Quicksilver this is great tactics. I do not know how Norway accepted this, but it is a graet display of tactics. We should learn from it.

The norwegians have nothing to lose. The region is empty of resources and it only has 22 people, which are probably russian/inactive.
The norwegians can only gain from this battle. They can fight and then use the hospital to reach 100 wellness for free or they can just improve their rank for free.

If no one in this world acted like that we would have still had:
Prussia, Bavaria, Saxony, Württemberg, Baden, Anhalt, Piedmont, Sardinia, Two Sicilies, Republic of Texas, State of Aguascalientes, Bretagne, Scotland, Wallachia, Muscovy, Athens, Sparta etc INSTEAD of Germany, Italy, USA, Mexico, France, UK, Romania, Russia, Greece. It's part of RL History, and the mechanisms of eRep function in the same manner.
Two wrongs don't make a right, but three lefts do. We are not threatening the Russians with extinction, child-molestation or lousy vodka; we're just attacking some of their regions. Seeing as how the game engine allows this, I'd give it a rest with the whole Imperialist and Liberator ideals; I only use them in mockery, because you can't be an Imperialist without exploiting the rabble (which we can't, given the options of the game), nor can you be a Liberator if you can't have heaps of people whorshiping your ass and building monuments in your honour (again, for the same reasons stated above).
If you (as in "they") want to play non-aggression, then play The Sims and leave eRepublik to the warmongering "Imperialists" that we are.

Andrew McWilliams: I do leave the whole imperialist and liberating thing to somebody else, along with the non-agression ideals - but Romania seems to leave the whole alliances and agreement things to somebody else when it sees fit...

Norway does not take a military stance on the situation in Russia.
While we have been trying to build up relations between our countries we have experienced several slights from the Russians. As you all know Russia started their resistance without clearance from Norway, and then continued to seek out aid to actively work against Norway during our agreed ceasefire. On top of this I have recently come across intel that suggests recent coup attempts in Norway were help along by the Russians, in an attempt to overthrow pro-ATLANTIS administrations. It has been suggested to me by high ranking officials within Russia, that Russia is tending towards deliberately ignoring previous agreements with Norway and has plans of aligning themselves with PEACE to reclaim former territories. Every day Russia becomes more unstable and hostile towards us.
The Russians have been warned that the generousity of Norway through the high level of resources present in their country would put them in danger, yet they have arrogantly dismissed this in the past. Our commitment to Romanian in ATLANTIS is much higher priority than any commitment made with Russia. Given the conflict of interests Norway would have directly choosing involvement in either side, we will not be participating in assisting Romania militarily. We do not intend to pressure Romanian decisions in any way regarding this situation.
