Whereas the discussion of other matters by the people of Canada before the consideration of any President's speech demonstrates the right of the elected representatives of the people to act without the leave of the President;
Whereas that custom, which can be traced to real life to 1558 in the Parliament at Westminster, is practised in a number of jurisdictions having a parliamentary form of government;
And whereas it is desirable to explain and record the constitutional relationship represented by that custom;
Now, therefore, we the people of Canada, led by the President's Loyal Opposition, declare:
This article asserts the right of the people of Canada to give precedence to matters not addressed in the President's First Speech.

From what I gather, you're citing RL Canadian legislation to support...something. In that case, I must remind you that eCanada does not follow the same laws as RL Canada, nor does it have the same form of government. Hope that helps.

It's not about that. eCanada has its own laws, constitution, etc. That is the roleplay element, not pretending we actually are Canada.

The custom this imitates is one common to all forms of government descended from the RL UK, including Canada. First, the Queen or her designate gives a speech written by the Prime Minister that outlines the government's priorities and agenda. Then, as a symbolic demonstration of Parliament's independence from the Crown, the House of Commons immediately begins discussing a symbolic bill concerning something else. In RL Canada, this is Bill C-1, an Act respecting the Administration of Oaths of Office.
So I adapted it a bit for the game, deleted a couple of references to the Queen etc., and there you are. The President gives one speech, the opposition replies by talking about something else.
Now, if you want to argue that this article has no place because we don't follow the laws of RL Canada, then I ask how you feel about the independence of the Opposition to discuss whatever it feels like. Because that's what this is all about.
To be clear, Bill S-1 concerns railways; C-1 does exactly what you describe. Furthermore, I have no issue with the opposition having an independent voice (in fact, I will defend that right to the death), I only add that eCanada plays by different, albeit similar, rules to real Canada. We are not the same two entities. I only ask you don't hide beyond laws that, as far as this game is concerned, do not exist. We have no queen, as much as eUK is concerned. In the end, DMV3 DOES hold the highest power over our country - just under the people that elect him, of course.
In the end, though, I have no idea why you've written this article. Nobody was threatening your rights, least of all DMV3, and as long as you have something of value to say I'm sure everyone's all ears.
Nobody has threatened the rights of the RL Parliament for centuries, either, yet every session of Parliament they go through the same ritual. It's all about the symbolism.
