The new resource system has 10 raws. Each one gives you a 5% manufacturing bonus, and presumably can also be used for something and therefore exported. The highest amount of weapon materials (rubber, oil, aluminium, iron, saltpeter) is 3 types per country, the highest amount of food resources is 4 (3 if you discount Croatia). This article ignore colonies, as they are too insecure to attract long-term investment with the current lack of defensive bonus from the new war module.

The countries with the most of each class of resource (food or weapon boosting) will be the biggest exporters - like Russia was in V1 with 1 of each resource. Countries with less than 2 of a resource will struggle to compete, being 10% less productive, and will have to import finished goods or pay higher prices with high import tax (bad idea!).

The new system has left us with 31 countries which will need weapons imports (17 EDEN, 10 Phoenix, 4 other) and 7 countries needing food imports (5 EDEN, 0 Phoenix and 3 other). This need will be met by the weapon exporters - 4 for weapons (Aus & China for EDEN, the UK for Phoenix and India for other) and the food exporters (8 EDEN, 4 Phoenix, 2 other).

This is unbalanced, with EDEN having many more exporters (10) than Phoenix (5) or others (3). However, we (PH😵 do not have as much need for food exporters, with no country having less than 2 food regions, so no country is producing at less than 95% of maximum efficiency. As such, Phoenix willl need to protect their only weapon exporter (the UK) to use them to supply countries such as Turkey, Portugal, Lithuania, Estonia, Slovenia and Macedonia, all of whom are less than 90% efficient. Croatia is the most productive country in the game, with 4 original food resources, making it the most efficient food producer in the world. It should be constantly targeted by Hungary and Serbia, in order for them to enter productive +15% mode, which they currently do not have for either type of finished good.
