The Current Government

Regular readers will know that I have spent a great deal of time outlining some of the issues with Congress and it’s relationship with the executive government, which for many months now I have pondered and discussed with the public. Over the past two months I have polled both Parliaments to get their views on the issue of their roles and responsibilities, and to decipher whether or not the answer lies in rethinking Government; and furthermore if radical changes would be a tenable source for good here in the eUK, and doubtless to other countries around the eWorld.

I would like to begin briefly by sharing the results of the aforementioned polls.

Of the 37 responses, 27 people said they felt as though they (Congress) were doing too little. 10 people said the workload was just right, and nobody said that they were doing too much. In other words, ~%73 percent of the Congressional sample felt that they do not do enough, and of those ‘new’ Congressmen polled (those with 3 terms or less), ~%78 percent felt as though they did too little. Even more surprising, %92 of the sample said they would like to see Congress taking on more responsibilities.

When asked how content they are, on a scale of 1-5, (1 being not at all content, 5 being very content) almost ~%4 rated Congress a 1. ~%18 percent rated it a 2; and ~%37 percent rated it a 3. ~%34 rated it a 4; and ~%7 rated it 5. In other words, %59 of Congressmen are not fully content with their roles and responsibilities. Overall, average satisfaction was rated at 2.86.

Splendid. So if you remember my previous articles, you may remember me discussing Congress’ degeneration, basically due to complacency - Congress doesn’t do anything, standards lower, and as standards lower people become even more complacent, and a downward spiral takes shape.

What I propose it to break the spiral, and to vent party-rivalry into a reformed and useful Congress, rather than the rubber-stamping institution it is rapidly becoming.

The Ideal Government

To break that trend, I feel we have to reintroduce some vital components into Congress:
a) Something to do beyond rubber-stamping
b) Accountability (are they doing their new task well enough?)
c) Competition - publish candid and honest reports on the performance of Congressmen (publish their accountability) so as to encourage parties to improve their Congressmen.
d) The ability to hold the Executive to account; arising from the rising competence generated from increased Congressional competition and accountability.

But how can this be done? My plan for a reformed Government hinges on three key steps that address these issues. My idea is to separate internal and external government, by which I mean we cut domestics out of the Executive, and hand it’s management over to Congress.

STEP 1: The Country President forms his ‘external government’ consisting of a Minister of Foreign Affairs, Minister of Defence, and Minister of Finance. (Inc. Any other ‘external’ wings he or she sees suffice to implement).

STEP 2: The party with the most Congressmen elect from within those Congressmen one person to hold the office of ‘Prime Minister’, he or she oversees the domestic/internal government’s management and delegates tasks to all Congressmen to assure it’s sound running. Also utilises the Civil Service, into which all MP’s will be entered.

STEP 3: Congress as a whole appoint a ‘Speaker’, he or she oversees legislative affairs and holds Congressmen to account by publishing records of involvement and complacency. Similarly, manages the holding-to-account of the office of Prime Minister.



Explanatory notes are needed. Step 1 is self explanatory. Step 2 with the appointing of a Prime Minister from the leading party, retains an element of party rivalry as a means of self regulation (increasingly high standards/show offishness contribute to that). It is important to note that the office of Prime Minister is not a tool of party-empowerment, they merely manage domestic affairs and must do so in a fair a non-partisan manner, in accordance with this. The Prime Minister delegates tasks to all Congressmen and private citizens enrolled in the Civil Service. This is because I foresee it being very difficult to overturn over a year of Congress doing nothing, so no doubt involvement from private Citizens will be needed to keep the ball rolling whilst Congress adjust.

Step 3; The Speaker exists primarily to hold people to account. They must be a ruthless individual who will not hesitate in naming and shaming those who do not pull their weight, and is key in generating that accountability which will rejuvenate Congress over time. He or she must also maintain legislative issues as current MoLA’s are expected to do. He or she is elected from Congress as a whole and must too be a nonpartisan individual with the good of the nation at heart.

General notes: a 3-authority system creates a general sense of accountability; PM & CP Hold the Speaker to account, the Speaker and the PM hold the CP to account, the Speaker and the CP hold the PM to account, and so on. By maintaining transparency, the 3 branches also make themselves accountable to the public. Venting party rivalry into constructiveness in the hope that everyone has the welfare of our newblets in mind transforms rivalries into a positive force, and the strive to succeed in those roles, which are accountable to the speaker, encourages the 3-authority system to become self regulating; that is to say it is in everyone's interest to do their good and honest best, and not to be shamed by those people holding them to account.



The Future Government

As outlined, this plan gives Congress wider Roles and Responsibilities within the management of internal government, a role which given their democratic nature seems apt. Furthermore, giving them a job and holding them to account creates an ethic of competence, developing Congress’ ability as an institution to hold other wings of Government to account.

I argue that this system is no worse than the current one, and generates only a positive and enlightening force within Congress, itself a keystone in good Government.
