The 5 top parties of the United States have unified to freeze the amount of congressmen per party in Congress this term, to clear up more votes for the PTO of Russia. If you cannot go to Russia, or are unwilling to, you should still use your vote wisely in America to secure victories for the freeze candidates, which are assumed to be endorsed by all 5 parties. You should vote in Russia if you are able to move there. You can find information about the PTO of Russia from Rod Damon, linked here. If you're morally against PTOs, you should think of this as an opportunity to put Phoenix on the defensive instead of PTOing the small countries on our side.

How to vote in the eUSA (if you cannot/will not vote in Russia):
1) Go to the Rizon.net server on IRC and type "/join #ato", and ask where your vote can be used best.
2) Move to that state and vote for that freeze candidate. Voting can be done here.
3) Move back to a border state (Alaska, Hawaii, parts of New England)
