Congress elections with new system

We had a new system this months for electing our congress. The party presidents of the top 5 parties (in members) each set up their national list (instead of a regional one) for their party with all the candidates in the exact order the party president wants them in the Congress. Maximum on the list are the seats a country have in congress. When a party wins more seats than there are candidates, these seats will not be given to other parties. They are lost that month.
Important changes
Earlier members of non top 5 parties could become a candidate on a list of a top 5 party quite easy. Now it was important for them to negotiate this with another party.
Also each party used to have many unofficial candidates, candidates running without approval of the party. Now the party president do place unwanted candidates low on the list without danger that they can be elected.
No more tactical voting too, because you could not vote on persons, only on the whole list of a top 5 party.
Preperation
UKPP accepted 3 PCP members on their list on place 9, 10 and 11.
ESO accepted 1 WRP member on place 9. I think there were no other candidates from non top 5 parties running on a top 5 party list.
My prediction made under a good article of The Equalist for this election was TUP 12, UKPP 10, ESO 9, NE 7, UKRP 3. I know that was one seat more than possible (41 seats, we only have 40 seats), so at least I would be wrong with one party.
Voting day
In the morning UKPP got the lead, followed by TUP on about 6 votes. ESO was some times on place 4 with NE being on place 3 in votes. UKRP was the last party all day with around 10% of the votes. In the evening ESO became third again and TUP took the lead, followed close by UKPP. Ergo Deus made a nice spreadsheet so we could follow whole day how the seats would be divided.
Result
TUP 152 votes (28.52😵
11 seats and 1.02% left
UKPP (and PCP) 144 votes (27.02😵
10 seats and 2.02% left
ESO (and WRP) 97 votes (18.20😵
7 seats and 0.70% left
New Era 85 votes (15.95😵
6 seats and 0.95% left
UKRP 55 votes 10.32% 4 seats and 0.32% left
A good result for UKRP, they gained votes compared to a month earlier.
NE is a strong new party in top 5, but expected.
ESO was loosing more than expected even with the support of WRP. WRP got no seat because for that the ESO list had to get 9 seats.
UKPP and PCP together got a good result even slightly better as expected.
TUP did slightly less than my expectation, although it stayed the biggest party.
The new system made it possible to have an easy voting day and small parties can get seats when they find a partner in the top 5.
Assigning the seats
38 seats seems secure.
TUP 11, UKPP 8, ESO 7, NE 6, UKRP 4 and PCP 2.
2 seats must be divided. We do not know what system the admins will use so I tried 3 systems.
When we do the system of the most % over to get a new seat it will be 1 for PCP (on the list of UKPP) and 1 for TUP. That makes 40.
This gives: PCP 3, UKRP 4, NE 6, ESO 7, UKPP 8, TUP 12
Beware when this system is used one multi vote taken of from TUP (you never know what the admins will find) will give ESO one seat more and TUP will loose it's extra seat.
The Dutch real life system can be used too. It assumes you get one seat more and see how much votes per seat you have than.
TUP 152/12 = 12.67
UKPP 144/11 = 13.09
ESO 97/8 = 12.13
NE 85/7 = 12.14
UKRP 55/5 = 11
Highest votes per seat gets the first free seat left.
First one goes to UKPP (😛
CP) with 13.09 vote per seat.
Than we get for UKPP 144/12 = 12 (it is possible to get more than one plus in the Dutch system).
Second one goes to TUP with 12.67%.
40 seats reached. No more rest to give.
Same result as with the biggest rest left over.
Beware when this system is used one multi vote taken of any party will not change the result.
They can use also system like on experience. Than Number 12 of TUP (mwcerberus) battles with number 11 of UKPP (Daemon Blackfyre), number 8 of ESO (alphabetis), number 7 of NE (?) and number 5 of UKRP (Master Hofkens).
Than result will be first to UKRP (Master Hofkens) and second to TUP (mwcerberus) leading to this result:
PCP 2, UKRP 5, NE 6, ESO 7, UKPP 8, TUP 12
Other systems could give different results. We must see if there will be caught some multies that could change the result.

As John Bull had last month their first member in congress and NE is successor, NE goes from 1 seat to 6 seats (+ 5). Still a good win. The result (with the Dutch system and left over system):
1. TUP from 13 last month to 12 now (-1)
2. UKPP from 9 to 8 (-1)
3. ESO from 11 to 7 (-4)
4. NE from 1 to 6 (+5)
5. UKRP 3 to 4 (+1)
6. PCP from 3 to 3 (0)
So major winner in total seats is TUP (12), major winning in extra seats is NE (+5).

The multi votes are done. 9 in total lost. Now there is a difference between most rest for a seat or most average votes for a seat. The first would give NE an extra seat, the second will give TUP an extra seat.
In both systems UKPP will get an extra seat. As for experience it will be UKRP and TUP.
The name of congressmen is not ready. Waiting...

No it was the first system. Biggest rest left. That is why UKPP with 0.64 rest got the first rest seat and NE with 0.49 rest the second (and last). TUP was third with 0.37 rest seat. I will make a new article with final results.

Last month you won as John Bull (= same party as New Era) one seat under ESO flag. Angela Williams got 1 seat. She left congress after a few days already. I count the seats won under the elections (not the ones gained/lost by people changing parties).
