Hello fellow eCanadians, my purpose in writing today is to present you with my platform and cabinet for my presidential nomination. Without any further ado, here it is.

Government Reform

Constitution: During my term as president, the cabinet and congress will work together to form a completely restricted constitution, one that will fit into the demands of new game modules that have been added and which will be added in the upcoming weeks.

One change that will be added in is that any power not described in the constitution does not exist. The government in power will no longer be able to say that the fact that the constitution did not restrict their actions is a valid defence.

My government does not support the separation of Head of Government and Head of State.

Budget: Due to the war, eCanada has been unable to predict with any accuracy what the state of our treasury will be and form a proper budget. My administration will work closely with the Ministers of Finance in order to get back on track and release a budget during the term.

Cabinet: Several new cabinet positions have been added, and other changes have been made as well. First and foremost, is that Cabinet has been split up into a Council and several departments. Each department (Security, Foreign Affairs, Domestic Affairs, and Commerce) has a department head who is responsible for the ministers whose job descriptions fall under their respective departments.

The Presidential Council is composed of one member of each party, who will act as both an advisor to the President, and as a liaison between the current government and their political parties.
For security purposes, I have created a plan to prevent and isolate breaches in cabinet security. Each department will have its own forum and access will be granted on a need to know basis, determined by the President.

Transparency: What platform would be complete without this? My government will produce bi-weekly or weekly articles depending on government activity, which will be bilingual and will contain accurate and up to date information.

Healthcare

Hospitals: A hospital of minimum quality 3 will be placed in every Canadian region, and any quality above three will be determined largely by population. In high centered regions such as Ontario,Quebec,etc... a Q5 hospital will be placed, once it is deemed to be a secure territory.

Meals on Wheels (MoW): The government will provide continued support to the Minister of Healthcare in order for MOW to continue operating at full efficiency. If you do not know about MOW, please contact Artorius Perim for details.

Gifts: There will be two gifting programs in place that I have proposed at this time. Firstly, each citizen during wartime will be eligible once a month for a free gifting of up to 10 wellness points. Secondly, any citizen may contact the Minister of Healthcare Organization via pm (private message), and will be able to send CAD equivalent to the amount of gifts they wish to receive (at the lowest market price at the time.)

Moving Tickets: During wartime, active Canadians will be given the opportunity to contact the government for moving tickets at a discounted price, in order to be able to fight in a region with a Q5 hospital. This also applies to citizens who live in a conquered Canadian region, in order to return to Canada.

Food: At any time, if a citizen shall be absent for a period of longer than 19 days, he or she may pm the Minister of Healthcare, and donate CAD equivalent to the value of one Q1 food per day of absence, and the Minister of Healthcare will insure that the citizen is able to eat every day.

Social Services

Citizenship Fee and Bursary: The citizenship fee will remain at 5 CAD, the lowest possible value allowed by the game. As for the Citizen Bursary (a free 15 CAD for new Canadians), it will be abolished. Instead, new citizens will receive free donations of food and gifts (By sending a pm to the Minister of Immigration), lowering their need to spend, and allowing them to have a safe cache of money in case of emergency, and to prepare them for independent e-living.

Mentorship Program: Canadians who apply to the Ministry of Immigration for the Bursary will also be grouped with a mentor, a government employee who will be their friend and their guide through the basics of erepublik.

Minimum Wage: Minimum wage will be lowered to 1 CAD. Instead, citizens who contact the Minister of Immigration or the Minister of Industries, and who work in government owned companies, will be given food for each day they work, Q1 from level 0-3 and Q2 from level 3-6. At level 6 citizens receive 5 gold and will no longer need government support.

Welcome Message: The welcome message will be updated monthly, and will include the following; a short greeting, a link to the ecanadian forums, a link to the minister of immigration, a link to a full cabinet list, and more which will be decided by congress and cabinet.

Charities and Lotteries: In the event that the government finds itself having a surplus of funds, non-profit lotteries and donations to nominated charities will be considered. This will promote activity and socializing amongst Canadian citizens.

Education

Ministry of Education: The ministry of education will continue functioning as it is currently, as it has been deemed an unequivocal success. Guides, or links to them, will be released in government articles.

Baby Boom: One new project the Ministry of Education will be working one is a sustainable Baby Boom. Each new player would be taken care of, so the massive deaths that occurred in France don`t happen here.

Foreign Affairs

Halifax Treaty: The government does not support the recently signed Halifax treaty, as it violates the rights of future congress members and presidents. A new treaty will be discussed which allows Canadians to support its allies, and which lasts only so long as the presiding president of Canada and congress agree.

Alliances: Over the past few weeks, it has become clear that Canada is greatly indebted to EDEN and the USA, and that we share kindred spirits as nations. The government will work to continuing a secure alliance with all currently allied countries.

Ambassadors: With the reorganization of Cabinet, ambassadors will be efficiently organised and will have clear duties and negotiation powers. The government intends to have as many ambassadors as possible, to cultivate positive relations with all countries.

Wars: The focus in the current war is not to seek retribution on PEACE, but rather to regain our former status and glory, and be repaid in some way for the damages that we have sustained while fighting. Canada will fight with its allies to the end, but once all regions are secure and the threat of PEACE is no more, Canada will need to take the stance it always does, and allow PEACE nations to survive with some dignity. After all, it is the leaders who caused this war, and innocent citizens will not be harmed at the hands of the government.

This applies unless Canada has further reason to continue the offensive against PEACE or any other nation, in which case the government will not hesitate to do what is necessary.

And of course, Canada will lend its full support to any allied nation under attack. Canada will also look to help liberate regions that are held by its enemies.

Military

Supplies: Military leaders will be working closely with the Minister of Industries and the Minister of Finance to come up with viable programs which would allow for more efficient distribution of supplies to troops, and for self-sustained units to be formed.

Restructuring: New initiatives are underway to restructure the military. While they are being implemented, observations will be taken down and the necessary adjustments will be made to insure optimal power and function of our military. A focus will be placed on active leaders who can communicate frequently with those they have responsibility over.

Officer Training School: An officer training school will be opened up and run by Banach to allow for the development of promising young CAF members. From here, members would graduate to take charge of platoons or take assistant leadership roles to continue their development.

Veteran Compensation: Each military service member who has a legitimately documented history of exceptional service in the Canadian military and a minimum rank of Lieutenant (Not in eRepublik terms, in CAF terms) is eligible for a subsidy for a Q3 or Q4 house. If they already have a house, a subsidy will be given for free-spending of the veteran. This subsidy will be based off the lowest selling price of a house of that quality. Members of the CAF can require 10 nominations by Canadian citizens to be eligible for this prize. All nominees will be considered each month by the Minister and deputy Minister of Defense, the General of the CAF, the President and deputy President. No more than 2 nominees per month may be chosen for this prize, and it is not necessary that any nominees are excepted. This prize also comes with a forum medal. *credit to Banach*

Resistance Movements: Resistance movements are not a part of the official Canadian military, and do not consider themselves as such. Rather, they are self-supplied units of Canadian citizens looking to help out the country. Members shall be treated with the utmost respect, and a representative of any Canadian resistance group with more than 50 members may appoint a representative, who will receive information at the discretion of the Minister of Defence and the President.

CSIS

CSIS gets its own section for not fitting anywhere else. CSIS has been deemed an inefficient program over the past weeks, whether it be manpower or organization, and the government will look into redeveloping CSIS to be an effective organization.

Justice System

The Supreme Court shall be reviewed in an attempt to make the proceedings more efficient and to allow for either more cases to be in session simultaneously, or to make cases proceed more quickly. Also, a criminal code will be put into place along with the reformed constitution.

Finances

Monetary Market: The Ministers of Finance will continue to use the monetary market to increase the government gold reserves and to help stabilize the Canadian economy.

Printing CAD: It is likely that the Canadian government will print out more CAD this term, in order to help budgets and to keep the dollar stable. This CAD will be distributed through multiple government programs, as have been described above.

Loans: A program for loans will be developed, and depending on the financial state of the government, will be implemented. Loans will be small, never larger than 50g, and usually no more than 20g. There will be a fairly rigorous application for loans and a mandatory contract to be signed in game and on forum before any money is sent to any player. These loans will be low interest, in order to benefit Canadian citizens as much as possible.

Industries

THE INDUSTRIAL REVOLUTION

Crown Corporations

Crown corporations will play a defining role in some sectors based on the needs of growth and future opportunities that will be introduced into the game as new resources are introduced through game mechanics by the administrators of e Republik. At no time will crown corporations compete in domestic markets with existing free enterprise in Canada.

The assumption of the introduction of new resources and loss of some resource sectors to countries that will more accurately reflect real life distribution of resources is both a blessing and a curse for Canada in game. With vast resources and commodity surplus in real life we must account for this in the new game mechanics.

All crown corporations will have the ability to trade in foreign markets and release raw materials and completed products into the same, the purpose of the crown corporations will be to stockpile raw materials and finished products around the world to aid in the defence of Canada and her allies in future conflicts around the globe.

Employing new citizens in various industries to direct specific skill sets that will be needed in the future to continue high productivity levels in the country and free markets will be an important mandate for crown corporations ensuring a steady supply of qualified, skilled citizens into the free market aiding significantly in the productivity of free enterprise when these citizens enter the open job markets.

The reserves of raw materials and completed products will serve a multi-purpose front, as mentioned prior, stockpiles will be used to supply the country in times of war and crown corporations will release these products to assist in defence. Intervention into the free market will be required to stabilise prices during war times when profiteering is extremely detrimental to the domestic economy and places weapons and food out of the reach of average citizens, we must never be placed in that situation again.

Passive intervention by providing surplus in the market will keep pricing stable, balance wages and allow the country to fight on equal terms.

Industry that attempts to profiteer off the backs of Canadians will be taxed accordingly forcing price adjustments in the free market to protect the economy and citizens. Proactive approaches must be immediate and triggers designed in the economy to initiate such movement developed.

Economic warfare will have an increased role in the future and destabilising the enemy’s domestic markets will play a critical role in conjunction with future military operations, Industry Canada recommends that future enemies of Canada be identified and companies placed in these countries producing resources and stockpiling them in the companies. These resources then can be released in major volume into the domestic markets of our enemies crippling prices and industry, then pull all offers off the markets when the economy tanks.


In conjunction with this action Industry Canada also recommends that a crown corporation designed specifically to manipulate the financial markets of the identified enemy country also attacks the financial markets in conjunction with the resource markets further de-valuing the currency of the targeted enemy, this combined with military actions should weaken the enemy enough to withdraw or seriously restrict their efforts to wage war.

Again a trigger must be designed and the financial manipulation must be the first in a series of sequenced designed attacks on the enemy in conjunction with our allies.
Economic Growth
Currently the country is experiencing renewed growth in the regions recently liberated from occupation and this is a tax windfall for the Government of Canada and placing undue stress in the free markets. The competition for labour currently is overheated in all sectors and growth cannot be sustained at the current rates without an adverse affect to the National economy.
Currently the average wages for skill four in Canada varies by sector as follows.

1. Manufacturing $9.42
2. Land $7.98
3. Construction $9.89

The current wages are a direct reflection on the existing conditions in Canada based on new investment into regions liberated and without training wars or resistance wars that engage the population the economy will slow and layoffs in all sectors will occur as surplus supplies flood the markets from domestic and foreign producers.
The rapid growth and expansion in the Canadian market will level out as the weak companies fail to exploit underserved markets overseas and domestic pressures increase levels of available product, this is also a real concern during peace time so economies need training wars to sustain growth levels.
The average market price for products of Q1 is as follows.

Low market prices with an oversupply are stress factors Industry Canada must take into consideration when contemplating intervention into the domestic markets. Failure to recognise the triggers and not intervene will lead to high unemployment and stress on the national economy causing a slow down and force the Government to increase expenditures in humanitarian requirements for our citizens, leaving the country weak and vulnerable to external pressures.
Passive or covert intervention is required when the triggers aforementioned in game may occur, the government can purchase and stock pile goods adding to the national reserves at reduced market rates. The government through Industry Canada must meet a targeted goal of three month’s supply of finished and raw goods in our National reserves.

Economic Warfare

Through CSIS and the Department of Defence, enemies of Canada existing or potential must be identified and a working plan put into operation to cause severe harm to the economies of our enemies. This will require arms length organisations developed into black operations and run through CSIS with support of Industry Canada.
Companies in the Grains and Food sectors must be created and all resources held by the companies for future operations, Financial operations must also be created and currency from potential enemies held in reserve for future economic warfare against this countries with the combined effort of driving the currency into the ground through market manipulation combined with flooding the markets in food and grains at depressed pricing as to cause irreparable harm to the domestic industry.
Once the success of de-valuing the currency of the enemy state starts to take effect, the release of mass quantities of resources into the free market will further destabilise the economy restricting their efforts to wage war.
The long term ability of Canada to defend her regions should be very specific with defined defence points where a minimum of Q4 hospital infrastructure in place. Currently Canada has four regions that hold the majority of the Nations population and are defendable from attack, Quebec, Ontario, Alberta and British Columbia.
High resource regions such as the arctic, Midwest and the east coast are prised targets for occupation, because of the low populations expensive infrastructure is not recommended, RWs are cheaper and can be ignited soon after occupation, saving their weight in gold for National Defence.

Conclusion to industry

Industry Canada plays a vital role to the economic well being of our Nation and contributes to the protection of our territory and domestic markets from many factors that may have a detrimental influence on the well being of the Nation and economy.
Providing qualified skilled workers into the free market work force aiding in the production of the country and ensuring continued prosperity recognising emerging trends and informing Canadian business of opportunities in emerging markets to increase foreign trade and strengthen economic relationships with our allies and future friends.
Managed growth in balance will increase the qualified citizens employed and attract new citizens from around the world to come and live in Canada further increasing our population and productivity levels with the abundant supply of Natural resources, driving the economic engine of Canada punching above our global weight.
