By the powers vested in me as Speaker of the 31st-32nd Congress, I henceforth publish our official apology, with the authority of Congress behind it.

Dear Administration and Citizenry,

We, the 31st ePhilippine Congress, would like to collectively apologize for our role in the breakdown of ROC-Filipino relations and the perpetuation of war between us that helps no-one. We recognize the past mistakes that our previous administrations put into place, and that we let occur, and are sorrowful for it. Henceforth, we do not wish to suggest to forget the past entirely, but to begin moving beyond it into a more peaceful, prosperous future for the both of us. Constant wars drain both of our resources, and we feel we are better off living in peace.

That said, we would like to express our humility, and dutifully ask what your conditions would be for the freeing of one region of ours, so that we may at least have a piece to exist upon, and would not damage your gains. Palawan and Mindanao would not cut off any other regions, and while Visayas contains the ever-plentiful fish resource, we understand your desire for opportunity in South America. Returning Mindanao would remove your dangerous border with Indonesia, while Palawan would continue to open that frontier. Mindanao's Iron would be easier to replace, however, if your manifest destiny leads you towards the Colombian mines. Dialogues exploring these options would be beneficial to both parties, we believe, and we hope that we may take the first steps to cooperation, rather than focus on aggression.

Humbly submitted,
31st Congress of the Philippines
