EXTRA: Darshu's Executive Circus

Hey, it's ahava3233, writing unofficially as a congresswoman, representing a portion of the people, a citizen, and a journalist, and as speaker. I am also a congresswoman and speaker of congress here in eJapan, although I am primarily writing as a concerned citizen, not those titles, except regarding the motion I may decide to bring up in the future below. Anyway, I wanted to comment on the actions the new executive led by Darshu has taken in the past 48 hours or so.
Anyway, let me briefly mention the role of Darshu's administration, the office of the President/Prime Minister, technically the executive branch of our government, as given by wikipedia.
Executive Branch:
The executive branch is the part of government that has sole authority and responsibility for the daily administration of the state. The executive branch executes the law.
Now, let me mention the role of congress/the diet, technically the legislature of our government, as given by wikipedia.
Legislature
A legislature is a kind of deliberative assembly with the power to pass, amend, and repeal laws. The law created by a legislature is called legislation or statutory law. In addition to enacting laws, legislatures usually have exclusive authority to raise or lower taxes and adopt the budget and other money bills. Legislatures are known by many names, the most common being parliament and congress, although these terms also have more specific meanings.
So basically, in a proper government, the executive branch makes sure day to day affairs are run properly as per the law, while the legislature passes laws that are then executed by the executive. As the legislature is the voice of the people, being it is made up of many individuals who are elected by everyone, this ensures that the executive does not overstep their power.
However, under Darshu's administration, I have not seen this. The executive branch has become a runaway circus, not answering to the will of the people. Let me give a few examples.

Government Money-Making program
(Congressional Discussion and citizen complaint after Geezus dropped the ball)
Last night, Geezus sent out a mass message to advertise a program he made up to raise funds for the government, without consulting congress. The text was the following.
I need your help to increase eJapan incomes.
You need some own money for this but you wont lose it.
All you need is buy q5 weapons from me and put it on the market for 23 (19.2 + VAT). This is not a business for us but means 3,8 JPY extra income to eJapan per q5 weapons. If you make it continously with 500-1000 q5 weapons it is 3000-4000 JPY for eJapan.
Now we have 40000 JPY daily. If we can find 20 people we can increase our incomes with 200%!
All you need is 19200 JPY own money to buy 1000 q5 weapons.

This message was extremely unclear. First and foremost, it didn't mention how one was to buy these weapons. Geezus had Q5 Tanks on the market for ¥23.00 last night. If I were a naive citizen, I would've bought those tanks and resold them for the same price, given this message. Additionally, it could've gone through review. People could be selling for ¥23.04 due to the current bot price. This should've gone through congressional review to work out the kinks, or at least, it should not have been touted as an official message from the MoF (I am not touting this article as official myself for this reason, as you should've seen above).

The Forum Change
(Congressional Discussion after Nowe dropped the ball)
Nowe additionally dropped the ball as MoI by starting a whole new forum and sending out messages to citizens to switch to it without congressional consent. His reasoning was the following.
With the assistance of Erumaron, we have brought up the national forums he created for eJapan after the previous forums had fallen, though not much interest was gained in it at the time due to the issues with eROC, so it simply disappeared as the community declined into struggle. Like on the old forums, exreality and I maintain a level of control as entrusted to us by the late Emperor Makoto, and I would personally prefer to move the forums to here.
I've always been pretty sketchy when I found out this forum was established by Squibeel, and while he did an okay job at it I personally find my trust faltering more due to the porky situation. The fact we have five Administrator/Global Moderators on this forum also bugs me, as I feel it is unneeded. We've never needed this many staff members before to run a community site, and I don't think we should bother having so many now.
Personally I also find the erepjapan forums to be aesthetically better, and it holds more functions and freedom due to being created by a proper host, and not simply a free host that has limitations. With the fact exreality may be potentially agreed upon (though he has already been established as Emperor by the new President) as Emperor, I would prefer him to continue the path as administrator of both the official IRC channel and forums, to ensure that no more power abuse comes of random individuals simply being given control at whim. Just last week the former President banned one person and suspended another simply because she did not like them.
As Minister of Interior, this would be my first move to stabilize the community into a fair environment so that we may begin further steps in building a greater eJapan.
The proposal itself is fine. Even his mistrust of Squibeel is fine (although I may disagree). However, as I stated before, he started it up and assigned administrators, along with various other tasks such as announcing it as the supposedly official forum without informing congress. This is certainly a huge move and a step that should ONLY be taken after congress has agreed to it. He did mention that he sees no issue with matter due to the manner in which nippon.freeforums.org was founded, but the old forums (nipponblog.net) were dead then. He is essentially killing a living, breathing community without consulting it and going through the proper motions. I think most of you would agree with me that he is overstepping his bounds without consulting the people (as represented by congress). The people, as represented by congress seem to be in complete disagreement to the move. (See here)
Some of you may argue that the old official channel #nippon-teikoku was recently declared unofficial and switched to #nippon without consulting congress, but this is not true. Porky has been accused of abusing his power publicly for some time. The matter of the change was mentioned publicly in congress as well, no one has yet disagreed to the motion, see here for recent discussion and here for discussion on old incidents regarding porky.
Addendum: By worthy appeal of exreality the matter of the irc channel will be brought to an official vote as well, along with this matter.

Citizen Approval Without Accountability

Danyeo was approved with no input other than that of the MoS and Nowe. I personally hold no opinion on Danyeo, I am not acquainted with him/her, but on the basis of what I've heard in many conversations I'm sure many people have their reservations on this matter.
Thus, in light of all of this, I ask that Darshu take the reins and seriously take control of his ministries and make them answerable to congress, aka the people. If he does not, I will not hesitate to begin a motion on the floor using the prescribed procedure (discussion and then vote) to impeach him on the grounds that he has been running a runaway and unaccountable administration. I was scared Darshu would be ineffective (see here), he has yet to prove me wrong. Please show me otherwise Mr. President. Thank you!

On the issue of Fruitcommando he is an excellent MoS, and possibly one of the best eJapan has ever had, I think we are to early in this term to pass judgement.
The Geezus's gun idea is actually really easy and simple.
You give Geezus 20000 jpy or whatever then you receive 1042 q5 weps (dont remember exact number). You put these weapons up for sale for 23 jpy, you basically get all your money back while japan gets 4000 jpy in the treasury.
If you had questions, you could have just asked him instead of making an article bashing him for his English... This is his second language so obviously clarification might be needed.

I am not bashing the program itself, I am simply stating that this is why this should all have run by the diet! Citizens should not have to ask questions, the original message should be clear.
If the diet reviewed the program before it was put out, this could have been avoided altogether.

Most of you that dont know of Danyeo he was a former president of japan and an excelent MOD he helped establish the JSDF back in V1 time hes an active player and a great addition to have in japan if youd like to know more about him ask the people that knew him dont just go thinking that fruit dosent know the job of MOS he actually takes that exceptionaly seriously and is the best one we ever had.

Also the diet has NO part in this program so far. It's just a bunch of individuals who contributed to Geezus's good idea into raising revenue for Japan. He pmed others to see who were interested, so I'm not sure what all the fuss and anger is about.
exreality...the issue with that is that he passed off the program whilst representing himself officially as MoF, the text is above and I made this clear in the article.
The reasoning for the title is an analogy, in a political circus, "everything is going wild without answering to authority". This is what is currently happening with the executive overstepping their authority and not consulting congress. If you read the article you would have figured that conclusion.
If I am bashing anything, it is the conduct by which all these programs were handled by the ministers, not the ministers themselves.
Then wouldnt the title of your article be: executive branch overstepping their bounds? Not sure if you realize the connotation a "circus" implies. Secondly the program is voluntary... so he's not forcing anyone to do anything. People can choose to be a part of it if they want..
If I may be so bold, this claims to be legislative oversight at an attempt to ring in a circus, but it presents more like political theater.
Geezus' plan is not new; in fact I have seen this put into practice multiple occasions in small countries. Our MoF is just not a native English speaker, he needs some slack.
And Fruit, while abrasive, is effective at what he does.
The only problem maybe is Nowe and the forum switch, but he has provided ample justification for his actions.
All very true statements...I'm keeping the title as published though, it is an attention grabber and I'm sure these comments will clear things up. My article is basically muckraking after all.
Anyway, I still hold to the point, he should have been very clear that the program was unofficial, particularly if he signed the message as MoF (If you noticed, this article has been clarified clearly in bold print as personal and unofficial right at the beginning, not being a hypocrit here I think).
I meant vMoF, sorry (You can see it is quoted above), and slack regarding the language barrier yes I suppose, I am aware of this. Still, the matter was brought to my attention late last night in congress on the forums when I was about to go to sleep, kept me up and clearly caused quite a fuss, should've been handled better by Geezus.
And ample justification or not that is 100% an official move he needs to go through congress Myung Kei. exreality's exception of not involving the legislature does not apply there.
The main objection people have is that Nowe is claiming authority to change the official forum because he says so. Congress disagrees? President didn't know about it? These points aren't even acknowledged by him when we bring it up. He just keeps saying "This is the official forum now, so you all be quiet."
I wouldn't have necessarily minded changing the forums. But rammed down everyone's throats like this? Just no.
yes but it reminds me of when the switch to nipponblog happened it was rammed down our throats and the people using the nipponblog first was the cabinet the diet soon followed because the cabinet did not switch to the old forums.

If the current Speaker of the Congress would like to abuse her power as a speaker to not take serious control of her self and calm herself, then as a simple congressmen, then I will also not hesitate to begin motion on floor using prescribed procedure to impeach our SoC.
This runaway action to trying to opportunistically use your current position to try to thrown down democratically elected president is concerning, and it should be concerning to eJapanese citizens as well. Yes, there are some shit in eJapan, probably about the same as last Administration. I didn't see you complaining back then, and back then you also used your speaker power to pretty much shut down the voting even when concern was raised. I wouldn't hesitate if you would like to continue this.
Also, one last thing. I love how you put explainable propaganda-like spin on this whole MoF issue.
I, being the MoF, and you being the SoC, I am ashamed our SoC does not take time to read our forum before coming out in open. Within 12 hours since the initial issue came up, explanation of entire situation was given, and other than small vocal majority of trolls, the idea was met with some support.
No money was taken from the treasury and no money disappeared from NBoJ, Ms. SoC.

Danyeo in an old and experienced citizen of eJapan, who served to eJapan much longer than some of us live in it.
As i was the member of eChinese MoFA we cooperated a lot, no matter what has he done after i leaved the game, he helped me many times in past and i simply cant forget that.
btw, a circus has more pros than cons. Who doesn't like a good circus show?

1. Thorough discussion on the matter on the forums on the forums for at least 24 hours, probably more.
2. Formal decision to start a vote in game in the discussion.

How the tanks were to be purchase😛
Last night, Geezus had Q5 Tanks up for 23 JPY a piece on the marketplace. He only said citizens should purchase tanks from him. As he didn't say, "Donate me money and I'll send the tanks" a naive citizen would go to the marketplace, buying Q5 Tanks off him there for 23 JPY.
But by doing so, and selling them again for 23 JPY, they would lose money to VAT!
This message was very unclear and could very well lead to accidental scamming essentially...
"All you need is buy q5 weapons from me" that was his EXACT wording as you can see in the article above. This does not clarify to do only private sale and not use the marketplace...this is my problem with the message as it was relayed last night.
So you are protesting against Geezus for asking random citizens to help out his idea (without saying it was state sponsored program) with bad English (because it's his second language). I didn't see anywhere in his article that claims it is a state sponsored project (because I told him not to claim it until congress pass it). You call this abuse of his vMoF power.

Clearly he learned from his mistake when he sent you a message...I am happy about this if anything, it means that he learned from the mistake and revised his message to make it clear, this is excellent to hear about!

Just because you claim to be unofficial, doesn't mean it relieve you or make you protected from any responsibility of being a Speaker of Congress, you should have know this before you accepted your job as Speaker. I guess you can say the same to Geezus, but what ever. Some trolls from both side will conitnue to bicker this non issue as it is already resolved and this program of Geezus is already ready to be put into voting by the congress.
Also in your proof, I guess he didn't say how much he was selling his Q5 weapon for. But he also didn't say to buy it for 23 JPY. your's just twisting his words there. It isn't too hard to understand if you try to communicate with him (I know it takes effort, but it is possible).
So I suggest either step down as SoC and start propaganda, or retain your SoC position and continue on as being fair, just and neutral moderator of the forum that accurately communicate with eJapan.

Problem is, Geezus didn't advertise it as official. If doctor goes to his patient and says "hey this is me speaking as just your friend absolutely not as your doctor. I can't cure your disease medically, but I think if you do (insert your favorite action here), then you will be cured" and patient listens to him and ends up dead, you say that Doctor has no responsibility? I think not. That is still professional abuse.
Well then the patient didn't listen to the doctor not acting as doctor, it's his fault that he didn't read the fine print.
I can see where this is going already. My response, Geezus didn't give that qualification that he is not speaking as vMoF.
