Dear citizens of the eNetherlands,
Who would expect just a time ago to have such a lively political environment in the eNetherlands? As such, political parties should be responsive and Revolution and Libertas heeds your call! And so comes to live 'Revolutionary', the regular periodic of our party describing recent events and our view on them. So what do we have this time around?
With excitement we have watched the recent Congressional Elections unfold. Our volunteers endlessly campaigned around the country and have been rewarded with an excellent result. While we're sad that we could get our comrade Kaczyk in Congress, all our other candidates have been elected. Where others have lost, we are firmly in place as the 2nd Party in the eNetherlands with 25% of the Congress Members being a member of Revolution and Libertas. What a change from just a few months ago, when we were down to the last position. The Revolution is still desired by the Dutch people, it only needed a lighter to inflame it! Ever since we are steadily improving our results month by month.
We'd also like to congratulate Geuzen Partij Nederland with their election victory. No longer a relic of the past, it seems to have reformed into a respectable party again that is active in the media. May I remind you that it was GPN that together with us was way ahead of time in questioning the dreaded Forum? Never have I see more truthful prophecies!
Our elected members of Congress, NoTie112, ElGorro, Europecrisseswar, MaartenW and MDSanderon, have all immediately taken office and started working. ElGorro is en route to being re-elected Chairman of Congress and continuing his excellent work. Some may oppose the 'Medal Tax' on Congressional Medals, but considering it is still around Revolution et Libertas is not about half measures and - as only party - contributes 100% of the Medal Gold to the eDutch state making ourselves the biggest contributors. Not to mention that members like MaartenW and Europecrisseswar are occasional donators to the Flying Dutchmen and ElGorro a donator of Fun in for example his 'Who is it?' article series. We are in there for the Dutch people!
Revolution to the Top!
With an incredible election result behind our backs, we will strive to protect and improve the Revolution that has been occurring in the eNetherlands with our progressive allies. We have started debates on the abundant Laws on the 'Chairman of Congress' that are potentially threatening our Democracy and its efficiency. The main representative of Congress, the Chairman, should never be overruled by someone who has not been elected by the people. We don't need situations from the past, in which elitists appointed a Czech Country President to rule supreme over our rightfully elected Members of Congress!
Internally we have also been discussing proposals on the Finances of the eNetherlands. It may seem like a very boring subject, but it's money rightfully used on Programs that fuel the Revolution. We're never a fan of too much made-up regulation, except where it's 100% needed and this is such a case. Current Laws on ''Our Money'' are empty shells with numerous loopholes, which I, NoTie112, has encountered during my tenure as Minister of Finances. The recent proposal by Janty F is a good start and we're looking forward to cooperate with all willing parties on this.
All money being circulated should be transparent and accounted for, not hidden away 'out of circulation'. On the other hand, the 'Emergency Fund' should not be the elephant in the room that blockades progress. It needs to be adapted into a general Treasury that can be used in case of several income shrinking, continuation of Programs and wars, without political games played over it that hurt our nation. Responsible accounting means more money being spent on the People!

... as MoF, you could and should easily do that though, people can be transparent voluntarily without enforcement of the law. Maybe we need another type of revolution in that department, someone new with fresh ideas 😛 .
On other note, as majority of citizens are not expert on the monetary subject, it is hard to put up complex proposal forward, which is also easy enough to explain and get people's attention. That's why I personally believe governments need to set up their own internal budget regulations first in compliance with the Law. By following and implementing these regulations together with the current Law, people will learn to accept them and get accustomed to them. And it will therefore be later easier to implement them legally.
One of the regulations I would personally implement is "ministry reserves ceiling". Each Ministry would have certain reserves of money on their org as a minimum, which should be high enough for 2 months of spending. These reserves would be re-filled at the end of each term based on actual spendings. Currently, we usually give ministries budget on the beginning of the term, when we cannot predict the actual spendings (so we conservatively just send ministries more money than they can spent, so they never suffer from shortage). By implementing such a ceiling, we would (as you say) made sure money are in the circulation, and where they are actually needed. Also, I believe that by implementing measures like these, we could soon discover we coul lower our in-game taxes again (which is another important economic goal we should focus on 😉 )
I can't deny that our ancient system has been easy to use for me as Minister of Finance. It allows flexibility in building up reserves (as transfers = ''spending''). But after such a long while of very very healthy budgets and worries about wrong people ending up having access to it, the use of that may be overrated by now. As MoF I'd be happy to re-work that in the last days of this term, as I most likely won't be Minister of Finances. A revolution in that department is indeed needed and I'm interested if anyone will go through the mess of for example re-doing our unreadable sheet for example - That person I will glorify as a Money God 😃
I am definitely a fan of the ceiling idea, Although there should be some differentiation, we can't for example now suddenly give all Ministries money with respect to the budget, and I would fix it to a more static % of the monthly budget.
Well, even small steps help - if you think some parts of my proposal were good, use them or improve on them. Personally, I will always support anything, which will lead to increased internal transparency of finances (internal as in "accessible only to Dutch citizens, or in case of some real sensitivies, only Dutch Congress). And re-doing sheet is not THAT hard, though for someone, who uses it for quite some time, it might indeed be a difficult procedure.
Well, if we implement ceilings, one budget will simply have to be used for filling those ceilings. Though, as MoD and MoF are way above their ceiling (by any method imaginable to me), CP org also havs something... so the only one left is MoHA/E, and they do not need much 😉 . Not sure, how it would work with "%" of monthly budget - it could be used as some sort of maximum, in-case some Minister would spend too much, and demanded excessive refill of his ceiling (so we would set limit of like "maximum 33% of the budget")... but I do not see any other application from your comment.
