Your idea has some potential but it just doesn't really work out. We don't really have much to apply pressure to Argentina, i mean well we could threat them to start RWs all day. The thing about RWs however is that they are not only expensive to start but also really expensive if we want to deal any serious damage.

i will just give you a small math example:
one RW cost 10000cc to start which doesn't hurt you if win.
Winnig a RW is hard. One way is to set COs (real COs not this 300cc per million, 1000cc budget crap).
In my division, which is Div II, you need between 50-100 million damage to win a round (not the battle, just one round) against an opponent like Argentina. Combat orders in division II range from 30-100cc per million damage.

let's take an average needed value of 70 million damage for example.
First we assume that we are lucky an only have to pay for 50 million, the rest is from people hitting without using the CO.
Considering a 80cc per million combat order this would cost us:

50kkDmg * 80cc/kkDmg = 2800cc per round of battle.

This still looks like a small amount but we also forgot quite much:

considering 2500cc (just because it's easier to calculate) per round and division (i don't really know what COs in other divions cost but it logically shouldn't differ to much) aswell as 10 rounds to win the battle, we und up with:

2500cc * 4 * 10 = 100000cc = 100kcc to win a resistance war against Argentina.

This calculation doesn't include supplies yet but i think it won't be necessary to count them in to prove my point.

Now we are left with the following question: "How do we get such an amount of money?"

Our tax income is really low (around 50cc per day with one region), this has the following reasons:

- low tax rates to have an attractive market and to not give Argentina even more money.

- the occupation of our regions by Argentina, this is not as bad as it sound because we get our montly taxes back from them most of the time.

to keep it short our monthly tax income doesn't exceed 10kcc.

I think you can see were this is going...
It simply is financially impossible for us to really pressurerise Argentina with RWs.

Now to the other things you said. Having two regions for double the congress gold sounds nice at first, but at the moment i think a second would do us more harm than good.

The amount of votes needed to get into congress at the moment is ridiculously low, with twice the space you would only need 3 votes per seat if we have the same amount of voters as last time.

So you are probably wondering what would be bad about that. I can tell you. I don't know your exact relations to Juve Leo and the rest of his club but at least you are in the category of people that one actually can talk with, which isn't the norm in your gang. I'm in my second term as congressman for Nigeria at the moment and i can say that Juve Leo is doing everything he possibly can to destroy our country. My experience with the (former) congressmen Juve Leo, Nigerboy, and jorgejunior is the following:

- they don't communicate with the rest of the government trough the forum, irc or messages. Also they don't act according to regulations that were democratically agreed upon.

- they propose useless troll laws like changing a tax from 1% to 1%, law proposals are a limited good and should be discussed beforehand. This doesn't seem to keep them from calling the rest of the government a troll government....

- they spam the public trough every possible channel to get the attention of unexperienced players and to abuse them. This counts in useless media articles, containing mostly nothing but the same signature everytime (i look at you Juve), PNs were people are directly tried to bribe to join forces with the SPORTING group.

- and i almost forgot the comments.. they come in such an awful lot of ridiculousnes that they would deserve an own article. Most of the time it is just the same phrase posted as an answer to every single comment an article got.

Now i don't really want to have to put you in the same category because your posts are actually partially readable, but i don't really want more guys like this in the congress, because it really is a pain in the ass to have to deal with these people.

I just checked and have seen that your other questions are being answered aswell, so i won't be writing more in this article.
