Vital Citizen of the Month

This was announced in my very first introduction to my hypothetic legislature, but as I promised to explain a little bit more of it I will do that now. The title seems to be so strange, but in my opinion it can be a nice way to unite our country if we use it properly.
To introduce this concept came to my mind when thinking about ways to rise participation of our citizens in a productive way, to help the country to develop by the participation. And, if you think about it, what can incentivate more our creativity than giving prizes for it?
It is here when appears the term Vital Citizen of the Month. And I have thought about two basic rules to avoid corruption what has to be one of the biggest ways to make citizens active:
- The first one is that it would be forbidden to prize someone that is in the Government that month.
- Next, the winner would never be the previous President, nor somebody that is going to fight electorally to be elected as the next one.
And this person, how must be chosen? So I believe that it would be good that our representatives on the Congress choose someone to take this honor, which will repercute in so many ways in the future that I’ll explain later in this article, so it must be chosen having thought about that previously. In the case we don’t have a Congress, this should be done by public elections, and approved by the unanimity of the Government.
What if you get elected Vital Citizen of the Month? Apart from the honor of being elected as that, this good citizen will get some Gold as prize, with a variable quantity depending on the economic situation of the country, having 5 as max. and 1 as min., and it will be obligatory for the next CP to include this person in his cabinet as a minister of his election, without any discrimination.
This privileges, apart from incentivating the creativity and motivating our citizens, will help to distribute the economy and to have new names of all our factions in the Administration with new ideas in a Government that, otherwise, will become obsolete. Because this country deserves all of our efforts.

Això ja va ser anunciat en la meva introducció al programa, però ja que vaig prometre explaiar-me una mica més sobre el tema ara us l'explicaré detalladament. Sembla un nom estrany, però trobo que pot ser una eina de cohesió útil si la utilitzem bé.
Introduïr aquest concepte se'm va acudir tot pensant en maneres de fer participar a la gent d'una forma productiva, ajudant al país a tirar endavant participant. I bé, si ho penseu, que millor per a incentivar la creativitat que premiant-la?
Aquí apareix el terme Ciutadà Vital del Mes. I he pensat dues regles bàsiques per a evitar corrompre el que ha de ser la punta de llança de la participació ciutadana:
- La primera d'elles serà que no pugui ser premiat algú que participi en l'equip de Govern d'aquell mateix mes, cosa que trobo necessària.
- Després, no podrà ser nomenat el President de la legislatura immediatament anterior, o un ciutadà que es presenti com a candidat per les següents eleccions.
I aquesta persona, com seria triada? Doncs trobo que allò ideal seria que els nostres representants al Congrés escollissin algú per a rebre aquest honor, que comportarà unes responsabilitats que després explicaré i que per tant haurà de ser adjudicat amb cap. En el cas de no tenir una cambra de representants operativa, com passa ara, la tasca d'escollir aquest ciutadà hauria de venir del Govern per unanimitat després d'una votació popular.
Que implicaria ser triat Ciutadà Vital del Mes? A part d'un prestigi que serà creixent a mesura que el guardó adquireixi notorietat, aquest bon ciutadà rebria també un premi en Gold, variable segons el moment econòmic que passi el país, amb un màxim de 5 i mínim de 1, i seria obligatori per al President del mes següent incloure'l dins el seu gabinet com a ministre de l'elecció del ciutadà, sigui del partit que sigui.
Aquests privilegis, a part de, com he dit, incentivar la creativitat i motivar la ciutadania, ajudaran a repartir la riquesa i, sobretot, a no enquistar el poder, a veure noms nous en l'Administració i a fer arribar noves idees a un Govern que, d'una altra manera, acabarà estancat. Perquè aquest país mereix tot el nostre esforç.
