.

Government Organization

One of the most important things a country and a government needs is teamwork, organization and communication between each other. Currently the government is not organized as well as it should and can be. Cabinet is not on the same page and there is too little communication between cabinet members. The cabinet in the government is active, but they aren't working together. The cabinet is an important part of a country and there should be more teamwork with each other to improve efficiency. WD and I will completely re-shape the government cabinet and how it operates. We will create an IRC channel for the cabinet to operate from and that should increase communication between each other. Each cabinet minister has its own portfolio and it is important that they are completing their required tasks and making sure they are staying on top of things. Many other governments in eRepublik do this and I think it is a good idea. The idea is that each day either the Prime Minister or the deputy Prime Minister posts a briefing of the days expected events and an agenda for what to accomplish and how to do that. Cabinet will then discuss it and do their best to fulfill their goals.

The ambassador program will be revamped and become more efficient. As MoFA, I thought that one of my first goals should be to completely revamp the ambassador program that eCanada has. The previous MoFA had got it started but there weren't enough ambassadors and the office wasn't very active at all. A big part of that needs to change. I have first-hand experience with working with the ambassadors and they are some of the hardest workers in eCanada. Right now though they deserve to have more power and more direction as to what to do. The first thing we will work with the MoFA in accomplishing is to start on a detailed package for each ambassador for their respective country. The package will include what the current relationship between our country and their respective country and a set of goals to accomplish. We will make sure to monitor the goals and check them off as they are completed. This will hopefully improve our relations with other countries and improve diplomatic communications around the world.

Updating our citizens on what the government has been doing will be a big priority. It is important for the average citizen to know what their government is doing for them and to update them on important topics that are being discussed. We will make it a goal for us to do a bi-weekly or weekly press release in the media describing the last few days and things to expect for the upcoming schedule. Hopefully this will improve communications and let the citizens know that we want to help them.


Domestic Policy

A major part of the step ahead is domestic affairs and more specifically, health care. Although many citizens are glad most of our major regions back it is important to remember that this war is NOT over and until all of our regions are liberated and all of our allies regions are liberated and secured, this war won't be over for eCanada. However, there is still a need to look back on the home front and figure out what we can do to work on improving our nation and the conditions of our citizens. Currently as was obviously shown in our congressional elections is a major imbalance of population in eCanada. Alberta is the only region with a Q5 hospital and it is home to basically every single active eCanadian in this country. The problem with that is a lot of new players who get born into eCanada join in Ontario or Quebec naturally as they have such high real life populations. They have no clue what a Q5 hospital is and therefore are left out to dry when they fight and their wellness continuously drops. A major part of our term will be to start to develop much better infrastructure in eCanada. At the moment, priority for us is Q5 hospitals, not defense systems. Citizens need wellness and health care in war and the best way is a Q5 hospital. A big problem with some companies' employees is there wellness because they don't have a hospital to heal in or they don't know how to heal. Distributing a few more Q5 hospitals in eCanada will not only help our citizens grow, it will also largely stimulate the economy and help companies make more off of the products they sell and the wages they pay. Priority number 1 for a Q5 hospital would be in Quebec followed by Ontario at this point in time.

Domestic programs are another big part of an administration's domestic policy. The newly appointed Minister of Health Artorius Perim has created Meals on Wheels Canada with help from us to get this started. This program allows new citizens to receive food packages to serve them for the first few days of their new life. The first few days are always the hardest and it is important to keep a new citizen excited and enthusiastic about playing this game to keep them involved and interested. Artorius has done a good job so far as MoH and we want him to continue what he has started. We hope with his new programs we can start to develop a more active and enthusiastic base of members. Artorius has also started stocking up on gifts for the Canadian Health Services and we have been talking with him and starting to set up how to buy gift packages and for what prices. We intend to make it a lot easier than when the CHS was around last time. The last time the CHS was around it was tedious and wasn't worth the money saved. The CHS last time involved filling out a form from an external link and it was too time-consuming for the average citizen for a saving of only a dollar or two. This time around we want to streamline the process for applying for health care from the government. This involves a simple PM to the org asking for a specific package and a donation to the org the price meant to be payed. We will make sure that their wellness gets back to them ASAP and they are on their way.

Another domestic initiative that was started last term was the Ministry of Education that is being run by Booleus. Booleus has done a fabulous job quickly educating new citizens and keeping them interested. He has also created the New Citizens' Guide which is essential for new citizens to keep up in their first few days in their new eLife. It is included in the New Citizens Message and should quickly get out to new citizens. Now that the MoE has taken off and has started to establish itself we need to expand and really mentor our new citizens and keep them active and involved. With a new training program available in the CAF there needs to be multiple articles being released into the eCanadian media telling new citizens how to fight, get active in the eCanadian community and join the CAF Rangers early on. The key to keeping new players involved in the game is early contact and involvement. It is important to get new citizens to get involved in the army as it is one of the more intriguing parts of the game. If we can keep their interest then not only do we have a new citizen in the eCanadian community, we expand our military and get a new fighter. We intend to get the Ministry of Education and the Ministry of Communication working together to establish an effective source of continual communication and education for the public.

Economy

The economy of eCanada right now needs to be tinkered with a bit that is for sure. At the moment it seems a lot of workers and companies are struggling to get by and with war supplies taking a lot out of everyone's paycheck and earnings it is important for citizens to have ways to save money. Sometimes you need to think out of the box to accomplish some of these goals and right now that is what is needed. The main concern for all eCanadians right now should be to win the war. So at least for the short term we need to make sure that citizens are able to afford war supplies. Weapons right now are at a good price for eCanadians and companies alike because people are buying them. It is important to keep the VAT tax low so citizens will be able to afford cheaper products and more weapons equals more damage and more development for eCanada which will remain from the Jacobi administration, because it is proven to make up in tax dollars for the government in other sectors. Iron imports will remain really low so we can have a steady supply of iron importers from high iron regions. The tax dollars will be made up in weapon income taxes as the weapon companies will make more money off of cheaper iron and encourage more suppliers/workers. Also, with the war front moving to foreign regions the moving ticket industry will become more important and citizens and the government will need cheap MTs to supply the army and regular citizens with. This should see a good stimulus in moving ticket sales that will also benefit our recently reactivated diamond industry.

There are a few new programs that we want to initiate in our term. One is called the HBTC (Honest Business Tax Credit). We want to reward honest, hard-working eCanadian companies and give them a break from their hard earned money being payed in tax dollars all the time. That is why we propose that when ever a business takes out money from their company accounts, if they screenshot the transaction and show how much is going to government funding we will refund them 20% of their tax credit, up to a certain amount. It is important to keep companies motivated and this plan will hopefully allow them to save a few bucks and put it back into the economy elsewhere, most likely in reinvestment.

Finally something that is very important in eCanada is printing CAD. This is important because it helps build up our gold reserves and this allows us to stockpile up for when we really need it such as in times of crisis and emergency. The general way printing currency works is:

1. It costs 250 gold to print 50,000 CAD.
2. On average, the current exchange rate is 0.03 gold to each CAD
3. 50,000 CAD would be valued at 1,500 gold
4. There is a profit of 1,250 gold

The downside to printing CAD is it can destabilize the currency. This is why we will make sure that we release the CAD into the market at small amounts to not change things too much. We will make sure our economic advisors are keeping us informed on how to do it to do the least damage to the currency. This will allow us large amounts of gold reserves and will make sure we can keep up with our daily costs.

Citizen B has done a fantastic job so far as Minister of Industries and we intend to keep the Ministry of Industries running at full efficiency. The ministry will work on speeding up our Q5 hospital companies which will allow us to further expand our infrastructure in eCanada. We will make sure that these companies are operating at a profit for eCanada however the main goal of the companies should be to provide good-paying jobs for workers and to provide low prices on the market for the citizens of eCanada and the government. We will use the companies to regulate prices on the market but we won't drop down prices too much to prevent companies from making profits.


Foreign Affairs Policy

eCanada has started a new era in its history of friendships and alliances. We are currently a member of EDEN (Erepublik Defence & Economy Network) and we are also involved in a Brolliance with the eUSA. These two alliances are the reason that we have managed to take back most of our country and they are the reason why we will get all of our country back shortly with the proper leadership succeeding Jacobi. I have been a Minister of Foreign Affairs for eCanada only a month ago and in my time in the MoFA position I made a lot of connections with both allied and enemy citizens and government officials. Our allies are some of the nicest people in the world and they would give half their country in a heartbeat if it meant saving ours. As you may have noticed the war is starting to turn from the North American front into the European front, most notably and recently in Scandinavia. Our Scandinavian allies, including Sweden who gave us a FREE Q5 hospital, are under attack or about to be under attack from PEACE countries including eRussia and the eUK. It is our turn to devote our resources to our allied countries in whatever way possible. An indication we are willing to do so is the fact that William Duncan who is acting as PM in Jacobi's short absence has sent our troops to Sweden to defend Sweden and Norway in the upcoming attacks. Our foreign affairs policy will be to maintain excellent relationships with EDEN. As far as other nations a few issues need to be addressed. A hot topic I hear about is: "to invade or not to invade." eCanada is NOT and should never be an imperialistic country. We should work toward a real, lasting peace with enemy nations and work to draw a peace in the world instead of having whole nations being conquered.

Another thing that we want to be a MAJOR part of our administration is taking up a liberation campaign. Many regions that are being held by imperialistic countries for their vast tax pools and high resources deserve to be returned to their original country. eCanada under our administration will be a liberating nation and will work with not only our EDEN allies but neutral countries from around the world who have been hit hard from imperialistic countries. By doing this, hopefully will it not only rejuvenate new countries it will also make eCanada more allies and friends who we can trust, depend on and trade with in the future. If we perform an act of kindness for one nation, the favour will be returned and a new friendship will be born. eCanada is only without high iron in a country blessed with raw materials. Imagine if we were to liberate a region that had high iron. We could work with that nation to set up a whole new set of possibilities that will help expand the eCanadian economy and help individuals improve their wealth and strengthen our whole nation's economic growth. eCanada prides itself on being a peacekeeping nation and one that fights for what is right, and what some countries have been robbed of is not right at all. If elected, under our administration we will make sure countries are liberated and helped out whenever possible.

Constitution Changes

The people of eCanada deserve an updated constitution that is set with modern day eCanada and the updated systems in eRepublik. With Goran Thrax as Department of Justice head he will have lots of time to work on the constitution with us and modernize it and keep it up to standards. Good strides have been made to update the citizenship module in-game in the constitution but more needs to be done. Goran had started on reforming the constitution last term and this term he will be able to finish his work and hopefully give eCanadian citizens a completely updated and revamped constitution that will represent its eCanadians and give them something to accurately live by. This should improve efficiency in any trials as well when the constitution is disputed because it is out-of-date.

The WDDH ticket is the change and leadership we can all believe in. We want to change government and we want to change the game experience for eCanadians. We want our community to grow and prosper together. We want eCanada as a leader in economic, military and domestic policies. We believe eCanada has the potential to become a world leader and we shouldn't hold ourselves back but instead expand. We want to expand our alliances, make new friends abroad and develop trade strategies that benefit our friends and allies and also eCanada. We believe eCanada can be a vital and important player in the New World, and we know we are the team to make that a reality for all eCanadians.
