Hi, eJapan, it's your Speaker of Congress, Zodiarque!

As part of my job as the Speaker, I wanted to give you an update, you could all make use of I guess, as many things have been addressed or are being discussed in congress on the forums. Without further ado, let's begin.



1. The Forum Erasing

No one can ignore the incidents of August 09-10 when our eCountry have seen its Official Forums completely wiped for reasons beyond our control. Well, on behalf of all the Moderation team I'm part of, I wanted to thanks everyone that helped in the rehabilitation and assure you all again that, to date, everything has gone back to normal.



2. Alfred Ball and Fruitcommando declared "Persona Non Grata" (Discussion and Vote)

Those two have been banned from both IRC and Forums by Congressional decision. Since then, IRC has been quite "trolling" free so I invite all of you that were reluctant, to give it a new chance.

3. New Tax Policy (Discussion and Vote)

Geezus who always proposed the raising of the VAT, admittedly contradicted himself by proposing to lower the taxes. The reason why was because of a change in the game mechanics and marketbots so it becames unfructful to keep on trying making money with the Governmental raising fund program. Though we need more people to use the eJapan market, lowering Import taxes and VAT respectively to 25% and 5% seemed the best idea. Every congress members cared that much of your well-being that the bill passed unanimously.



4. New Centralized Military System (Discussion and Vote)

A new Military system proposal that would centralize eJapan's Military had been elaborated by many eCitizens collaboration. When fully operative, its assets should be indisputable nor unquestionable. Both coordinated attacks and military efficiency may be increased. It may signify more control over unapproved and approved battles enabling to focus damage into important battles, leaving a bigger impact to show off for allies and improve homeland defense. Those prospects were sufficient for the system to get approval from Congress. Therefore I signed the bill and order its enforcement.

Speak up! : A vote is currently being hold about the New Military Units Naming. It is open to every citizens as it represents an important decision for our community. So please, come and vote.

Consequently to that Congressional decision, Geezus decided to resign from both its congress position and Cabinet position.

5. Interim Solutions to Congressional Emptiness (Discussion and Vote)

As our eCountry has been wiped, we shall remain without any possibility to own an In-Game Congress for an undetermined time. Country President will then own all the keys to our future in its hands. However, there are issues, other than "In-Game mechanics" related matters, that Congress uses to deal with. So it shows up necessary to state on a way to administrate our eCountry and assist the Country President in any ways possible (but without real In-Game authority on him/her).

Discussion which last about a week, lead us to three foreseeable solutions :
A. Extend Current Congress.
Current Congress should be extend till IG elections are available. Ways of doing will remain the same but without any effective power on IG mechanics.
B. Create a "Shadow" Congress.
Interim Congress made of 20 people should be elected on Forums and operate till either a new one is elected next month or IG elections are available. Shadow congress would adopt the usual ways of the Congress but won't own any IG machanics power too.
C. Referenda (Congress-free).
No Congress in any way. Each citizen is to be consulted directly through Referendum. Procedures will keep being discussed in Congress section and, in due time, put to a vote by Speaker of Congress (who remains by Interim till a new congress is elected IG). There again, it won't signify any IG mechanics powers.
