The dirty character trading

I think that the most of you know that there are many citizens in the eWorld which are not managed by their first owner. Where can we buy strong citizens for us? There is a group in a big community site where you can buy them for RL money and for erep cc too.
I think that if someone sold his character for Euro, it's okay, he/she just want to leave the game (I have no idea why). But if someone sell citizens for erep cc, it means that he manage more than one citizens.

The third erepublik law says:
Creating or administrating multiple citizen accounts is prohibited.

So I started to talk with those traders as a customer. Here you can read it:

Well, it looks like that a Government can be also involved in this trading. It's an easier way to get CO for the battles.

So, I found a dozen trader, middleman (including the group moderator) and unused character. MU captains, party presidents, government members were also involved. And these are advertisement only from the past month...

Dear Admins, if you respect the Erepublik laws, please give penalties to those citizens. If you think that these are only fake pictures, just check my messeages with title 'Trade', I have a little conversation with some sellers here too. Like this one:
