Where is missing food bonus puzzle?

Greetings Swedish people,
As you all can see Sweden has 7 of 10 world resources. Only sulfur, rubber and grain left. I made plan for taking grain resource which is only one for food left for Sweden. Plan consists of three phases which will I present you in this article.
I think that this image tells you more. Idea is to swap regions with ABC countries frow which we'll all have benefits.
There are these phases.
First phase:
Latvia takes Laane-Eesti. Latvia will lose their own fish region in this but because Estonia has it more they can give one to them.
Second phase:
Lithuania will take Zemgale and Kurzeme from Latvia. They need fish because they will lose their own fish region. They need to take Zemgale because of connection and that wont be problem because Latvia has two cattle regions.
Third and final phase:
Sweden will take Minor Lithuania and Samogitia. Lithuania has two grain regions and they will have fish in second phase so that's not problem.
After all this Sweden will have 8 of 10 resources so bonuses will be 100% on food and 60% on weapon. It looks like ABC doesn't get anything from this but they do. One of them, Lithuania, will get +20% because of cattle so they will produce more food and that ally will be a bit stronger.

currently lithuania doesn't have where to get weapon resources, i think that is good to have at least one more food resource for +20% when it can
if country needs weapon maybe something about between countries can be done, export-import or something like that

@electro-boy, about Lithuania and Latvia regions swap, we were talked months ago. Then, we wanted cattle, but Latvia disagree with any swap which involves their originals regions. Btw, our enterpreteurs(i dont know how its spelling xD ) prefers weapons resources.

Im always like to talk with smart guys. : ) and one more thing - i think those swaps would be too hard to control, cos 4 countries would be involved. Also, you should think about current situation, then ABC is at war, same as you, so those swaps would be more useless(inf draining) than useful. : )
ofcourse problem is that every many countries are involved, but i don't think there is threat to any of it, they are all surrounded by allies
Yes, but its only temporaly. Russia will regain regions shortly(as i think). Also Estonia is fighting against Finland and Norway. : )

And such a region trade would cement the Sweden/ABC alliance leaving Sweden with nowhere to expand, while ABC can safely expand into Russia and central eastern Europe.

Sorry, but with the aggression towards Finland and Norway the picture have changed, I doubt the joining between Sweden and ABC will last much longer.
