I rated France so low because they have clearly lost much of their eUk regions to Canada and they have reduced their resistance against us in our fight to regain the country. France seems more focused on other unknown affairs they may lose yet more to the greater threat of Canada if they lose the rest we will have no option to turn to ONE.
