Hi, eJapan, it's still Zodiarque!

As part of my job as the Interim Speaker, I have to require your attention, as stipulated by the law (see here) that has been voted for the transitional Congress-free period. Without further ado, let's begin.

1. Referendum #2 :

Hereby, all citizens are asked to state on the Japan Election Commission Proposal that was discussed here during more than a week.

Proposal is the following : Japan needs an independent organisation to work on ATO joint efforts and to exert its vigilance towards electoral and referendum procedures.

The following draft is submitted :

Japan Election Commission Bill

Article 1
I. The Japan Election Commission (JEC) is the institution with the sole responsibility and authority to:
a) to analyze, recognize and publicize PTO attempts.
b) to design and implement effective ATO strategies against this threats.
c) to ensure that public referendums are fair and not a threat to the national security.
e) to manage possible appeals against the results.
II. The JEC is part of the Ministry of Security and it is headed by the Head of the JEC.

Article 2
I. The HoJEC chooses the members of the commission, supervises the ATO and referendum activities and is responsible for the commission's funds.
II. The HoJEC is appointed by the Country President from a suggestion of the MoS. His term lasts a month, ends on the 16th of each month and can be renewed.
III. The candidate for HEC must fulfill the following requirements:
- is at least of level 25.
- is not a congress member
- is not a member of a foreign MU
- is a registred member in the forums
- owns a newspaper.
IV. The HoJEC can be prematurely relieved of its duties by a simple majority vote in Congress from a proposal of the country president or of at least 2 congress members.

Article 3
I. The JEC is strictly forbidden to influence elections for reasons outside the ones defined by this law.
II. or to use its activity for the private gain political or otherwise of its members and/or senior supervisors.

Article 4
I. The HoJEC is obligated to properly and timely inform the public through articles in his newspaper (or the paper of the organization) and in the JEC thread in the forums (MoI section).

Article 5
I. Every citizen has the right to appeal decisions of the JEC concerning him (for example public PTO accusations etc) by opening a [Discussion] thread in the Diet section of the forum. If the citizen's claim gets the support of one congressman or two fellow citizens, the Speaker of the Diet is obligated to open a vote.
II. By a majority vote in the Congress, the citizen's appeal is considered as granted and the decision of the JEC is overturned.
a) Overturned decisions of the JEC must be published within 48 hours after the voting in the Congress is closed.

Temporary Clause
I. Until a HoJEC is chosen and a commission is formed the MoS is responsible for all ATO activities.

To that proposal, you may answer :
1. Ratify the document.
2. Repeal and call for a review.
3. Abstain.

Speak up! : The vote is currently being hold about it there. It is open to every citizens as part of the new administrating system. So please, come and vote.

/!\IMPORTANT/!\ : Again, please be reminded of some Forum Congress rules which will help us go through all those procedures smoothly.
a. Votes in Comments won't be taken into consideration. Registration and masking are easy proceeded.
b. Only "Vote choice" is for the [Vote] thread whereas waffle remains to the [Discussion] thread.

2. Circle of Trust (Discussion and Vote)

As Interim Speaker of Congress, I confirm that the results of the vote, transmitted by the Minister of Foreign Affairs Greatmoff, are valid and in favor of joining the alliance CoT. I also bring my co-signing, with all rights attached, to its publication to make it completely legal before the law and you all, although I had given him my permission to do so beforehand.
