[Speaker] Congress news : Summary and stats

Well, that will be the last article for my term as speaker.
During that month, I managed talks into congress and also published 7 articles (including this one). Congress isn’t a place to run for winning 5G per month (and disappear during 30 days). Yes, you win a medal (and 5G) but you need to invest some time for eUK, debate with other congress members, vote on proposals, …
Congress is a place where 40 people are elected, where we all different and we need to find a compromise on current issues. Being speaker is a job where you need to manage with all sensibilities, remain fair and respect all other people who were elected on the same time than you.
Now, it will try to make a summary about the job that we all accomplished in the last 30 days. Maybe the most annoying part for some but it is the last step of my work (I made my best to show the most possible thing about congress, even if several things must remain sensitive on this moment).

Indonesia has been proposed as a target for an Airstrike.
ACCEPTED : 21 YES - 15 NO
Well the huge debate who remained sensitive during a long time. When it will be launched, Where ? It was asked to help around Indonesia zone but a bit delayed after Slovakia - Germany war (where UK launched a Natural enemy law against Germany).
Shortly after, Iran and Saudi Arabia decided to launch an airstrike against Indo.These last ones have a open war with Australia (which means 3 fronts now and soon 4).
Some Arguments in favor of the airstrike
- War is fun
- At least the airstrike (new war that we never had before)
- Keep a colony in Asia
- Some allies need help
Some Arguments opposed to the airstrike
- This airstrike costs a lot (21M health + 160.000 GBP) and low chances to keep Indo regions
- UK had good relations with Indonesia (Peace - Phoenix - ONE)

Income tax change from 5% to 10%
PENDING : 1 YES - 11 NO => Huge probability to see proposal REJECTED
Even if wages are higher than some months ago, Our Minister of Finances never asked to change current taxes level. Without his approval, proposal like this one has low chances to be accepted
Let’s go with summary and statistics :
1- We were 40 congress members elected, we finish the month with 39 congress members
2- 7 speaker articles were published (which means around 1 every 4 days)
3- Prime Minister’s questions were back (even if they were delayed for RL issues)
4- a New IRC channel for congress was created ( #eukhoc)
5- There was 2 internal votes
- the first one was about Speaker act => the 4 proposals were rejected
- the second one about renew agreement with Ireland => renewed for another 30 days
6- 23 ingame laws were voted (13 were approved - 10 were rejected)
7- 13 laws approved : 11 were MPP renewals - 1 Airstrike and 1 Natural enemy law
8- 10 laws rejected : 5 were Natural enemy ones - 2 were a donation - 3 about Taxes
9- 37 citizenships were given to immigrants
Congress Activity
About the 2 internal votes, they were all organised on the same way. Our congress members were informed about the text (Speaker act on the first case and Irish agreement on the second one).
Follow that, they saw proposals (4 proposals on the first case - agreement renewal on the 2nd)
Each time, they had to vote on YES or NO to these proposals. Length of the vote was 24h.
On congress mass mailer, there was a link about form where they needed to vote.
To know if congress members who you elected on last month were active : I found interesting to publish their activity.
Note : Green box means they voted (whatever in favor or not) the act and red box means they didn’t voted

On another note it seems UKPP/ESO know how to pick congress....
I just showed transparency. Who is active, Who isn't. It is easier to have 75% vote with 4 congress members than with 13. But it is good to see that almost every party was active.

It seems the Speaker Act only applies on some occasions but not on others.
The legislation is a sham and I recognise neither the Office nor its supposed authority.
hence the lack of voting.
So you didn't even vote on your own proposals?
Bit of a half arsed boycott if you're still going to propose things and yet not vote on them no?
there was a maximum discussion time for of 48hrs for that vote according to the Speaker Act.
But Kravenn ignored this and had a the vote a couple of days later when it suited his party's interests and when their congressmen were online. Further, he previously "announced" the vote would be on June 31st - ofc, there is no 31st June. (and probably - although ofc I don't know this - correctly advised his chums of when the vote would actually occur correctly beforehand).
The vote should have occurred a maximum of 48hrs after the proposal discussions opened. There is no question about that. Having an arbitrary maximum time period is supposed to stop "Speakers" manipulating when they want votes to occur.
Because if you manipulate when votes occur then essentially you can fiddle who votes.
Quit your crying, Sven. You couldn't be bothered to log in for an ENTIRE DAY. If you had, you would have seen the vote, as it was up for 24 hours.

It was a failure list approved by our last president Wigibob.
Tomorrow we propose active members, also new members, so please make sure you describe accurately the procedure to the new coming players that will be on congress.
Make sure you let them know WHERE to DEBATE, WHERE to go for the online docs or POLLS or whatever.
Make sure you make all this VISIBLE to everybody so everybody knows.
As for the rest, I like Kravenn`s work.

I am sure, that due to inactivity some of the ex congress members skipped those for sure. It is a mistake we have to repair and we admit it.
