Hello there eAmericans! It's been nearly a month since the last release of the Congressional Paper, and now it's time for round two. So without further ado, on behalf of the Government Oversight Subcommittee, I present to you a briefing on the 25th Congress. The briefing will have a summary of 3 key items that have been passed in the past 2 weeks, and will include a list of the voting records of the 25th Congress as well.

** All currency transfers to the Congressional Budget Office and issuing of US dollars were pre-approved and passed. So as to avoid redundancy, they are not listed below.

Introduction of People you should know:

The Speaker of the House (Serendipitous), and the Deputy Speaker of the House (Rheinlander von Phalz), are the ones who handle things relating to the Committees, and making sure they are properly functioning.
The Congressional Whip (St Krems) and the Deputy Congressional Whip (Dr. Tango ) are responsible for handling the organization of Congress, for example sending out Messages to all the Senators reminding them, and updating them on current proposals & votes and to record their recent votes in-game.
The general idea of all four of their jobs is to: keep Congress organized and on track, assign Committees, and step in during times of emergency.

The Start and End date of the 25th Congress

The 25th Congress began it’s term on the 26th Day of December, 2009, and it will end it’s term on the 26th Day of January, 2010.



Section B – The Works of the 25th Congress

~ The Adjustment of Quorum:

Back in March of 2009, Congress was approximately 51 individuals, and they chose for the quorum (which is the minimum number of members to move forward in a proposal, or vote) to be 20 persons. Evan Feinman created a proposal that would change the code from the previous, and existed quorum, to one that fits as congress contracts and expands. Currently Congress has approximately 57 members. The new code states that at the beginning of each congressional term, a new quorum will be set at one-half of the number of members of congress.

~ The New Foreign Relations Act

This act enforces that the President is the Chief Diplomat and represents our Nation and Government to the rest of the world. This bill implements these new parameters:
[||>|| No member of the eUnited State Government will be permitted to speak with Foreign Officials on Foreign Issues without the direct Permission of the President unless such authority is derived from a government position, as this person would be representing the President who is Chief Diplomat. However the President can grant permission that extends beyond one instance.
|>| Foreign Issues are Issues that involve but are not limited to:

|>|>| Mutual Protection Pacts
|>|>| Peace Treaties
|>|>| Donations to Other Countries
|>|>| Negotiations among Enemies
|>|>| Negotiations with International Organizations
|>|>| Negotiations on any of these Issues
|>|No member of the eUnited States Government will be permitted to speak with Foreign Officials on Military cooperation in any form unless such authority is derived from a government position
|>|This bill does not however prohibit the friendly discussion with Foreign leaders, this is a social game and we cannot inhibit that.
|>|Certain Penalties are granted to certain people for committing the act. The differences are as follows:

|>|>| For a Congress Member who commits this act, the penalty shall be removal from the congressional forum until the next election
|>|>| For a Member of the executive who commits this act, or a private citizen contracted with the executive who commits this act; the penalty shall be removal by the president with the possibility of serving again after the next election for Country President.
|>| As any citizen, Senator alike, possesses the constitutional right to a speedy trial. Any accused member of Congress or the Executive may plead their case to the President, Secretary of State, Speaker and Deputy Speaker, allowing for equal representation and participation from the 2 branches. The accused is also permitted an attorney and those to speak on his or her behalf.

This Act was proposed by James Roosevelt.
