In the previous article we told you about party elections. Now we will tell you in this article more about Congress and congressional elections.





What is Congress?

Congress is the main legislative body of eRepublik nations. It is the place where elected candidates for Congress decide about political, military and economical future of a country by proposing different Laws. These elected candidates are called congress members.

How to become a candidate for Congress?

To become a candidate, you must have at least 100 Experience points. There are two basic ways to reach the party page where you can put your Congress nomination. Between the 16th and 23rd of the month you can:
- Go to your party page - Click on Community - Party.
- Click the button - Run for Congress.
- Read the statement and enter a URL for a presentation on why people should vote for you. This can be a newspaper article, a forum topic, or a link to your wiki citizen page.
- Click Agree


- The screen will refresh and you will get the message: You have applied to represent your party in the congress elections. The party president will select the official candidates on the 24th.
- The Run for Congress button will be replaced with two new buttons:
- click the resign button to resign from the candidacy;
- click the Edit Presentation button to edit the URL for your presentation.



On the 24th the list for congressional candidates will be closed and the party president will have the ability to manage the position of the members on these lists, if the list has more than one candidate.
Only candidates for the top five parties will be allowed to run for office.
Country Presidents aren't allowed to run for Congress.




The party president will choose the candidates on 24th of the month in the following manner:
- Every party can propose a maximum number of candidates equal to the maximum number of Congress seats in that country.
- Set up a national list (instead of a regional one) with all the candidates in the exact order the party president wants them in the Congress. This is very important because the chance to join the Congress is higher for the ones in the top of the list.
- If the party president does not decide the order on the 24th, the candidates will be on the list based on the rule “first come, first served”.
- The Party president can only decide the priority order, but he cannot choose to have less official candidates than the maximum number of seats his country has.
- The parties that are in top 5 on every 25th of the month at 00:00 will be the ones able to have Congress candidates.
- If a country looses regions between 23rd 02:00 and 26th 06:00, the number of congress seats will not be modified.
- A country will have a congress election if they have at least a region on every month on 23rd 02:00 and 25th 00:00 and 26th 06:00

Voting process

Congressional elections are being held on 25th of every month. Citizens from each country vote for their preferred party to represent their country.

At 00:00 (eRepublik time) on the 26th of each month, the voting ends for the Congressional candidates. The final results are released 6 hours the next day as part of the Anti-Cheating Project undertaken by eRepublik Admin on Day 912 (May 20, 2010). From 00:00 to 06:00, there is a delay, during which the results for the election are displayed as Intermediate Results. The previous month's congress members keep their seats during this time, whilst Admin checks that no Multi-accounts were used to elected congress members. Rewards and Alerts are then sent to the members, if they are legitimately elected, and the results in the election are changed to Official results.

About laws:

For every proposed law, there will be a Debate link for the Congress members/President to specify a discussion area.
Like stated before, the Congress Members can propose only 2 laws in a mandate, while the Presidents can propose an unlimited number of laws.
If the law's voting process has not been finished, the same type of law can not be proposed.
The voting process period for each law is 24 hours.
In order for a law to pass, the majority of votes must be in-favor (in case of a tie, the law is considered to be rejected), even if only one vote has been expressed.
An exception is the President Impeachment law, that requires 66% in-favor votes out of the expressed votes.


The President can also vote the proposed laws. So, basically, the President and the Congress Members can vote once for each proposed law.
