On day 1,761 there are captain elections. You can run for captain on day 1,760 (click SHIFT+M and run).
Candidates must be active each day to set orders. Candidates best say something in the military unit feed. I have asked some soldiers to run in the regiments where there wasn't an active captain anymore. Each regiment will have either an active captain or a new one running for it on the 15th.
Best is that all active captains become candidate on the 14th. Anyone else may run, it are free elections.

On the 15th the members of the regiments can vote for their captain.
To vote click SHIFT+M and make your choice. Be active!
