Update #3: South Africa's CP has approached Australia to organise a training war. We have agreed to this and are working out the details. This agreement still requires approval from the Australian and South African congress but we are confident this will come.
Three days ago, Binda33 approached the CP of Brazil and asked them to release Chimor so that Australia could invade and occupy it. Brazil did not need the resource and Australia needed a war. Brazil’s CP responded that he needed to talk to his Defence Minister before this could be agreed to, and so Australia waited for their response.
Yesterday, Brazil’s Defence Minister contacted Binda on IRC, and told her that Brazil would be releasing Chimor. Brazil’s MoD battle orders for day 1621 were updated to indicate that Brazil would not be fighting for Chimor. We (the Australian government) took as an indication that a deal had been struck and deployed our forces to Chimor to ensure that the region was released.
Brazil won the first battle, but we pushed the second for Peru and everything was progressing well. In the third battle, however, Brazil started fighting back. We assumed this was the actions of rogue citizens ignoring the MoD orders, and continued to fight hard - but more and more Brazilian citizens were joining the battle.
I started contacting the heavy hitters, asking them to stop fighting for Chimor so that it could be released for us. That’s when the problems started - the heavy hitters apologised to me and stopped fighting, but told me that the Brazilian MoD orders for day 1622 indicated that Brazil would be fighting to retain Chimor.
Binda33 and I immediately attempted to get in contact with Brazil’s cabinet to get this resolved. We sent numerous PMs to the Brazilian CP and jumped into the Brazilian IRC channel to talk with their cabinet. Our PMs were ignored (except for one initial reply) and to our surprise when we joined the Brazilian IRC channel their cabinet was nowhere to be found, and their confused citizens said that the agreement was not communicated to them.
Binda33 and I stayed up until 1 AM to attempt to get in contact with someone in the Brazilian government to get this resolved, but after trying our hardest to get somebody to talk to (both through in-game PMs and IRC) we eventually had to give up and go to bed - after all, we both have RL jobs to go to on Monday.
Unsurprisingly, when I woke up 5 hours later to get ready for work, Brazil had won the next 3 battles and will more than likely be retaining Chimor this time. We do not have the damage to force the release of Chimor.
This is an exceptionally disappointing outcome - we were lead to believe (through IRC conversations and the official Brazilian MoD paper) that we had a deal finalised, and now we have been informed that the decision had not been communicated to the public. The invasion of Chimor remains our Plan A, and Binda and I will be working as hard as we can to finalise this deal today. The Senate stands ready to NE Peru as soon as we get a border.
We are still confident that the release of Chimor for the purposes of an Australian invasion will occur shortly. Brazil continue to remain Australian friends and allies, and I am sure that this minor hiccup will be resolved ASAP.
At the same time, we also have a plan B, C, D and E drafted should the Chimor deal fall through (none of these plans involve an alliance switch or an assault on Indonesia). We will relay any important information as we get it - everything is a work in progress and we’re all working as hard as we can to make things happen.
I wish to express my sincere thanks and apologies to all Australians, allies and friends that worked hard to drop some serious damage last night. You all deserve True Patriot medals for working hard for your country or your friends.

Well someone dun goofed. Anyone going to take accountability? or shall we just pretend it never happened?
The government, through this article, has already apologised, explained the situation, and discussed our way forward. We're getting this sorted as quickly as we can.
Binda and Mudkip did (and are doing) their job and the effort they are putting into this is exceptional. It was reasonable to believe that Chimor would be released, the Aust government cannot be blamed for what happened. They can't be blamed for miscommunication in Brazil.
In short, they did their due diligence crap so it's not their fault, they're trying to fix the situation, let's give them a break, stay off their backs and let them do their job.
Brozilians also want the medals and gold. Hard to convince everyone not to fight.
The point is that everyone and their dog wanted to claim ownership of the Chimor release.
Obviously too many people wanted the glory and nobody actually did the ground work. Those people claiming victory before the action was complete can use this as a learning exercise. The more experienced people should hang their head in shame at the amateur result.
We thought we had an agreement from Brazil, and the orders for day 1621 ordered Brazilians _NOT_ to fight for Chimor. That's as certain as you can get. It was not until the day 1622 orders for Brazil were posted that we were made aware of the miscommunication by the Brazilian government.
Everybody involved in working to deliver this deserves credit for their incredibly hard work. This is a time for solutions - the blame game can be played later after the job is done.
I'm not posting these articles to claim credit - I'm posting to keep the public informed. Arfman has requested that I keep the public updated so everyone understands what's going on.
I stand by Mudkip and Binda's work in all of this. They've done well on their parts. We have always been able to rely on allies like Brazil on such agreements but for some reason, there was a miscommunication between their CP and their MoD and we're working to sort this issue out ASAP. I've remembered having to remind them to tell their people not to fight against the resistance but it doesn't seem to have been properly coordinated on their parts.

The day 1621 orders say don't fight for Chimor, but the day 1622 orders say do fight for Chimor - that's where the issue is. Hopefully it's all resolved soon : )

Sorry Australians, this issue should be fixed as soon as brazilians are aware of what is happening, no one knew about this agreement (so no one agreed at first), so as you can see this is the main problem. Even the president didn't know what hes doing (or still don't, i really dont know what is up in his mind).

That's just outright dumb, look at the mpp's that will be sacrificed if we TW with SA.... unless we expect them to be the country to erase 4 MPP's for a training war...

SA will be proposing the war and we will be paying them for the cost of signing mpps when it is over. I will explain the terms of the agreement when I get home from work.
Read it on the forums in the Senate section, so the gov is paying 40k so that a handful of people get a chance at a medal... and we are putting the USA MPP on hold....

40k is 4 true patriot metals. It is a pittance to pay for the potential gain.
Then there is the gov supplying weapons, basically throwing them away in a TW. The millions upon millions of damage taken from our ally battles to be used in a medal hunt....
As far as I know the Patriot medal is here to stay. There should be no hurry to get us involved in a rushed battle just so a few people get a new medal.
Just because Chimor didn't work doesn't mean it is not a plan. Fix the mistakes and try again.
And what about update 2. Is that not going to work?
I'm a bit confused. If our daily orders tell us to fight on the side of eSA how will we get patriot medals? We have to fight FOR australia to get them.

Why not give the 40,000 to the seals or some mercs to help us take Chimor. Chimor is a much better long term plan.
40,000AUD will not buy Chimor - and even if we did take it by force, we may enter into an arm wrestle with Brazil over the region, which we would surely lose.
Chimor remains a plan. We are continuing to talk to Brazil, but are also exploring eSA to fill in the time until a deal with Brazil can be reached.
My bad. I thought there was an agreement with the Brazil government and the problem was taking Chimor.
Of course we don't want to go against what Brazil wants or has agreed..
