Today let's talk about eChina's Foreign Affairs and Congress Election.

Firstly, I suggest you to read an important article from Hungarians.
This article shows Hungarians foreign affairs policy, some policy about eChina's lost land Heilongjiang province. Every eChina citizens have a dream to take back our important high iron region Heilongjiang and Liaoning. Hungarians talked about Heilongjiang as this:
"Relations with neutral countries and land taken from them
We must try to focus and attract neutral countries to join PEACE. We must do it through diplomacy and not through force.
China – we need to keep Heilongjiang
This is the high iron region of Hungary so this is a must keep. As long as the number of real Chinese people this game is negligible, we must keep it. If in the future they’ll have a baby boom similar to that of Russia we must look for other high iron regions."
It shows a path to take back our region through politic negotiations. Of course, the prerequisite is we must keep expanding our population. When we grow strong, we must take Heilongjiang back.
In Hungarians words, we can see they look down us as negligible players. Maybe it hurts. But we also can see they are scared of our growth. We have to work hard to let eWorld show respect on us.
And in Hungarians article, we can see they have a perfect policy system and govenment running. In eChina, our govenment and politicians are still immature. We are learning and making everything better and better. Yes, we can do.
Today we saw an amazing population growth nearly 300 in eChina! Everyone look around. Now eChina has over 1800 population!

Secondly, I was just appointed as Minister of Foreign Affairs of eChina by President Snakye. It is a hard job for me. At same time, Snakye appointed caveman1asMinisterofNationalDefence, zippy cr asMinister of Finance, and LuckyCake as Minister of Welfare. Finally we have our govenment Cabinet. Every ministry will run right now. In my new job, I have two main tasks. The one is to cooperate with Snakye to do some SOL issue. The other one is to contact main countries to improve our foreign affairs. I have a dream to take back our lost lands Heilongjiang and Liaoning. I know it will be very hard. But I will work on that. I hope anyone who have interest in foreign affairs and wanna do something for eChina can contact me. I wanna recruit a team to be Ambassadors.

Thirdly, as Party President of PRP, I wanna talk about the following Congress election. It is an important election in important moment for eChina. We must keep majority in Congress to maintain eChina running stable. I call on every up-12-level PRP members stand up to run for Congress. If you wanna run for Congress, please contact me. We should send our candidates to different province to gain more positions. Don't crowd in several main reigions. And I call on every up-7-level citizens vote for PRP candidates. PRP is the stable and reliable pillar of eChina. And if you have friends in CDP, you can also vote for CDP. CDP is also reliable partner.

Just now, I saw benbelgam's comment below, so I explain here. "Stable" means our Party's main players group. We don't think a great and Heroism Party President is a prerequisite for "stable". We would like choose collective leadership, no personality cult or dictatorship. So our Party presidents change regularly. This is good for Party members. Everyone have chance. Even though, our main policy is stable through collective leadership and democratic discussion. This is Party system with Chinese characteristics. And I donnot wanna stay in this president place forever myself. Maybe next time a new politics star arise. Thank you to ask.

今天让我们 谈谈一些外交 问题和国会 选举问题。

首先， 我 建议大家阅读 一篇来自 匈牙利的重要文章。

这篇文章介绍 了匈牙利内外 政策，其中有 一段涉及到 eChina的 被占领土 黑龙江省。 每个中国公民 都有一个收回 我们的重要 高铁产区 黑龙江和辽宁的 梦想。在文章 中，匈牙利 人这样写道：

此外，我们还 应该注意的是 ，匈牙利人有 完善的政策 体系和政府 运行。他们写到 的完善的国家 治理思路 在中国还都很 不成型，我们 的政府和议员 都还不够成熟 。但是我们 正在努力学习 ，并把事情 往好的方向 去推动。

其次， 我今天被刚 任命为外交部长 。同时， Snakye任命 caveman1为国防部长，zippy cr为财政部长，LuckyCake作为 社会福利部长 。我们的内阁 终于组成了， 无政府状态 希望能成为过去 。我希望能够 有懂英文的 国人朋友来 帮助我做一些 外交事务，跟 一些主要国家 的外交部门 取得沟通， 最终目标还是 要拿回我们的 领土。我要 招募一个团队 来做中国的外 交大使，去跟 世界各国联系。
同时我也希望 央行能够回到 财政部门掌握 之下，减少金融 风险。还有 福利部门的运做， 希望国家企业 从央行的组织号 中脱离出来， 让社会福利 部门来管理， 如果有多位国人 玩家同时管理 的话，相信 在0技能岗位 和面包供应等 方面国家企业 可以做出更快 的反应，之前 由总统一个人 既管理央行 又管理国企 是不行的， 一旦一个人 不上线，整个 国家部门就乱掉了。

第三， 作为PRP党主席 ，我简单说一下 接下来的国会 选举。这是 一项非常重要 的选举，其 重要性大于 总统选举。 我们必须保持 在国会的 多数席位。 我呼吁每位 达到12级的 玩家都能站 出来竞选国会 。当然报名 的时候在论坛 内报名就可以 了。以及每一位 达到7级的 公民玩家都 能够在25日回国 投票。具体部署 看论坛，这里 就不多说。目前 拟报名参选的 玩家还是不够 多。
此外 我还回答了 belbengam 提出的问题， 他问我们的 党主席总是轮换 ，似乎不稳定， 我说我们是 有中国特色的 民主集中制度 和集体领导。

最后再罗嗦一 些选举须知。
1 关于 时间进程。
16-23日是 参选议员在 系统中的 报名阶段。 24日是党主席 确认本党官方 参选人的日期 。25日是选举 投票日。注意 这些都是系统日期 。比如议员 参选报名截止 时间是系统 23日23:59，即 北京时间24日 14:59。时间一定 不要搞错。 投票日 是系统25日0:00-23:59， 也即北京时间 25 日 15:00-26日 14:59。
2 关于 选举规则。
国会由40名 议员组成。 全国每一个省 为一个选区， 玩家加入政党 之后可以在 16-23日之间报名 成为自荐候选 人，每个政党 在每个选区都 可以推荐两名 正式候选人， 24日党主席 会从自荐候选 人中选出一个 正式候选人名单 。每个选区得票数 前2名的正式候选 人当选为下一届 国会议员。除此之外， 不足的议员名额 将由“外卡”机制 来补足。“外卡” 的意思就是， 全国各省区 整体排队，得票 数前几名的 候选人当选议员 。现在中国有18个省， 每省前两名就 有36个议员， 那么此外就 还有4张 外卡。一般来说， 外卡总会在 北京产生，所以 北京会当选6人， 其他省各当选2人。
参选人 资格，议员 参选报名截止 时间系统23日 达到12级者， 可以报名参选。
投票人资格， 投票日25日 当天达到7级者 ，可以参与投票。
