[CP] Proposed Military Program changes

With my election I stand for some program reform. In the past few years we have focused on ranking up together. We started with Weekstrom, Jordic69 and Fosite giving it their all to create D4 epics. With their weekly 20bn - 40bn damage they allowed others to rank up fast. Eventually players like Fmcv, Blackwidow9, Speed94 and myself took over that important role and more recently we've seen more involvement from a much larger group of players who were interested in ranking up to Legend XX (Mafceez, 911mic, Ynotna, Zeeuwsmeisje, M de Ruyter, Lord jax, ArchAngel70, Ezrail, Driekske and lower division players such as Mists of time, Alex uut Lindt, Pieter Sjoert Gerbrandy and Under Surveillance. Several others also help pre-epic hitting pre-epic and are rewared for their help through the pre-epic program.
The Green beret program focuses on rewarding weekly damage. I wish to change this since most active players who are focussing on their ground rank have over the years become high level Legends.
I propose a change in the program that will make things easier for the Minister of Defence as well as stimulates players to help facilitate in the creation of epics rather than just benefiting from them. The fact that others create epics battles for you so you can save Energy Bars is benefit enough.
The new Green Beret program will incorporate the pre-epic program.
Pre-epic damage will be rewarded
Weekly damage will not be rewarded
Rank ups will be rewarded in currency
Pre-end damage will be rewarded with 15k/Billion
Rank ups Starting from the rank of Titan will be rewarded with 100k cc all the way up to Legend XX.
The Flying Dutchman is a program that like the Green Beret focusses on increase rank in this case air rank. Most of our active placers currently are ranked Group Captain or higher. This was the goal of the program. (Almost) All active pilots are now able to win Sky Hero medals which help them earn gold. Now that that goal has been achieved it is time for the next step. Weekly Air Epics in order for all pilots to rank up all the way to Vice Air Marshalls.
Changes to the Flying Dutchman Program.
Pre-epic kills will be rewarded
Weekly damage will not be rewarded
Rank ups will be rewarded in currency
With these changes everyone is once again able to participate in the Flying Dutchman program where nowadays everyone ranked Group Captains and higher we not able to receive any benefit other than the rank up rewards.
Pre-epic kills will be rewarded with 50 cc/ kill
Weekly kills will not be rewarded
Rank up rewards will be increased
New Rank up rewards:
Chief Master Sergeant and every * gets 15.000 cc
Wing Commander and every * gets 15.000 cc
Group Captain and every * gets 30,000 cc
Air Commodore and every * gets 60,000 cc
Vice Air Marshall and every * gets 90.000 cc

I will give an example from my account:
I did 1.4m of damage with 1330 kills.
By your calculation: Pre-epic kills will be rewarded with 40 cc/ kill
40x1330 : 53200cc.
I created this damage using Stingers. I think this figure will be less if we also consider lower accounts. I think 75cc per kill would be more encouraging. If we are to account for the difficulty of making an air epic, this will be a very fair payment..
75x1330 : 99750cc
The important thing here should be to encourage players who fight in air battles to fight more. It should be to get more players to join. Here's what I've seen for the last 5 months: We're doing an air epic with only 5-8 players. We need to encourage more players and reduce the burden on other players.
We can increase the reward if finances allow.
We need 7.5mill damage let's say with 500 damage per kill. That means we need 15.000 kills
15.000 x 75 = 1.15mill cc to create the epic.
If we can do this I am happy to increase it to 75 cc.
I think we are in a position to finance this with the resources we have. To date, investments have been made for gorund. I think it's time to invest in some air fighters. And I think these numbers are pretty good for building strong players.
There is no point in accumulating cc in the country safe. But having strong players will always mean something. With strong players, resources can still be created. Weak players should be strengthened again with resources.
If the cost of this is going to be 1m cc per week, we should definitely do it.
A figure between 60 and 75 is ideal for this, according to our calculations.

But why per kill, why not per dmg? Damage conts

Damage counts yes but damage per kill is very similar in air since we don't have perception yet. The difference between a GC** and AC* hit is not that big.
I would like to see GC** also hit pre-epic so reward per kill makes more sense. If you tank hard you will make many kills anyway.
It wouldn't be fair for it to be per damage. Because :
A Chief Master Sergeant and a Group Captain have to create very different kills for the same damage.
While one kills 1000 for 1m of damage, the other will not be able to reach that damage with 2000 kills.
Our aim should be to encourage and reward lower rankings as well. So I think the reward per kill would be more accurate and fair.
Important note:
I think those who have eNL CS later should be able to benefit from these incentives 1 month after receiving CS. Or they should be able to get 50% less.
I have 2 recommendations regarding epics, I'll separate them.
1- Sometimes this game does strange things; they are more abundant and impactful during epics at the start of the week. Several times I've been waiting for the campaign to start and it doesn't show up anywhere and when it finally shows up it's already epic. (from those screen shots, it takes about 3 to 4 minutes to make it epic)
My suggestion is that we only start doing damage 5 minutes into the start.
Would this be possible? Would it solve/minimize the problem?

I believe that would be easy to organize, we will just agree and start together at 5 min. But some advice if you didn't try it out yet. I always go to Community My Country page and then wars and refresh there. It always appears before than the ordinary wars page and that is the way I use to share the link before I start shooting.

2- Regarding "cc per kill versus cc per damage" in air pre-epic.
We/this game has a dilema and 2 choices:
a ) per kill is more representative of the effort made and it ignores rank
The difference in base damage between a group captain and a commodore is 10%. Add that to the other bonus and it's 1.1*1.1*1.05 = 1.2705 ; that's a difference of around 27%.
b ) damage is what is important. In many epics we have relied heavily on stingers, which on average for me is a proportion of 1000/( 126*3 ) = 2.64. So if I use stingers I'll get 2.64 less cc. 😐
But if I'm using stingers then most of us are using stingers and they will do almost the same damage regardless of rank and it will all be proportional and fair.
The difference between a ) and b ) will be more noticeable in the total amount of money paid by the country; epics done with stingers will pay something like 2.64 times less cc.
But... we all have stingers then it's easier to make an epic therefore the reward should be lower.
Enough thinking for today.
I like that rank ups for air will be rewarded, but it's a pity that the damage per week doesn't count anymore.
Further changes sound good.
Damage per week takes a lot of time to track for MoD
It also excludes Legend XX since they are already max rank
If you now participate in pre epic battles you earn double the previous reward in other words it is high reward
If you use the epic you can sustainably rank up continuously
It's a win win that re-engages Legend XXs to create epics for Lower legends

Sounds sound to me. Most folk almost LXX so it's time to put the focus on getting strong in air as well.
