Estimados ciudadanos de eCuba:

Al asumir el nuevo gobierno nos encontramos con que los fondos del Estado habían sido traspasados del Banco Central de Cuba al Tesoro. Como sabrán, de los fondos del Tesoro no se puede disponer si no es a través de una ley de de donación.

El nuevo gobierno necesita fondos disponibles para: devolver los impuestos a México, de acuerdo a lo pactado en la TW (el gobierno anterior no realizó la última devolución y estábamos atrasados); disponer de fondos para las ayudas votadas por ley a los campos de entrenamiento y a los contratos; intervenir en el mercado monetario y de ser necesario disponer del Presupuesto Militar.

Por este motivo enviamos al Congreso la ley de donación de acuerdo al apartado sobre leyes ingame de la Ley de Procedimientos del Congreso, en la cual queda claro que para las leyes ingame no es obligatorio un debate previo.

De esta forma el Congreso soberano, tal como lo establece nuestra Constitución, ha decidido, aprobando la ley de donación.

Dear eCuban citizens:

When assuming the new government we find that the funds of the State had been transferred from the Central Bank of Cuba to the Treasury. As you know, Treasury funds can not be made available if it is not through a donation law.

The new government needs available funds to: return taxes to Mexico, as agreed in the TW (the previous government did not make the last return and we were behind); to have funds for the aid voted by law to the training camps and contracts; intervene in the money market and if necessary to have the Military Budget.

For this reason we sent to the Congress the law of donation according to the section on ingame laws of the Law of Procedures of the Congress, in which it is clear that for ingame laws a previous debate is not obligatory.

In this way the sovereign Congress, as established in our Constitution, has decided, approving the law of donation.
