No they shouldn't be. They should be loyal only to the nation they hold CS of, otherwise there is no point in ever changing CS.... Except perhaps fighting for the interests of the nation they are actually loyal to which is clearly the case for you.

By hurting your eNations allies you hurt your eNation in the long term, There is no two ways about it.

The difference here between Chaz or Cheetah or Myself or Myriads of other players and yourself and your friends is that whatever the majority in our eNation decides we will follow.

If tomorrow the eUK had completely new allies, I would fight for them when needed. I would represent eUK and only eUK, I would not refuse to fight and kick up a pathetic fuss and make my nation appear unreliable and uncommitted to allies.

If I changed CS, I would fight for the allies of my new nation. Which is why the one time I've changed CS was to a nation that had the same Allies as the eUK so I didn't have this counteractive loyalties.

Both have opposing interests ... even if you are equally loyal to both (which I don't know) it would just mean that you weren't completely loyal to either.

Anything you do to help eUK (and its allies by proxy) hurts Serbia and vice versa.
