3. MINISTRIES

3.1 Ministry of Security (MoS)

3.1.1 Manpower Allocation
MoS will be headed by both Eruis and Mdeusa03.

3.1.2 !!
The MoS of eSingapore is responsible and entrusted with overseeing the national security needs of eSingapore. Its mission is to (a) deter potential aggressors, and should deterrence fail, secure a swift and decisive victory for both our Homeland and our allies. (b) To develop our citizens into a well-trained, elite strike force capable of performing a spectrum of operations to protect our interests and those of our allies. The directorates of MOS are as follows: Department of Defense and Immigration & Internal Security.

Department of Defense (DoD)
For the month of June, DoD aims to have more operations for its recruits to build up experience and activity. If applicable, any participation in any battles will be sub funded by the countries involved rather than Singapore footing the bill alone. 20G will be allocated for this specific purpose. This constitutes 50% of MOS’s total budget.

We will in attempt to set up a Q2 weapon company together with an export license and have it properly staffed. To cover the cost, we will be selling off the preexisting 600 out of the 1360 Q1 guns which the government is currently holding. The Q2 weapon company will be solely run by DoD and staffed by recruits. For any profits generated by the Q2 weapon company, 10% will be transferred back to the government. The Q1 weapon company will be operational but mainly for new citizens with low skills. 20G will be allocated for this specific purpose including the purchasing of raw materials. This constitutes 50% of MOS’s total budget.

In additional, there might be some restructuring pertaining to HG and TW for quicker mobilization.

>> Governance
The DoD of eSingapore will be adopting a four-tier system, consisting of Recruits, Regiment Leaders, Commanders and the Department Head of Defense.

Recruits, are the basic building blocks of the military. They are to be, at all times and regardless of the circumstances, compliant with the orders given by their Regiment Leaders; and Ensure that they train everyday, and those residing in countries with open or training wars are to, where possible, take part in every battle so as to increase both the military's and their own strength.

Regiment Leaders, They are to report to the Commander twice within a predetermined duration of time; and Ensure information disseminated by the Commander is passed on speedily and effectively to those under their charge.

HG Commander; He &/or She is to look at the numbers/ growth of the regiment and decide when it is most appropriate to recruit; He &/or She is to look at the capabilities of the entire regiment, analyze and assign missions in the monthly training programmes to the various regiments under his &/or her charge; and He &/or She is responsible for the management of the Regiments (and the Regiment Leaders), the request and distribution of resources, and all personnel management (including transfers and promotion).

Department Head of Defense; He &/or She is to act in accordance with the direction given by the Ministers of Security &/or President, and direct DoD recruits to battle in military exercises &/or war.

>> Structure

(a) Guarding of Homeland
Designated regiments to guard the homeland (rotate once monthly), so as to enable swift response during an emergency. The designated regiment which is free from any missions of that month, but may take part in any domestic conflicts or allies' wars. During the period in which the regiment is home stationed, no recruits are to leave without authorization from their Regiment Leaders. Should there be any exceptional circumstances in which they have to leave; all personnel are to seek clearance from their Regiment Leaders.

(b) Training
By taking each month to be 30 days, all personnel are requested to train for at least 22 of those days. If there are special reasons for not doing so, all personnel are to inform their Regiment Leaders. Under normal circumstances, all Regiment Leaders may freely deploy and decide the movement of all training recruits. During the period in which Regiments are training, all personnel shall abide by the directions given by Regiment Leaders. If there are reasonable problems in doing so, all personnel are to seek clearance from the Regiment Leaders.

(c) Training Wars &/or Military Exercise
The State shall from time to time be involved in SOL's (or the allied nation's) military exercises, so as to hone and demonstrate our military might. The time and venue of such exercises shall be disseminated by the general via the chain of command, and will be the Regiments' mission. During the exercises, all personnel must be present (apart from those with valid excuses). Such personnel are to inform and seek clearance from their Regiment Leaders.

(d) War
In the event of war, all personnel are to await orders from their respective Regiment Leaders to engage in battle. During war, all recruits are to be available.

(e) Congress &/or Country President Elections
In order to maintain the Country's sovereignty and the stability of the political system, the Ministry of Security may, depending on real-time situation(s), order recruits to return to eSingapore so as to aid in the elections. During the elections, all personnel must be available apart from those with valid excuses.

Department of Immigration & Internal Security (DoIIS)
A department under the Ministry of Security and leaded by TheDark. TheDark will also be supported by another officer which will be announced at a later date. The department is in charge of immigration process; ensuring that the movement of people is legitimate and lawful (sounds a little too good to be true thou). DOIIS will focus on improving the existing immigration procedures which is already in placed. Applications will be make via goggle spreadsheets which the applicant could check his application status. DoISS will also be largely responsible for activating “PTO Contingency Planning” which will be announced later.


3.3 Ministry of Foreign Affairs (MoFA)

3.3.1 Manpower Allocation

3.3.2 !!
The MOFA of eSingapore is responsible for Singapore's diplomatic relations with other eCountries and international eorganizations. Its mission is to advance eSingapore's strategic, political and economic interests through effective diplomacy. The directorates of MOFA are as follows: “Sol”, “Brolliance, Eden & ENT” and “Phoenix”.

For the month of June, MOFA aims to continue strengthen relations with our SOL alliance neighbors (eChina, eMalaysia, eBolivia, eThailand, eIsrael and ePhilippines) and other key regional ecountries. (Please note that Singapore generally has much good relations with majority of the eCountries except maybe for eSouth Africa which was recently strained a little.) On the multilateral front, we will continue to play an active role in shaping and strengthening SOL’s architecture and mechanisms.

MOFA will:

>> Proactively Participating And To Set An Arson To SOL
Contribute and continue to play an active role, and to participate in efforts to enhance our roles and influences in SOL. Will push for better integration and coordination within and of SOL’s political, economic and military blueprints, so that SOL remains relevant and central in the regional architecture.

230G will be allocated to our participation in SOL’s wargame and a MPP with Malaysia. (Please note that with the recent region happenings, alternatives will be up for consideration.) Another 25G will be allocated for eSingapore support for SolDier. This constitutes 94.4% of MOFA’s total budget.

>> Reinforcing eSingapore’s Brand
To enhance eSingapore’s relevance and standing in other alliances and key regional ecountries in collaboration with other SOL alliance neighbors and key ecountries, through constructive participation and by continuing to build goodwill for Singapore and profile the Singapore brand name through outreach activities and cultural (Not sure if we have, but lets try nevertheless!) efforts. (Please note that Singapore generally has much good relations with majority of the eCountries except maybe for eSouth Africa which was recently strained a little.)

Working with “Department of Strategic Planning” to profile eSingapore and attract business owners to establish their companies in Singapore. With the possibly of half license expended to companies owners for the export goods &/or resources to Singapore. 15G will be allocated for the possibly of half license expended to companies owners. This constitutes 5.6% of MOFA’s total budget.

In addition, MOFA will be adopting a risk based approach and responsible in updating its “eCountries Risk Indicator” and partially “Singapore Blacklister List”. Both lists will be used by “Department of Immigration & Internal Security” and “Department of Strategic Planning” in determining the approval of citizenships and government grants.
