I had recently inquired about MPP's. I believe that these are good agreements to have when both parties are unsure of the other's status. However, when on long established relationships with countries, our nation should re-evaluate the MPP/alliance agreement. Here's why.
A MPP costs 10,000 CC's
It lasts for 30 days.
10,000/30 = 333 cc's per day.
Now, the way to look at this, is we can put out bounties. $30 for 1,000,000 damage is a decent rate. This amount works out to 11 million damage that can be purchased per day. Now, the MPP I doubt guarantees that the country will receive that much from it's allies, and even if it does, it's probably not daily. So, basically, our country could put up a bounty every day for 11,000,000 damage for each one of it's MPP's. Currently we have 9 MPP's in place. This works out to paying for 99,000,000 damage per day!
What?!? So now, we need to ask ourselves if it's more economical to have an MPP in place or set-up a gentleman's agreement to support each other when needed. And, after 10 days, you need to protect the country, simply put up the bounty for 9.9 billion damage, and at 30 cc's, I'm sure you will get it.
I sincerely doubt we get helped every day by our allies, and when we need it, I think that the amount received would be less than what I posted. I know some players can do like 5 million by themselves, and that's cool. However, I just like to point out how often we need assistance. If it is indeed less than every 10 days, we need to take a strong look at the MPP's that are in place. If any one of them are willing to do a gentleman's agreement, I think it would be far more economical.

Good idea, but what happens when like now we get a surprise attack on us and we have no mpps?
Put up the mercenary. We might get some surprises, but for the most part, an. MPP doesn't guarantee that any of the nations fighters will come to fight. Also, if they do, during the month are they averaging 11 million per day? If not, the MPP could be wasting our monies. In those cases, buying the damage is more economical.
No guaranty to fight yes, but I'm not going to move around to fight in battles even if there is a CO set up, there are COs on more than one battle, I'll just take the one that doesn't require me to spend money travelling.
With a CO of 30 setup, it guarantees a move ticket of L2 would be profitable if you do 1 mill. Additionally, I believe that a co of 30 would encourage Div 2 players and above to buy tanks.
Also keep in mind, that some alliances are worth more than the money they cost. Just breaking out the numbers to help our country and others.
Sometimes it's worth the price of a MPP to show friendship and solidarity with a brother nation. They are also part of holding an alliance together, which would form the gentleman's agreement you mentioned.
Not every nation is worth the price of a MPP. Some definitely are. I'm with The Anaconda concerning moving for a fight. There are very few countries I'm going to pay to go help.
Also, with no mpps, if our country does not have a war, we have no DOs and WE don´t get to help our friends, which in a way is a long term investment. I have done millions for no cc for allies, because at complex times (like when you get an AS from a country like Taiwan or Rumania and have one day to prepare) friends with mpp will many times fight the hell out of a battle for their friends too. We might lose some money, but believe it or not, good diplomacy is the best investment in this game, or so has been my experience. And having a regular mpps during an aliance coordinated war is crucial to it. Take a look at RWs, even with FF medal option and CO, the top 5 is usually national, unless you ask your allies to hit there when it is an important one, and they will.
