Greetings Citizens of eAustralia,
Earlier during the week, you may have read Rusty D's Policy Paper and seen that I am listed as the Minister of Education. The first thing that may come to your mind, is probably the fact that I've been in this game for less than 2 weeks.
Firstly:
I am a previous player and citizen of eAustralia. This was a few years ago though and I had returned once last year to see how things were, though I did not stick around for long.
Secondly:
One does not need experience to be aware that the current eAustralia is in need of social activity. Though I also believe that we need an increase of new players, preferably Australian players that haven't played before.
Finally:
Be aware that there will be quite a few words beyond this point, I plan on expressing my intent and goals if Rusty D is elected as the CP.
Referral Incentive:
The idea is rather simple, give incentive to current eAustralians to refer new players to the community. The recruited player will need to be deemed active: criteria will be listed upon implementation, though will be based off their activity in the community, as well as the time they spend online and their level in game.
The goal of this incentive will be to increase the population, while also boost activity in the community by rewarding current citizens to refer new players.

As you can see above, there were 455 citizens marked as active in eAustralia today. This is opposed to 375 on October 3rd (one month).
Even though there's an increase of 80 Active players, we'd like to see that figure at least hit past 550 to 600 active citizens, which is why this incentive is a crucial factor toward our goals.
The funding of this incentive will need to be worked out once we learn more about the current financial standing of eAustralia. We do not wish to make promises and break them in the future, which is why we'll wait for resolution in our figure assumptions before we offer any cemented details.
Citizen Assistance
(Training, Factories, Energy Centres)
Another way we hope to increase activity, is through providing assistance to new and mid-level eAustralian citizens, to ensure that they're not feeling lost or helpless while also trying to set their feet on the ground.
We will provide this assistance through Training Ground funding schemes, as well as assistance with Factories, possible employment opportunities and energy centre assistance.
As mentioned above in the Referral Incentive, we currently do not have any solid knowledge regarding the financial status of eAustralia. We cannot make promises nor give estimations on how much these programs will cost nor if they'll be sustainable enough over the long run.
These ideas came from our very own Rusty D, and I have to admit I have not been that active in the past few days to ask questions regarding the actual policies, although I do know what the idea behind them is.
User Guides & Incentives for Creators
I am currently working on a website for the Revolutionary Socialist Union - it's still currently under development, which means it's lacking a few features, including content.

I hope to encourage writers to contribute toward the community by creating User Guides, such as new player guides or informational brochures which can be used on the website for newcomers.
All you'll need to do is create original content regarding eAustralia. Once you submit your guide, it will be reviewed and you will be notified regarding whether we are interested in using the guide, or whether it needs to be amended before it can be ued.
For the induction period of this incentive, I will be funding this using my own gold. Though I will purchase original user guides for 5 Gold per guide. The guide will also remain publicly listed on the website, with a link taking visitors back to your eRepublik profile.
I will place a form on the website and release an article regarding this incentive, whether you vote for us or not. I believe this idea of user guides available to users is a great way to boost activity in and out of the community.

The website also currently contains the IRC chat using an embed version of KiwiIRC (thanks Clum21) - so feel free to use that. I believe having it there will hopefully encourage new players to drop in and say g'day.
I wish I had more for you, though I've been quite busy lately. I'm certain I've got plenty of time for eAustralia, though I have to admit I'm spending a lot of time on this website also haha.

There are some guides made by foreign players that you could link to.
I could - though the idea is that they're original and created by our own citizens. Main goal is activity and information.
It might be good to until we can get some Australian made ones.
True, though if nobody has submitted any within a week, I'll make a few to be honest.
Look at mine profile. I stop fighting and I only work and train which adds 20-30 exp points. With those 20-30 points on a daily base I hold national rank about 90th position.
From that I can conclude eAustralian active population is not exceeding 100-120 players (multi included). Note that I also count two-clickers as active citizens.

The active citizen count was from an external site that uses the API. I'm guessing that 'active citizens' are active players with their citizenship as Australia. In other words, 400+ citizens logged in on the day those stats were published.
Take away the 2-clickers and multi's, leaves us with roughly 90 - 120 actual players, which are regarded as active by logging in.
My plan is to create a new meaning of 'active' - to rebuild the social structure that once used to hold us together, create an environment where people are typing back to you in IRC or the eRepublik Chatrooms.
I have a few plans that COULD be implemented, I didn't reveal them as I can't afford to fund the schemes myself, nor do I know if they'll be self-sustainable.
The problem with trying to boost activity, is that I need to attract NEW and OLD players alike. The "Citizen Contributed Guide Scheme" is one way I can attract both new and old, by offering rewards to old players for guides and by suggesting that new players read the said guides.
There's a lot at risk on my side of the table - if activity isn't boosted and the community were to stay as... dull.. as it currently is, then I've made myself look bad, as well as my party - I've also failed the country.

If Rusty D is elected, I won't be wasting my time 'guessing' anymore, I'll have the resources and information needed to implement at least 1 of my ideas within the first week.
@ J Seemore: Sorry for the long reply, though I believe you're one of few people who actually take the time to read carefully and actually have an unbiased and mature response to most statements.
I shall not speak of the name of Rusty, but he will support any program which is good for Australia no matter if he is CP or not.
+ The Government will support each well defended proposal that will increase the activity. I will not share with you my sour experience searching for active players. Any kind of effort will be highly valuated regardless of the results - it is difficult and we all know it. Just we need new face with enthusiasm and spare time to run the program and to show results in the end of the term ( I second - results can be not pretty but your dedication is important)
400+ citizens?
a single visitation per 30 days is enough eRepublik to count that player as "active". No training, no working, no voting, no fighting, buying/selling, writing, trolling, no nothing - just log in a single time for 30 days. That is what's hidden behind the rest of 300 eAustralian citizens.
Problem with expecting us Oldies to make guides is that the game has changed substantially since we were actively playing.
@J Seemore: I didn't realise eRepublik's Activity was based off of a monthly login report haha.
If we can agree that the current 'active' players would be between 80 and 110 players, then I'd like to see at least 150 - 200 active players within a month. It's a high goal, though higher goals usually seem to work just as much as a lower goal, without getting overexcited about a smaller achievement than what was planned.
However, to truly record all of the players, we'll need to do some kind of census, which COULD be organised - though how can we guarantee even the current people we consider 'active' would take part?

@Binda33: I remember you haha - That's why I'm not so keen on creating the guides myself - if this was 3 - 4 years ago, I'd be able to do it easily, though I no longer have the up-to-date knowledge to do so.
It's why I was hoping to get currently active players to write a guide, if they know the basics. It can literally be anything, here are some easy topics:
- HOW TO: Introduce yourself (IRC, Forums, Chatrooms)
- HOW TO: Upload an avatar
- HOW TO: Create a Newspaper
Even guides you consider to be menial, will be a contribution. However, if you're going to put LITTLE effort and time into the guide, I probably won't waste website space.
It's not necessarily about the content of the guide, it's about the interaction between user and guide. Something with step-by-step pictures or something similar would be ideal.
