Hello eUSA, it’s your friendly neighborhood eCanadian CP here. I have asked HeapSeppo to publish this article so that I might be able to start a dialogue with the people of the eUS, since your government does not seem interested in a dialogue.
The people of eCanada will not lay down and let the eUS hold our territory. As you can see by the results of the last few days we are willing and able to fight the eUS, though we desire peace. Your government demands we drop our Leto allies and Serbian MPP in order to receive a peace agreement, but once we drop those there is no guarantee that your government would not just press on and attempt to keep us wiped and we would be without any friends to defend us. These are terms we could never accept. The fact is the easiest way to get someone to switch sides is to be friends with them, not to bully them. The following is my effort to offer the eUS terms. This will be the best offer the eUS would receive from the eCanadian government and will be my last attempt to make a deal with the current administration.
The words of DMV regarding the NAP:
"The eCanadian government is willing to make the following offer to the eUS. We will give the eUS rent free control of Quebec, British Columbia, and one additional region of your government's choice for a period of six months. We will refrain from opening RWs in any eUS occupied region and if a RW is opened in any of the eUS occupied regions we will fight for the eUS to help hold those regions. The eCanadian government will also initiate a training war at the urging of the eUS at anytime it is deemed necessary in order to reset determination in the occupied territories.
The eCanadian government also agrees not to start any direct hostile actions against neighboring eUS allies for the duration of this agreement. Prior to completion of this agreement both sides will make a good faith effort to negotiate terms for a permanent rental agreement between eCanada and the eUS for these regions."
HeapSeppo helped me write a NAP that I can agree to sign. I think the terms are fair to both parts. He gave me this:
eUnited States of America and eCanada Non-Aggression Pact
1. eUS will maintain the following regions: (1)Newfoundland and Labrador, (2)Quebec, (3)Prince Edward Island. These regions will be controlled rent free by the eUS for 6 months.
2. eCanada and eUS will coordinate a training war when the eUS wants to reset determination of these regions.
3. Both nations will stop the hostility on the battlefield towards each other. This means that no Resistance Wars are to be supported by the governments nor any NE-votings are to pass. If Canadians start a Resistance War the Canadian government will help eUS to maintain the region in question.
4. Both nations will deposit 500k CC to a 3rd party country. This money will be returned when this NAP expires(6 months from the signing) unless either party breaks the NAP, in that case all the money goes to the other party.
Final words
As you can see by the results of recent battles this occupation is not going to be easy for the eUS from here on out, but at the same time we desire a peaceful and fair resolution to this war. We hold no animosity towards the people of the eUS, and we would like to normalize relations between our two nations. We're willing to cease all hostilities. Are you?

As seen in previous agreements, some non-governmental parts of Canada may still carry on RW'ing and dropping damage. If that happens, will Canada actively fight against these efforts on US side?

DMV, while I respect the fact you haven't caved to insane demands, the eUS have turned down terms that are far more favorable for them. Personally I don't think it is horrible for eCan to be wiped. It gives us something to be angry about, and an in-game bad guy for us.
I think these terms are reasonable, but any more concessions to the eUS would be selling out to our enemies.
I think the USA was sort of pissed about Canada harming the PL-SP treaties in North America when both countries were wiped, and also because of the (useless) invasions into UK. No need to turn it into a Cro-Srb situation here.

This is the best offer I could make and I made it with the intent that no further negotiations would be necessary.

what happens with the 3 regions after 6 months?

Quebec is our only Iron Region* and therefore we lose the 20% there.
So the right by conquest is nothing? Believe it or not but eUS is a lot stronger than Canada. It might not be entitled, but earned after a long war is another story. And like I said, it costs you nothing.
What conquest? eCanada continually takes regions back. There is nothing conquered here. If it costs nothing then they should get NOTHING.

For once I agree with the current government, so long as Canada maintains an MPP and remains in LETO any offer made is worthless.

I would support offering Canada a 6 month probationary membership in Sirius, keep your word and new terms could then be negotiated.

You reject dropping your association with America's enemies and yet expect America to take your word that the Canadian Government will not support action against America. IMO, in this situation Canada is the one who needs to prove they are trustworthy.
Just to point out, it was eUS that denied eCanada to join Sirius in the first place. Can't really call them the devil if we don't even want them around can we?
The very reason we're in this mess is because USA rejected the idea of Canada joining Sirius.

Also to point out, those 500k are there in case of them breaking it. So if they want to break it eventually, we earn an easy half mil. So no, we're not just taking their word on it.
I'll point out that many in game Canadians are IRL Americans and were long time in game emericans too. We left mainly because the politicians who run the eUS are honorless thieves and liars. So who has to prove themselves trustworthy again exactly? Serbia for all it's sins is honest.
I can't call eCountry sending PTO squads and takes fake names and runs a bot army "honest".
Nor can I call a eCountry that tries to permanently wipe a smaller country to teach them a lesson about "friends" very "honourable"

The NAP doesn't look too bad if they don't force you to sign MPPs with the countries they want.
And 6 months is a life time in eRep I never seen an agreement signed that long
