I'll make this quick, short, and easily understandable as possible.
"Gang-up": "A group of criminals or hoodlums who band together for mutual protection and profit."
Or in easier terms, Sirius and its allies.
Examples of this European Gang-Up as goes:
Exhibit A: France;
USA attacks France, joined in by Italy and Spain.
(Not to mention USA's off on love with Canada, one day we will liberate you from Spain! The next 'Canada is mine!'"
Exhibit B: Hungary
Poland attacks Hungary, joined in by Chile and Bulgaria.
Believe it or not but sooner or later this will be a Sirius World.
This will probably stir trouble in South America.
