[CP] Opening Comments

Greetings to you all, eUK. First I'd like to thank everyone who voted for me in these elections; I hope to be able to deliver some very positive changes for the nation. Helping me to this end is a capable cabinet, whose members are:

Minister of Foreign Affairs: Aaron Mark Daniels
Minister of Defence: Sir Jimmy Savile
Minister of Home Affairs: Mr Woldy
Governor: Huey George
Cabinet Advisor: Bogi
Cabinet Padawan: James Radcliff
I'm thrilled to be joined by such a strong team, and hope that you will give them the support that they need to run the country, including volunteering to help in the Ministry of Home Affairs, following the battle orders as detailed each day by the Minister of Defence etc. I myself intend to be pretty involved in all the ministries, and support any minister who requires it.
Foreign Affairs
Since the dissolution of Sirius all that time ago, the UK has not really settled on a clear foreign policy. In part this piecemeal approach and incoherent MPP list has been dictated by circumstance: having MPPs with this country ruled out having an MPP with that country and so on. In recent months new, serious alliances were founded and unfortunately we received an invitation to precisely NONE of these. We did participate in PLUTO, but while we shared good relations with the members of the alliance, it never grew into a serious project capable of asserting itself on the international stage. This was most obvious when the key member of the alliance Spain was wiped by a combination of countries from different alliances: defence of Spain was weak and incoherent because the alliance was not fit for purpose and had not formed strong connections to other alliances capable of assisting.
As mentioned in my candidacy article, I believe that the first step our country should take to stabilise our situation on the world stage is to secure our borders as much as possible. This means improving relations with our neighbours who have been considered hostile to this point. Congress will be consulted and asked for their approval before any concrete steps are taken, and the public kept informed as soon as possible on the outcome of any negotiations with countries we have been enemies with to this point.
Your MoFA team finished contacting every government in the game yesterday; I’d like to thank the Minister for creating the message and working hard to ensure eUK was prompt to congratulate the new governments of the e-world.
Home Affairs
The cabinet has begun considering what changes we can make to the so called “legislation” that eUK has. I don’t understand the endless talking and circular debates that congress seems to have, which led in part to the ridiculous war with the United States. I’m really pleased when I see participation from a wider group of players, but I’m not convinced that our current setup is actually conducive to it: we have endless reams of “legislation” that few have read and even fewer understand, if any. Any changes will of course be submitted to congress themselves for scrutiny, but I am not going to pretend that I will attempt to follow every made up rule that was written during a different era of the game.
I would really value any input people have on this subject, as I understand I am a “new” face here and I’d like to gauge the appetite here to change things. If you have any ideas about how we might change our “laws” not passed through ingame functions, please send a PM to myself or any member of the cabinet.
Mr Woldy needs volunteers to assist him in running this part of government, so please send him a PM if you would like to participate in the projects he is arranging. Being involved at this level of government is a fantastic way to begin your career in e-politics, so if you fancy becoming a future president then I suggest you give this a try.

With regards to cabinet ideas on legislation, the cabinet physically can't do anything about it without congress approval. Any attempts at burning the useless parts would receive approval from me personally but others seem to be into it. Or parts of it at any rate. There is certainly demand for burning all the legislation however the two issues seem to be in 3 parts:
1) the legislation is what Woldy follows and what gives the Woldy dictatorship grounds to exist which I imagine turns a few people away from getting rid of the *entire* thing
2) A lot of it sounds good in principle so people don't necessarily want to get rid of it even though we end up not following it or it's something we would be doing anyway if we operated under pure common sense
3) Very few can be bothered to read the whole book of it to see what parts are actually crap, which is especially due to the fact it's written in very errr... not-plain terms and explains a lot of things it doesn't really even need to explain, or things that could be explained simpler.
Speaking of not reading the legislation, have you read the finance act? According to that you're supposed to submit a budget of planned government spending to congress and them to have a vote on it or else nobody's technically obligated to let you have any money to do stuff with. Although congress appear to be letting you have it regardless, god love em...
Yes I am prepared to put any changes to congress, it's their party after all. But don't forget that at some point our dictatorship will be removed-- I may even consider doing it myself-- and we have to be prepared to function as a cabinet + congress in a waaay more efficient way than at present.

As discussed with you Arrlo, I by principle also have to call out the fact that Jamesw is included in the cabinet when he has a history of theft here in the eUK. That sets a very negative and dangerous precedent, and as competent as he is at almost everything on eRep we should always have a 0 tolerance policy toward crooks. Otherwise we only welcome repeat offences. My advice to you has been to replace him for this reason and I have some manner of obligation to make sure that my advice is public knowledge.
I would echo Woldy's advice here - particularly as the main documentary evidence was produced by yourself.
We cannot tolerate large scale theft from eUK public funds to be forgiven in this way.

As Arrlo stands behind his choice of jamesw for a key ministerial appointment, I'm sure he'll understand that people will tie the continued safety of funds to his elected position. To not mince words, if jamesw attempts to steal funds, immediate impeachment of CP should ensue.
That said, as he's selected this person and it's clear for all to see, I think this needs to be the end of the matter, as nobody can get stuff done without a basic working trust, or at least just enough rope 😉
The matter of legislation is more complicated. I know it's a popular call from people who can't be bothered, but it does provide a much needed framework for decision making and taking action. As the Speaker of the House, I use legislation constantly. That's not to say I'm always right, but it does mean I know when I really am wrong and when people are taking the mick. Common sense would be great if everyone was 100% honest and didn't even resort to white lies and being economical with the truth. We don't live in a utopian society, and we do have factions and alignments within the government and congress. Even on particular issues the alignments of government members and congress members shifts significantly. Additionally legislation isn't just about rules of the form 'you must' but provides much needed instruction - forming committees, voting procedure, etc.
Many will have an opinion on how I've done over the last three months. I can tell everyone that the outcome would have been awful without the guidance of the legislation - essentially the Speakers manual. Taking over from appleby, there was no training (mainly due to the elected trained deputies not standing) Whilst he was available for a certain amount of assistance, this had to be countered by the fact he was CP. His call for other ministers to help me into the position was largely unheeded, with a certain degree of trial by fire.
I believe dropping the entire document would be a grave error.
Huey is the only person with access to any of our money, so there's no reason to worry about a repeat performance.
Jamesw was my vp pick back in the day and served his country dilligebtlu- and after the alleged event. He was a good pick then, and is a good pick now.
Congress can regulate Gov, including cab so if they wanted to take it further it's within their realm of responsibility to push for what they want, it would be appropriate to allow congress to decide when the issue is resolved really

I've reservations about alliance policy, but get 100% behind shoring up our borders by looking to them with friendship.
