Presidential Update

I have only been President technically for a short time, but I already feel like we are making some great progress. We have successfully prevented Croatia from advancing through Austria, to this point, and efforts to return regions to Austria have found some success. The job to fully restore our country continues, and remains on the forefront of what the Austrian government is seeking to accomplish. If you would like to take part in the fighting itself, we are still providing services to transport anyone wishing to fight to Slovenia. I would also like to take a moment to thank Borojevic for all of his hard work and contributions. He was dealt a bad set of cards, but he made the tough choices that needed to be made, and this will not be forgotten.

Here is a quick update of other areas of government. This is not all that is being planned - just one part of it. Another update will come in a day or two.


Advisor
Due to not being contacted by Karantanec, I have replaced him with Tohru. She is active and has played the game long enough to give some valuable input on discussions.


Hospital
Having a Q5 hospital in Austria is very important, and talks are underway with multiple companies to find the best deal. Without a hospital, people will be unable to fight within Austria and heal afterward, and our military will have to remain in Slovenia. However, while the war continues in its current state it would be premature to purchase a hospital, as it could very well be destroyed in another battle, wasting the money and forcing us to buy yet another at a later date.

Therefore, until the war progresses - and especially until Croatia is removed from Austria - it would not be a good investment. As stated above, evacuation services are still offered to any Austrian who wishes either to move into the safer region of Tyrol, or to Slovenia, where they can fight and heal in battles involving Austria through the mutual protection pact.

Congress Proposals
One thing that I have noticed is the need to limit/regulate EXP Congress Proposals. What I would like to suggest is having most of them within the last week of the congressional term. For example, this month they would be sent out around 21st to 24th. The government would write one article basically saying that 'Now is the time to write EXP Proposals.' After the fact, people would use this article as an area for discussion, and it would be known to all vote NO. Those who make a proposal can also write in the comments saying 'Vote No' that way it is easier for congress to make sure they vote on them all. This of course is just one idea which is open for debate and suggestion.

Why do we need this? Many proposals are wasted early in the term, proposals which the government may or may not need later on in the term. For efficiency, if a majority of people will hold off and then spend them at a given time, the government will have an easier time should we need to issue ATS or move government money. Also, It would make it more likely that 'silly' proposals like ones made with a tax change do not pass.

Secondly; I would like to suggest that any EXP proposals are used to donate foreign currency to the Austrian Central Bank. There is no need for foreign currency to sit in our treasury, thus instead of proposing to change taxes we can use the EXP proposals for something useful.

For those in congress, please write bellow saying whether you disagree or agree with the above. If there is a majority of congress in-favor of this we can move to add it to the constitution possibly and start it this month.


Translation
When looking for guides to help new citizens of Austria, the most complete and helpful I've come across were Ice Hacker's, from Sweden. I contacted him, and gained permission to use these guides in Austria and to translate them into German. To do this task, I've set up a Google Document with the articles that need translation. We are looking for anyone who is interested in translating to step up and help out in this process, by joining our official group of active translators. Along with the task of translating these guides, we will also be looking to translate the eRepublik wiki article on Austria at a later date.

Food Company
Due to the loss of regions, many companies in Austria currently lie outside the borders of the country. As such, they can't sell their goods in Austria, or hire workers in Austria, which has been shown by fewer jobs being offered and fewer goods being sold. This has presented some problems, for instance food prices have spiked to as much as 400% over their pre-war level. This is not an acceptable situation - especially when we lack a hospital. To counter this, we have opened a new Q1 food company run by the government to provide jobs, and affordable food. This will only be done when necessary to maintain stability in the marketplace and prevent large spikes and swings in prices and supply.
