Hello,
I'm going to keep this short and simple.
Bring back work skill.
Different skill level, different salaries, different production outcome.
Merge all bonuses into one for each different industry.
Resources should be set to "Normal" or "High" and there should only be one resource per region.
Default production should be 100%. A region with a "High" resource should yield an extra 20% ( 120% ). This works for both raw and final products.
Regions shouldn't have to be connected to provide their production bonuses. There shouldn't be any nerfs because of that.
Reset the map and shuffle resources.
Remove work as manager.
Add more regions to certain countries.

Not so sure about removing WAM entirely - maybe there should be a limit on the number each day that for example would reduce the amount you could fight. Apart from that sounds good - a return to some form of V1

If we have the military skills, we obviously need work skills.

Bringing back the working skills would only delay the inevitable problem...
What happens currently with strength and ranks? In a couple years, the players that have been playing for long, will be the perfect workers, while newbies wont be able to produce enough to earn for eating.
First thing admins must address is the "Timespan" of the game. After years, creating a new "fill this bar with your daily logins" is simply not good enough...
With the weekly challenges, they could have improved the situation (like for example, creating DIFFERENT weekly challenges for the DIFFERENT people, like for people who focus on economy, or aerial, or terrestrial, etc, and if you are newbie, you could have different milestones that give you strength or ranks or stuff).
When they address the challenge of keeping the pace of newbies, then you can think of improving the current state of the game, otherwise you will just be putting a bandage over a huge hemorrage...
