The other are right about your group proposal.
Law proposal should be used seriously and not be used for a joke.
If those proposal was accepted in the past, it would cause problem for at least 24 hours.

Btw, expansion to other country is not good idea for Japan.
Because Japan is a peaceful country and by attacking other country, Japan might tempt other country to invade or "frees" those region.
It will be waste of time, and resources.
And what Japan need more now is real citizen not region or multi or banned citizen at the moment.

K, even if I'm a new eJP and don't know(yet) what happened in the past about South Korea and all, but I find in unreasonable any idea or suggestion of invading other nations for no good reason or unprovoked.
This game is a very serious one that involves economy, military and diplomacy.
Its not just a game of single player where you don't risk nothing, and were you can restart it allover if the things gets to hot and complicates, here every decision costs the population of a country and the country itself.
And I don't thing it would be necessary to ruin the little stability that our country has and on top of that we should consider about the negative impact around the neighboring countries and the entire globe this idea of "Empire of Japan" would have.

About law proposal, not all of them is a joke. I must admit, some of them did looked like a joke. But most of them are serious and based on judgment of government it was needed. For example lowering citizen fee, minimum salary, tax change, etc.

Japan shouldn't even consider starting a war.

The only way to win a war is with lots of gold (in the form of weapons and wellness). A country as to be strong economically before being able to wage war.

Hazuki, even though those proposals were widely rejected (I didn't really agree with them either), there still was some reason behind them if you read prior posts regarding that school using money to start a new paper. Raising taxes by fifty fold or trying to impeach a president without cause, however, is completely illogical.

Regarding foreign affairs: I have not been here long enough to see the anything regarding the South Korean conflict. If I did though, I probably wouldn't have supported that war either.

I have to admit, that is a really cool "invasion map" you've done, but I can't say I agree with your goal.
The move on South Korea was done to ensure more food productivity and as beta-testing.

Seriously, eJapan does not need Mafia to be a powerful country, and as others have said before, the whole "Empire of Japan" thing might sound good in your head but I am afraid you will find yourself without much support for such a proposal.

if we have to befriend the mafia to make ejapan stronger i would gladly work with them professionally.
