Without respect to context, to politics, to the vagaries of "international diplomacy" comes a voice from the past.
I have read the news from time to time, but I have not much played in 230 days. This voice echoes from then. From when an idiot Canadian and an idiot American sat down and signed something called the Brolliance Treaty.
Here is the text of that treaty.
"Purposes:
1. To cement for as long as possible the bromance between the countries of the United States (herein referred to as "the US") and Canada, and lead to a meaningful, lasting and completely heterosexual relationship.
2. To prevent any man or woman from getting between our love.
Terms:
1. Canada and the US may not declare war against each other, neither by a presidential declaration, nor by using the Chain Reaction technique, unless both Presidents agree to waive this term for a specified length of time by notice in this contract thread.
2. Neither country may take possession of the other's currently held territory, unless both Presidents agree to waive this term on a region by region basis in this contract thread.
3. Both countries agree to never give up on each other, never let each other down, and never run around or desert one another.
4. The length of this Alliance shall be 1234 days from the day that this contract is signed by the presidents of both Canada and the US.
5. The contract becomes valid when it is signed by the presidents of Canada and the US
Consequences:
If either party breaks the first or second term of this agreement without that term having been waived, they will pay 12345 gold to the treasury of the other party. The party who must pay the fine will be the one who initiates the war between the two countries, either by presidential declaration or by using the Chain Reaction technique. The fine will be paid from the official treasury organization of each country(Canada: Revenue Canada; the US: Congressional Budget Office) to the official treasury organization of the other country. If there are not enough funds in the organization, then the difference may be pulled from the official country's treasury. If there still isn't enough gold to pay the fine, then a long-term payment method will be worked out between the two countries. If an agreement cannot be met, then both sitting presidents will be banned.
If a party breaks the second term - if original territory is taken without the term having been wavied for that region- breacher of the contract is required to pay cost of a resistance war to return country to its original owner
Conclusion:
To accept the terms of the agreement, presidents should sign and quote the terms of the agreement. Extensions or modifications to the contract should be signed by the presidents of both countries."
I helped write that treaty. I signed that treaty.

I'm pretty certain declaring each other NE is de facto declaring war thus violating 1. I'm glad you didn't interpret law so poorly while your with me on the SC.

The contract was poorly worded. Why they chose to limit the ways war could be opened was foolish.
One cannot foresee every possible way the admins may change the game, and then account for it in a treaty. 😛
The spirit of the law is infinitely more important than its technical interpretation.
The eUS clearly broke the spirit of Brolliance and let its own selfishness and greed get in the way.

Canada proposed the NE on America first, which is pretty much them declaring war. Would this not mean that America is to receive the 12345 gold?

Evry it was an agreement by both CPs. We used Alaska for oil. I was a part of the government that made this agreement.
I thought this was a mutual Training War for Ranking etc.?
While I agree that the eUSA is in breach, there would be a lo of wiggle room given that the deputy speaker of the Canadian Congress proposed the eUSA as a NE before the eUSA did.
I say that both parties agree to forgive and forget... or continue this war, draw battle lines, divide up allies, and spawn new global alliances, either way.
I would prefer forgive and forget.

Canada proposed NE USA last month as well.

Nobody pushed the "Declare War" button, nor did the Chain Reaction thing happen. As Trenton proved to us, there is a BIG difference between it and the Natural Enemy button.

This is where the contract actually kicks in. If US wins Manitoba, then they owe eCan the money. If they lose and eCanada retaliates, eCan owes the US the money.

The citizens in each country still love and support each other, so this one is intact.

When was this signed? Nave's Toe was 1550 days ago (or so) and this one was signed well after that so the treaty is in effect.

Chances are there will be no Gold and no agreement. Rylde and Evry will be banned.

Even so, Captain K's NE proposal a few months ago and the Alaska issue would have triggered the contract. Nevertheless, the taking of Manitoba would be the first major and official war action since the Brolliance was formed. The others were lulz and/or agreed upon.
I will ask the Supreme Court of eCanada to help us intepret this rather curious document Jacobi has dusted off for us : P

No context is always a fail game. It is highly laughable to spout off about others "owing" you gold as a nation when you cannot get your ducks in a row and compel your own traitor to deliver on his debt.

IMO This is where it gets tricky to say who broke the treaty, because I believe eCanada proposed the NE first, but it failed, so technically, at least under eRepublik military module terms, they arent the agressors, but common sense would argue that they initiated the conflict first by proposing the NE, so basically IMO "initiates" isnt properly defined.

Considering that proposing an NE is not difficult and, if it doesn't pass, accounts for no de facto change in the military module (just as proposing an impeachment of the CP doesn't result in the CP actually being removed from office until it actually passes), a declaration of war would not actually occur unless the NE passes.
Just like with the RL US Congress. While they have the power to declare war, such a declaration doesn't occur until it passes the Legislative Branch.
