Voting rights for small parties

Today an important proposal is accepted by congress. The so called "small parties" gained voting rights in congress.

As you know, in eRepublik only the 5 largest parties (based on the ammount of members) can have candidates for the Congress Elections. The small parties were not represented.
2 months ago the HoC accepted a proposal to give those small parties some representatives in congress. However, they didn't get voting rights.

A week ago, The Right Party and the Movement for Democratic Unity proposed to give the small parties the right to vote in congress. I supported the proposal.


How many seats will be appointed?
That depens on the number of members the small parties and the large parties have.
An example:
There are 40 'real' congressseats. If the total ammount of members from the large parties is 500, and if the small parties has 50 members, there will be 4 'appointed congressmen'.

How will those congresseats be devided among the different small parties?
With the "d'hondt system": "Number of votes" will in this case be equal to "number of members".
This system gives more seats to 'large small parties' and will give no seats to 'very small parties'. So a party with 3 members will not have a seat.

Why should the small parties be able to vote?
The 'big5-rule' only exists because the admins programmed it. But there is no rational argument that justifies this situation, a party could be 6th biggest by 1 member but be completely unrepresented, whilst the 5th party has several members in congress. And there is no doubt that the parties outside the top 5 can provide polititions of an equal class to those that are part of the top 5 parties. Providing some interesting proposals and helping to debate in equal measure (Kboomer and Big Boy Bulley are but 2 examples of this).

What will be the effect of this proposal?
This proposal makes sure that the appointed congressmen are member of a small party that have a certain ammount of support. Gaining the first seat in congress for a small party will be considered as a 'mile stone'. It gives a small party the opportunity to proove that they are able to function in congress.
In the past, people often choosed to become member of a large party. If they were member of a small party, the chance of becoming a congressmen was almost zero. If a party tumbled out of the Top5, the number of members went down (TRP is a good exemple of this). With this proposal, small parties will gain members because it's possible to become a congressmen even if you aren't member of a big party.
Finally, this proposal will create a dynamic political landscape. It will be possible to start your own party, gain members, and get your first congress seat (on the condition that you're party has enough members. So you need a certain ammount of support). Members of big parties will maybe choose to become member of a small party, now they know that their favorite party is represented in congress.
