I condemn their behavior (please consider for future reference that many in eSpain do, including the government), but some of them actually might stay and do something good for the country... one can only hope for the best.
the admins must edit the game! any palyer who runs and wins in congress must be "locked" to that region and country for at least 30 days to ensure they live up for the 5 gold they got! This is gaping loop hole of the game that is one of the roots of evil in the eWorld.

It is a great plan! I personally could not done better.
If a Spaniard leaves, that means one less vote in things proposed and one less congress member. If they stay, they'll probably vote for what the TOers would choose, which makes it more likely to pass or not pass (whichever they prefer). The TOers would get what they want to go their way. It's more of a win/win situtation for them. 5 gold each if they leave, or a country of their own.
^All of that can happen IF they're the majority in congress.
