Nieuw in het spel en grote ambities? Lees de artikelen met praktische do’s en don’ts die het Ministerie van Coaching uitbrengt over alle onderwerpen die nieuwe spelers aandragen. Na de artikelen met economische en militaire tips, nu het derde onderwerp: de politiek. Heb je politieke ambities, wil je weten wat de overheid doet?



In dit derde artikel (van drie): wat zijn de taken en verantwoordelijkheden van de regering en congres?

Zoals je in het vorige artikel hebt kunnen lezen, stemmen we op de 5e van elke maand voor onze landspresident of Country President (CP). De CP staat steeds één maand aan het roer, samen met de regering die hij of zij zelf kiest. Zij krijgen een maandelijks budget (uit belastinginkomsten) en bij de plannen die ze willen uitvoeren, moet wel de wet worden gevolgd die is vastgelegd in het Wetboek op ons nationale forum.

Congres
Het Congres is er om dat te controleren. In congres wordt gedebatteerd en gestemd over bijvoorbeeld belastingen, subsidies en het regeringsbudget. Daarnaast over verdragen met andere landen (MPP’s of mutual protection pacts), NE (natural enemy) verklaringen en toetreding tot allianties. Als regeringspersonen hun taak niet goed uitvoeren, kan een ‘vote of no confidence’ worden gestart en in het geval van de CP ingame een vote om hem af te zetten (impeachen).



De verschillende ministeries
De regering wordt elke maand opnieuw samengesteld uit ervaren spelers (ministers) en minder ervaren spelers (staatssecretarissen). Zij overleggen samen op de IRC en op een gesloten regeringsforum over acute situaties en plannen die nodig zijn om ons land verder te helpen. Ze hebben daarbij elk hun eigen taken en verantwoordelijkheden:

Ministerie van Binnenlandse Zaken of Ministry of Home Affairs (MoHA) - Fosite
MoHA zorgt voor onze binnenlandse veiligheid door onder meer te bepalen welke spelers de congresleden wel en niet ons land binnen mogen laten (Security Council for Immigrants). Immigranten die in congres komen, kunnen weer andere spelers illegaal binnenlaten, wat in het verleden wel heeft geleid tot een vijandige overname, ook wel PTO (Political Take Over) genoemd. Met de nieuwe verkiezingsregels voor congres is dat risico overigens wel kleiner geworden, maar we moeten voorzichtig blijven.

Ministerie van Buitenlandse Zaken of Ministry of Foreign Affairs (MoFA) - Gepard007
Als klein land zijn we sterk afhankelijk van onze bondgenoten. Het FA team onderhoudt relaties met de FA teams van andere landen, houdt bij wat er internationaal gebeurt en zorgt ervoor dat onze belangen internationaal worden behartigd. Zij regelen ook de MPP’s (mutual protection pacts) die het mogelijk maken dat wij vanuit ons land kunnen vechten voor andere landen. MoFA wordt ondersteund door ambassadeurs in vriendschappelijke en vijandige landen.

Ministerie van Defensie (MoD) - Aries Prime
Om onze vijanden zo gericht mogelijk schade toe te brengen, vechten onze troepen samen met de legers van onze bondgenoten. Dat wordt gecoördineerd door het MoD team, dat contact heeft met bondgenoten en de priority battles zet via het IRC kanaal #nl-army. Verder stuurt MoD de staats MU’s (military units) aan en beheren ze het MoD budget, waaruit bijvoorbeeld wordt gesupplied voor belangrijke battles.

Ministerie van Financiën (MoF) - Weekstrom
Onze Staatsfinanciën en budget worden beheerd door MoF. Zij houden dagelijks bij welke inkomsten we hebben uit belastingen, welke uitgaven er worden gedaan zoals voor MPP’s, en uitbreiding van onze staatscommunes. Ook verzorgen zij de subsidies die je kunt aanvragen op ons forum. De grootste uitdaging ligt op het moment echter in een slimme financiële strategie, zoals het actief benutten van stijgingen en dalingen in de monetary market.

Ministerie van Recruitment (MoR) - Nutty Fox
Hoe meer spelers actief in eNederland, hoe sterker we worden als land. Maar dat is lastig genoeg! Natuurlijk is het in het voordeel van iedereen om nieuwe spelers te werven (als 10 mensen zich aanmelden via jouw referral link, krijg je de Society Builder medaille en 5 goud), maar ook de regering is hier actief mee bezig. MoR zorgt onder meer voor werving via andere gamesites, sociale media (Facebook, youtube etc), en bedenkt actief manieren om RL de aandacht op ons te vestigen.

Ministerie van Coaching (MoC) - Zeeuwsmeisje
Om nieuwe spelers snel wegwijs te maken publiceert MoC informatieve artikelen, met concrete tips, adviezen en handige links. Daarnaast beantwoorden we live de vragen van jonge spelers op het IRC kanaal #coachingNL en organiseren we regelmatig activiteiten waarbij nieuwe spelers gratis wapens en voedsel kunnen winnen. Tot slot verzorgen we de registratiebonus voor Nederlandse burgers ons forum.

Ministerie van Informatie (MoI) - RV93
De regering vindt het belangrijk om alle eNederlandse burgers op de hoogte te houden van wat er speelt (ook minder zichtbaar voor de ‘gewone’ speler), wat ze hebben bereikt en willen bereiken in elke termijn. Daarom worden er door MoI Gov artikelen gepubliceerd over belangrijke actuele onderwerpen. Daarnaast publiceert MoI een aantal artikelen over bijvoorbeeld onze community en de IRC, de forummedailles die zijn uitgereikt en andere actuele informatie vanuit de regering.

Heb je belangstelling voor een functie op een van de ministeries of wil je er meer over weten, stuur dan een pm naar de betreffende minister of spreek ze aan op de IRC. Zij kunnen je precies vertellen wat er van je wordt verwacht, hoeveel tijd het ongeveer kost en wat het je oplevert.

Denk vooral niet dat je als beginnende speler niets bij te dragen hebt! Ministers komen vaak handen en tijd te kort om alles uit te voeren wat ze willen en de beste manier om veel van het spel te leren is door mee te denken en mee te doen in de regering!



Nog een paar do's en don'ts die je kunnen helpen in je politieke carrière:

1. Zorg dat je veel meeleest met debatten en probeert de visie van verschillende partijen te volgen.

2. Denk niet te snel dat een positie te hoog gegrepen is: er zijn ‘stageplekken’ op alle ministeries

3. Probeer in debatten niet te snel in de verdediging te schieten, hoe lastig ook soms...

4. Zolang je toon respectvol is, bestaan er geen domme vragen. Vraag!

5. Door artikelen te helpen vertalen (voor je partij of de regering) leer je ook heel veel!

New to the game and great ambitions? Do read the articles with practicle do’s and don’ts that the Ministery of Coaching will publish on issues brought up by other new players. After the series of articles on economic and military advice, now the third module: politics. Do you have political ambitions, do you want to know what the government is doing?



In this third article (of three): what are the tasks and responsibilities of our ministries and Congress?


As you could have read in the previous article, on the 5th of each month, we elect our Country President (CP). The CP stands at the helm for one month, together with the government he or she chooses himself. They get a monthly budget, paid by our taxes and in the execution of their plans they have to follow the law, as laid down in the Lawbook on our national forum.

Congress
Congress is there to control this. Congress debates and votes on for instance taxes, subsidies and government budget. Furthermore on treaties with other countries (MPP’s or mutual protection pacts), NE (natural enemy) declarations and membership of alliances. If government officals are not doing their job properly, a ‘vote of no confidence’ can be started and in case of the CP an ingame vote for impeachment.



The various ministries
Every month a new government is composed from experienced players (Ministers) and less experienced players (State Secretaries). They convey on the IRC about present day situations and debate on the closed government forum to make plans that are needed to help our country ahead. The ministries each have their own tasks and responsibilities:

Ministry of Home Affairs (MoHA) - Fosite
MoHA looks after our homeland security by, among others, determining which players are to be granted citizenship by Congress members (Security Council for Immigrants). Immigrants who are elected in Congress could let other foreign players in illegally, which has led to hostile takeovers in the past, also known as PTO (Political Take Over). Though new election rules for Congress have made this risk smaller, we must stay careful.

Ministery of Foreign Affairs (MoFA) - Gepard007
As a small country we are dependant of our international allies.The FA team maintains relationships with the FA teams of other countries and keeps up with all that is happening in the eworld, in order to have our interests served internationally. They arrange for our MPP’s (mutual protection pacts) that enable us to fight for other countries from our own regions. MoFA is supported by ambassadors in friendly and hostile countries.

Ministry of Defense (MoD) - Aries Prime
To inflict as much damage as possible to our enemies, our troops fight together with the armies of our allies. This is coordinated by the MoD team, who keep in touch with our allies and set priority battles through the IRC channel #nl-army. MoD is furthermore in charge of our state MU’s (military units). They control the MoD budget, of which for instance supplies are paid for allied fighters in important battles.

Ministry van Financiën (MoF) - Weekstrom
Our state finances and budget are controlled by MoF. They keep the books on our daily tax income, as well as expenses like for MPP’s, or building up our state communes. They also take care of the subsidies, that you can request on our forum. Their biggest challenge at the moment however is a smart financial strategy, like actively taking advantage of rise and fall of the gold rate on the monetary market.

Ministry of Recruitment (MoR) - Nutty Fox
The more active players we have in the eNetherlands, we stronger we become as a country. Well, that is difficult enough! Of course it is in the interest of us all to recruit new players (if 10 people sign up through your referral link, you will get the Society Builder medal and 5 gold), but also the government is actively working on it. MoR focuses on recruitment through other gamesites, social media (Facebook, youtube etc), and other ways to get some RL attention for the game.

Ministry of Coaching (MoC) - Zeeuwsmeisje
To help new players ahead in the game, MoC publishes informative articles with concrete tips, advice and handy links. Besides that we answer questions from young players live on the IRC channel #coachingNL and organize activities on a regular basis in which new players can win free weapons and food. We also hand out the registration bonus for eDutch citizens on our national forum.

Ministry of Information (MoI) - RV93
The government believes it is important to keep all eDutch citizens informed about what is going on (but is less visible to the ‘common’ player), the things we have achieved and aim for in every term. That’s why MoI publishes articles about important current topics. Besides that MoI publishes a number of articles on for instance our community and the IRC, forummedals that were handed out and other present day information from the government.

Are you interested in a position in one of the ministries or do you want to know more about it, feel free to send a pm to the minister in charge or approach them on the IRC. They can tell you exactly what is expected from you, how much time it will cost and what you gain from it.

Do not assume that you, as a starting player, have nothing to contribute! Ministers often lack both hands and time to execute all that they want and the best way to learn a lot about the game is by actively thinking and working along in our government!



A few do's and don'ts that can help your political career:

1. Make sure you read up on all debates and try to understand the different visions of all parties.

2. Don’t think a position is too ‘high’: we have ‘learning spots’ in all ministries

3. While debating, try to avoid the ‘defense mode’, as hard as it may be sometimes...

4. As long as your tone is respectful, there is no such thing as stupid questions. Ask!

5. By helping with the translation of articles (for your party of government) you also learn a lot!
