Cinco cosas hieren y ofenden al pueblo:

1. Los funcionarios locales que usan su cargo público para beneficio personal, aprovechándose deshonestamente de su autoridad, con un arma en la mano y el sustento de la gente en la otra, corrompiendo sus puestos y sangrando al pueblo.

2. Los casos judiciales en que un delito grave recibe un castigo insignificante; cuando hay desigualdad frente a la ley y los inocentes sufren castigos, e incluso la muerte. Cuando los crímenes más serios se perdonan, se apoya al fuerte y se oprime al débil. Cuando se aplican penas extremadamente duras y se tortura al pueblo injustamente en busca de pruebas.

3. Los funcionarios que condenan el crimen y el vicio en público, castigando a quienes protestan en su contra, anulando su derecho a apelar y ocultando la verdad, saquenado y arruinando vidas, injusta y arbitrariamente.

4. Los funcionarios superiores que cambian a menudo sus jefes de departamento, monopolizando la administración del gobierno y favoreciendo a amigos y familiares, al mismo tiempo que tratan injustamente a quienes les desagradan, actuando de forma opresiva y perjudicándoles. Los funcionarios que usan los impuestos para aumentar sus ganancias, enriqueciéndose y enriqueciendo a sus familias con chantajes y fraudes.

5. Los funcionarios locales que adaptan subjetivamente las recompensas y multas, benefician sus propios proyectos, y establecen arbitrariamente los precios y medidas, por lo que como resultado la gente pierde sus trabajos.

There are five things that hurt the people:

1. There are local officials who use public office for personal benefit, taking improper advantage of their authority, holding weapons in one hand and people’s livelihood in the other, corrupting their offices, and bleeding the people.

2. There are cases where serious offenses are given light penalties; there is inequality before the law, and the innocents are subjected to punishment, even execution. Sometimes serious crimes are pardoned, the strong are supported, and the weak are oppressed. Harsh penalties are applied, unjustly torturing people to get at facts.

3. Sometimes there are officials who condone crime and vice, punishing those who protest against this, cutting off the avenue of appeal and hiding the truth, plundering and ruining lives, unjust and arbitrary.

4. Sometimes there are senior officials who repeatedly change department heads so as to monopolize the government administration, favoring their friends and relatives while treating those they dislike with unjust harshness, oppressive in their actions, prejudiced and unruly. They also use taxation to reap profit, enriching themselves and their families by exactions and fraud.

5. Sometimes local officials extensively tailor awards and fines, welfare projects, and general expenditures, arbitrarily determining prices and measures, with the result that people lose their jobs.

These five things are harmful to the people, and anyone who does any of these should be dismissed from the office.
